Bushnell Loses Board Chair Role After Censure for Outburst

Humboldt County Supervisor Michelle Bushnell’s outburst last May at County staff has led to her censure by the Board of Supervisors and loss of her post as chair of the board.  Those consequence were meted out at the board’s Nov. 4 meeting, yesterday.

Supervisors pointed out that the recent county employee complaints against Bushnell are not the first.  A conduct complaint was filed against her in early 2022 and an investigation found that Bushnell had “reacted combatively” to a Planning Department employee in a meeting about a cannabis permit that also included the permit applicant and Planning Director John Ford.

The board considered reprimanding her then but stopped short of it.

A similar finding has been made in the complaint from last May.

An executive summary of the finding says that “more likely than not, Bushnell accused a County employee of being a liar approximately five times, yelled at her, and did not give her an opportunity to speak.”

Also “more likely than not,” Bushnell “accused another county employee of disloyalty, became angry and yelled and cursed at her, and slammed her door shut as she left her office. Witnesses who overheard this incident corroborated that Bushnell was the aggressor, and reported hearing Bushnell cussing, yelling, and slamming the door.”

Bushnell admitted to the outburst in interviews with the Redheaded Blackbelt and Lost Coast Outpost news websites and said she hired attorney Allison Jackson to advise her after she found no process to appeal the investigation’s findings.

In a letter to the county, Jackson says Bushnell has been denied due process for a variety of reasons, including not having “information required for the full preparation for the cross-examination of witnesses and presentation of evidence and arguments in rebuttal to these witnesses.”

The board, minus Bushnell, met in closed session for two-and-a-half hours on Oct. 30 for what the agenda listed as “exposure to litigation” in the matter but took no action.

Action was taken at the Nov. 4 regular meeting, however, which Bushnell was present for.

But before being censured, there was a public comment period during which Bushnell was credited for doing good work.

Supervisor Bushnell has consistently demonstrated deep commitment to representing and advocating for her constituents,” said Laura Lasseter, director of operations for the Southern Humboldt Business and Visitor Bureau. “Over the years, we haven’t always seen eye to eye, but we’ve been able to navigate through many passionate conversations about our community and economy.”

Southern Humboldt cannabis farmer Craig Johnson agreed, saying, “What I look for in leadership is exactly what Supervisor Bushnell displays on every facet of the job.”

After a brief discussion on process definitions, Supervisor Steve Madrone encouraged commentary from Bushnell.

“First of all I am regretful that the incident that happened (last May) made everybody very uncomfortable,” she said. “I was very loud, I felt wronged and I reacted bad. I also made staff very uncomfortable and nobody should have to feel that way in their workplace.”

She related that she has “a fight or flight personality sometimes” due to “past traumas of a very abusive relationship,” which she’s been in counseling for.

Bushnell added that she has no hard feelings toward the two employees who filed complaints about the May incident and “whatever this board chooses I will respect and move forward.”

Supervisor Mike Wilson had appreciation for Bushnell’s “heartfelt response” but questioned whether it fully acknowledged the impacts of her behavior.

“When we as people in power are behaving in this way it actually is often perceived as threatening – it’s not just uncomfortable, people are concerned about their job,” he said. “We’re people in power in those spaces, we’re not equal as peers in these situations, so when we behave in this way it scares people and it’s not just a chilling effect in a working environment, it can be, I dare say, sometimes traumatizing.”

He added, “I don’t want to belittle that what has occurred because it’s not the only time this has occurred” and Bushnell “is not the victim in this.”

Supervisor Rex Bohn was more conciliatory, saying, “I hope this is a teaching moment and we move forward from here.”

The vote to censure, which means to reprimand, Bushnell for her conduct was 4-0, with Bushnell abstaining.

A follow-up action was consideration of having Bushnell step down as chair of the board, revoke her various committee assignments, and request that the county Grand Jury look into how the situation has been administrated.

Madrone noted that the recent blowout “isn’t a one-and-done thing – a similar incident involving Supervisor Bushnell previously occurred.”

