[Update] Second Hoopa Shooting Suspect Arrested; Third Remains at Large

attempted murder arrest feature (cuffs)A second suspect in the March 10 shooting in Hoopa has been taken into custody, according to the Humboldt County Correctional Facility’s daily booking log. William Randolph “Billy” Warren, also known as “Bubbz” Lincoln, 18, of Hoopa, was arrested by Humboldt County Sheriff’s Office Deputy O. Alves at 8:21 p.m. Wednesday and booked on a no-bail Ramey Warrant.

Warren faces the following charges in connection with the shooting:

  • PC664/187(A) — Attempted Murder (5 counts, felony)
  • PC182(A)(1) — Conspiracy to Commit a Crime (felony)
  • PC12022(c)(1) — Personal Use of a Firearm During the Commission of a Felony (enhancement)

Warren is one of two adult suspects named in a press release issued by the Humboldt County Sheriff’s Office Tuesday. The other adult suspect, 19-year-old Tse-Lin Qhaba Red Cloud Perry Wayne Lincoln of Hoopa, remains at large as of this reporting.

As previously reported, a third suspect — 15-year-old Preston Lee Ruiz II — was arrested Tuesday on a no-bail warrant after being located at a residence off State Highway 169 near Wautec. Ruiz was booked into Juvenile Hall on charges of attempted murder, conspiracy to commit a crime, and being armed during the commission of a felony.

The shooting occurred the evening of March 10 on Little Moon Lane at Highway 96 in Hoopa. The victim, an 18-year-old Hoopa tribal member, remains in critical condition at an out-of-area hospital. In an exclusive interview with Redheaded Blackbelt on Wednesday, Sheriff William Honsal confirmed that five individuals were present at the time of the shooting, with warrants obtained for three. He also confirmed that the Sheriff’s Office has “saturated the Hoopa Valley” with patrol deputies and that investigators have been working the case around the clock.

Where was this second suspect arrested…

Previous RHBB reports, and Hoopa Tribal police reports indicated that the suspects were believed to be no longer in the area, and/or longer in the Hoopa area respectively…

Yet the first suspect arrested was just 32 miles away…

A third suspect…”, “…was arrested…”…???

It was widely believed they fled to Covelo and Arizona. That is probably where they will find the last dude. The other two that got let off fled also, but came back.

Wondering if someone can explain to me why he was charged with 5 counts of attempted murder.
Is it because he fired 5 shots?
Because he hit the victim 5 times?
Or perhaps because there were 5 people in the car he open fired on?
Just curious
