Is the failed Eureka city council going to lien the property owners for this work?
Better than that: you have to sign a Deed of Trust to get a Sewer Lateral Loan that comes from the city. Max loan is $15000 which I’m hearing just about covers the permits and very rudimentary replacement. If that.

You’ll need to mortgage your home (or pay increased rent in the future to your landlord) if your home is setback a bit from the street. You also get to pay for the lower portion that connects to the city line, which typically requires digging up the street. You get to pay that part too. Plus keep it inspected with CCTV capable plumbers that are licensed with the city, not just anybody.
I have notified my tenants this will be raising the rents. So another $120/month. Will start in June.
I can only bet that your tenants are not going to like that one bit. I wonder what our city council members will pay with the raise. Oh, let me guess nothing!
