Sacramento Woman Arrested at Fortuna Massage Spa After Fortuna PD Calls in CHP’s Major Crimes Unit

At the request of the Fortuna Police Department, CHP provided undercover personnel to support the investigation into Fortuna Massage and Spa on the 700 block of 12th Street. Members of the CHP Warrant Service Team and officers from the CHP Humboldt Area office executed a search warrant at the business June 4.

Delin Liu, of Sacramento, was arrested on charges of maintaining a brothel, maintaining a nuisance house, and prostitution. Liu was booked into the Humboldt County Correctional Facility and released on own recognizance the same day.

CHP said it has taken primary investigative authority and jurisdiction over the case, which it described as targeting “suspected labor violations” and “protecting workers’ rights and safety” while “holding accountable those who exploit vulnerable members of the community.”

The Humboldt County District Attorney’s Victim Witness Advocacy Group, which works with crime victims, was involved in the investigation.

CHP Northern Division Chief John Pinoli said the operation reflected the agency’s commitment to interagency cooperation “beyond our traditional highway enforcement mission.”

The investigation is ongoing.