He also said he’s “witnessed similar behaviors towards staff the public and community partners at other times – I didn’t file formal complaints but I did witness those personally and I have a growing, increasing concern over that pattern of bullying, intimidation and retaliatory conduct, and abusive treatment of others.”

It became apparent that Bushnell was struggling to deal with what was happening.

“Can I … can the board decide that they’re gonna do now?” she said, her voice cracking slightly.

But as is their habit, supervisors got hung up on the wonky side of things, pondering the Grand Jury process.

As the process discussion continued, Supervisor Natalie Arroyo made a motion on the Grand Jury referral, telling Bushnell, “This is a little awkward as you’re the chair.”

“I just want to get through this,” Bushnell said.

But there was yet more discussion on the motion, leading to confusion about what it was.

Bohn commented on “the process,” calling it “a very, very slow death by a thousand cuts” and revealing that “I’m going through the same thing myself right now – before somebody leaks it out.”

Arroyo noted the involvement of Bushnell’s attorney, which “illustrates issues Supervisor Bushnell and her counsel have pointed out,” hence the Grand Jury referral.

Bushnell, acting as chair “for five more minutes,” called for a vote.

“I’m gonna tell you guys that I, respectfully, need to get off this dais,” she said. “I can either leave – which I don’t want to – I respect everybody up here but I need to breathe, too, okay? I’m taking responsibility – all of it.”

But there were a few more excruciating minutes of talking about the motion and the meeting clerk had to read it aloud to be sure of it when time finally came for the vote.

It was to remove Bushnell as chair and to refer the messy matter to the Grand Jury.

It was 3-1 in favor, with Bohn dissenting. Bushnell abstained.

UPDATE 8:26 p.m.: Supervisor Bushnell posted the following publicly:

I want to start by saying I understand the board’s decision, and I take responsibility for the part I played in the incident that brought us here. I’ve already acknowledged that my behavior that day wasn’t appropriate, and I’ve taken steps to address it personally and professionally.

That said, I don’t agree with all of the findings or with how this process was handled. I’ve retained legal counsel because I believe there is a significant issue with due process – and that matters, not just for me, but for the integrity of this board’s procedures going forward.

I also think it’s unfortunate that some of my colleagues have chosen to go beyond the facts of the investigation and make additional, unsubstantiated claims in public.

My focus remains on serving the people of the 2nd District, who know my commitment to this community. I’m going to keep doing the work I was elected to do – with transparency, professionalism, and respect.

Let’s hear from the unnamed smeared ex; that’s a story I’m interested in reading.

Maybe the real liar is the one yelling the word five times. Just a thought. Because ironically that’s usually the case.

And the kicker? She’s literally being censured for hostile behavior and still bossing the board around, telling them to hurry up? 😆 Wow. So Bushnell’s version of taking accountability involves still trying to run the room.

This is about Bushnell’s need for control. And she has let the mask slip …

In case you’re unaware, there are loads of socially supported, “popular” people who behind the mask are actually self-absorbed abusive, lying jerks. Just saying, until you’ve experienced it, it’s easy to get fooled by a person’s public “charm.”

Bushnell is fooling lots of people, but she’s not fooling me.

“If you knew her even a little…”
Classic move — appeal to personal familiarity to undermine the criticism. It’s basically a soft ad hominem: “You just don’t know her like I do.”
But this ignores the actual issue: her documented, investigated, and corroborated behavior. You don’t have to “know her personally” to see the facts laid out in a censure vote.

“…you would know she doesn’t hide her strong personality.”
This is the “abrasive but honest” defense. It reframes aggressive, intimidating conduct as mere “strength of character.”
But being loud, rude, and controlling isn’t a “strong personality.” It’s a liability in leadership — especially when it makes employees afraid to do their jobs.

“She’s not trying to fool anyone.”
Interesting claim, considering she invoked an invisible, unverifiable ex to earn sympathy during a disciplinary hearing. That is trying to fool people — into thinking she’s the victim when she was the aggressor.
(Also: charm doesn’t require intentional deception. Many narcissistic personalities genuinely think they’re being real while everyone else gets steamrolled!)

Bottom Line:
“I like stars” is likely a loyal supporter or someone personally connected — and that’s fine. But their response deflects from actual conduct and the impact on others, in favor of a character endorsement based on subjective familiarity.

