Hoopa Shooting Suspects Identified and One Arrested
This is a press release from the Humboldt County Sheriff’s Office. The information has not been proven in a court of law and any individuals described should be presumed innocent unless guilty proven guilty:

The Humboldt County Sheriff’s Office …has arrested 15-year-old Preston Lee Ruiz II, on a no bail warrant…in connection with the shooting that occurred in Hoopa on Mar. 10, 2026. Ruiz was taken into custody after being located at [a]residence located off State Highway 169 near Wautec.
Ruiz will be booked into Juvenile Hall on the following charges:
- PC 664/187-Attempted murder
- PC 182(a)-Conspiracy to commit a crime
- PC 12022-Armed during the commission of a felony
As a result of the ongoing investigation, detectives with the Humboldt County Major Crimes Division have obtained No Bail warrants for the following individuals:
- Tse-Lin Qhaba Red Cloud Perry Wayne Lincoln, Indian male Adult 19-years-old of Hoopa
- William Randolph “Billy” Warren, also known as William “Bubbz” Lincoln, Indian Male Adult, 18-years-old of Hoopa
They are wanted for the following charges:
- PC 664/187-Attempted murder
- PC 182(a)-Conspiracy to commit a crime
- PC 12022-Armed during the commission of a felony

What a sad sitution. Young lives ruined
Wel, they are off to a good start in life.
Unfortunately, the north coast and especially Hoopa area has very few options for making a decent living or any kind of future.
This is horrific. Prayers to the families of all parties.

Since when (or under what conditions) does law enforcement name a juvenile who’s been arrested and accused?
Good question…
Law enforcement can name a juvenile who committed a crime when the juvenile is charged with an offense that would typically be a crime if committed by an adult.
When they shoot someone in the head?
