Death of Hoopa Shooting Victim Friday Night Leads Investigators to Seek Murder Charges Against Three Suspects

The victim in the March 10 shooting in Hoopa has died from his injuries, and investigators say the case will now move forward as a homicide.
According to a statement late Friday by the Humboldt County Sheriff’s Office, the victim succumbed to his injuries earlier in the day. With his death, investigators say they will now seek murder charges for the three suspects previously arrested in connection with the shooting.
The victim has been identified by family members on social media. In a public message shared with the Hoopa community Friday evening, relatives said he died at 8:39 p.m. on March 13, 2026.
“With heavy hearts we announce the passing of Dylan Andrew Moon,” a family member wrote. “Dylan was surrounded by his mom, dad, and loved ones during his transition to the spirit world.”
Investigators identified multiple suspects believed to be involved in the shooting. Authorities have since taken three individuals into custody, including 19-year-old Tse-Lin Lincoln, who turned himself in to deputies late Thursday night, March 12.
Investigators had also arrested 15-year-old Preston Lee Ruiz II, who was located Tuesday at a residence off State Highway 169. At the time, Ruiz was booked into Juvenile Hall on charges of attempted murder, conspiracy to commit a crime, and being armed during the commission of a felony.
William Randolph “Billy” Warren, also known as “Bubbz” Lincoln, 18, of Hoopa, was arrested Wednesday evening. Warren was booked then on charges including five counts of attempted murder, conspiracy to commit a crime, and a firearm enhancement.
With Moon’s death, the Sheriff’s Office says investigators will now pursue murder charges for all three suspects involved.
The Humboldt County Sheriff’s Office Major Crimes Division continues to investigate the homicide.
“The Humboldt County Sheriff’s Office extends its deepest and most heartfelt sympathy to the family, friends, loved ones and the Hoopa Tribal community during this difficult time,” the agency said in its statement.

What a tragic way to ruin 4 lives forever. And to hurt many many others along the way.
Who or what is responsible for these young men to have possibly committed this terrible, avoidable crime? So, so tragic!

I would say more then four lives got ruined. And probably over something trivial.
Why is this our business? Why is what these people do any of our concern? They should be allowed to resolve their differences among themselves and in their own way. Our attempt to impose our values on people barely out of the stone age is not helping them in any way.
This sort of thing has been going on for thousands of years and will continue. All thats changed is the stolen Glock has replaced the stone axe or war club.

It’s worth remembering that the peoples of the Americas were not “barely out of the stone age.” Long before European arrival, civilizations across this hemisphere built complex societies with agriculture, cities, trade networks, astronomy, engineering, and systems of governance. The Aztec capital of Tenochtitlan, for example, was one of the largest cities in the world at the time Europeans first saw it, with canals, marketplaces, and sophisticated urban planning.
Much of that world was shattered after contact, when waves of European diseases — smallpox, measles, influenza and others — spread through populations with no prior exposure. Historians estimate that tens of millions of Indigenous people across the Americas died in the centuries following contact. And this caused deep damage to their way of life.
History in the Americas is far richer and more complicated than the idea that cultures here were simply stuck in some primitive past that you apparently believe in. Recognizing that complexity makes for a better conversation.
And now those reckless, feckless boys will spend their lives in a cage. In an orange jumpsuit with every minute of their lives regulated and maybe they’ll get to go outside for an hour a day. Why, guys, why?