It’s worth reminding folks:

No one gets to redefine “strong personality” to excuse verbal abuse.
And we don’t have to “know someone personally” to recognize patterns of public misconduct.

Well, environmental, institutional and official trauma affects all of us, and we should all be “in counseling” as often as possible…

Trauma and Personality Disorder may well be linked, but I think that Mrs Bushnell was a known quantity, with a vicious streak and a tendency towards Emotional Violence and Vituperation, which she has obviously copiously practiced during her rather privileged life as a Pot Farmer…

There should probably be a Drug Test, especially since the salary to sit there and waste everyone’s time is well over $60/hour…

Mrs Bushnell is on a slippery slope, and getting in fights when she doesn’t get “her way” is a firing offense at nearly any job…

Relax, Mrs Bushnell, because nobody has the mental horsepower to push you out, today, but even your friends and donors won’t want to be associated with a person of your obvious defects and inabilities to cope…

Elect somebody else, and good luck controlling this woman, otherwise, if you still manage to live in SoHum…

Bohn loses his $hit a VERY regular basis, it takes almost nothing to set him off. When it happens he reverts to a young teenager with juvenile name calling, screaming slurs at both children and their parents, then ripping around the soccer fields on a quad during kids games yelling profanities.He’s a little guy, but a mental midget. It would sure be a delight to get some mentally stable folks running things up here, think of all we could do!

Closed meetings to discuss personnel issues and threats of litigation are allowed under the Brown (Open Meeting) Act. Public comment on the issue at hand could be made spontaneously by letter or email. For example, if you are aware of the controversy and want to express your feelings about action against (or for) a County employee, or an elected or appointed official, you can always write to your supervisor about your feelings, and these kinds of comments might be taken into consideration as appropriate. But the law does not allow you to listen to the proceedings themselves nor take part in the discussion. Like it or not, that’s the law.

They are. Ever hear of Zoom or just show up to the meetings? However personnel issues are internal issues and are allowed to be closed as often attorneys are present and those sorts of meetings are always private. You’re never going to get to sit on those, but the meeting minutes will always be made public. Or a press release, as in Bushnell’s case.

Well this was a nice “gesture,” but this corrupt BOS likely only did it because of public outrage. What she did is actually hostile work environment and the people she was hostile to should absolutely sue her on these grounds. She’s an out of control crazed human and should be forced to pay the very stiff financial penalties for this. County employees are trained on this. For them, termination is definitely the employment penalty. Also, by law, the offender is financially responsible for paying the compensation as it is a personal crime. She should have the decency to resign immediately, but decency is not part of her in any way.

Bushnell could have stopped this complaint against her 5 months ago if she just did one thing : acted like a grown ass woman, taken responsibility and said she was sorry and apologized to the staff that she attacked and verbally abused. She did not do that then, and when you hear all of her self indulgent gibberish now of saying “regretful“ “uncomfortable“, she still never apologizes , never says she’s sorry. That’s a continuation of her inappropriate aggressive/passive aggressive “F#ck U” to everyone involved. Then her self sabotaging/ pitying follow up letter just confirms that she is pathologically hard wired to play the victim. Bushnell repeatedly admits that she did the abusive behavior, that she did all those things and acted out the way she did against the staff, she said “ I own it” but still can’t bring herself to say she’s sorry or apologize. ….thats because she’s Not sorry.
the whole blow up was about her not liking hearing the bad news that the County was about to completely run out of money soon UNDER HER WATCH. But hey, Shooting the messenger isn’t going to stop that info from getting out.
bushnell might as well start looking for work elsewhere cause she most certainly isn’t going to get elected to another term. by the time her term is up, the county will be completely out of money anyway. Thanks Bushnell.

Discrimination ! The only lady to stand up for her rights. The Board of Supervisors has made Humboldt County a low income area, stopped economic growth, (most homes in the 1940’s) , and now what a supersized Building and Planning Dept. where KMart is.
No one is going to build here, no company is going to move here, until John Ford and his groupies resign or are fired.
What next? Have Michelle wear a Scarlet Letter for arguing for her rights?
