Bushnell Responds Ahead of Tuesday’s Board Vote on Possible Censure and Removal as Chair

When the Humboldt County Board of Supervisors meets this Tuesday, November 4, members will consider whether to publicly censure and remove Second District Supervisor Michelle Bushnell as Board Chair, following sustained findings that she violated the Board’s Code of Conduct.

We spoke to Bushnell Saturday by phone. She told us she takes full responsibility for her actions but disagrees with part of the investigation and how the process was handled.

A staff report from Human Resources outlines the sustained findings and notes that an independent investigation by Kramer Workplace Investigations was initiated after two complaints were filed in May 2025. Bushnell said the two complaints stemmed from the same incident.

She described the situation somewhat vaguely to us because she didn’t want the employees involved to be identified, explaining, “I don’t want anybody else to feel more uncomfortable than everybody already does.”

Bushnell told us,

“I agree with the…finding that there was an incident that happened in May of…this year, between two employees and myself, and I got upset and emotional and overreacted…I said the F word several times– many times–slammed a door, and pretty much got pretty emotional and overreacted.”

Bushnell said she accepts full responsibility for becoming upset during an interaction with staff but believes that one of the investigation’s conclusions was inaccurate. She emphasized that she never intended to sue but hired an attorney only to help her navigate the process, since there was no formal avenue for appeal.

She said that the second finding by the investigation was factually wrong. According to Bushnell, that finding was that she said something to one of the employees, “when in actuality, I didn’t say it to that employee, I said it to the boss, and so I disagreed with that finding.”

However, there isn’t a process to appeal a finding. “I ended up getting an attorney because I didn’t feel the process was equitable,” she told us. “However, I 100% take responsibility for overreacting and getting emotional. Nobody should ever have to feel uncomfortable in a workspace. And I created that situation.”

Bushnell said she wishes there were a way to appeal the one finding she disagrees with and hopes the county will make the process “more equitable” in the future not just for her but for other County personnel who face similar situations.

Under the Board of Supervisors Code of Conduct, the only possible action is formal public censure, which requires a two-thirds vote of the Board.

However, Bushnell said that Supervisor Steve Madrone has requested further action and added a separate item to Tuesday’s agenda.

“Supervisor Madrone, has brought a different item that is the board initiated item, which isn’t part of the investigation, but he feels that, because I sought an attorney…he has brought an item that they will talk about whether to remove me as Chair, remove me from boards and commissions, turn me into the Grand Jury…There’s a whole slew of things.”

Bushnell said most of the proposed actions would not affect her ability to represent Southern Humboldt, but she is unsure what a Grand Jury referral could mean.

Redheaded Blackbelt reached out to Supervisor Steve Madrone by email and by phone on Saturday for comment regarding the additional agenda item he placed for Tuesday’s meeting. As of publication time, he has not responded.

According to the Staff Report on Madrone’s requested action:

In addition, Supervisor Bushnell has raised concerns regarding due process under the Code of Conduct framework. While the Board is confident in and committed to following the policies and procedures currently in place, it recognizes the importance of maintaining public confidence in the process. Accordingly, it is recommended that this matter be referred to the Grand Jury for independent review and to request evaluation of the Code of Conduct for potential changes or clarifications. It is recommended that two members of the Board of Supervisors be appointed to draft and transmit a formal request to the Grand Jury.

Bushnell said those additional actions could include removing her as Chair and from committees, but she does not believe they would prevent her from continuing to represent her district. “I will still continue to do my job,” she said. “I work for the people.”

Mostly, she said, she feels badly that attention and energy given to this “takes away from the really good work the Supervisors do.”

As the Board weighs whether further action is necessary, Bushnell said she has been working personally to prevent similar incidents in the future. The Supervisor said she has sought counseling and support to prevent future situations where emotions run high.

I sought out some mental support counseling for me that I feel I need for different reasons, but that also will help me with seeking not to get so emotional and so upset…I just need to do better, and I recognize that.”

Bushnell said she feels remorse for the impact of the incident but emphasized that she continues to serve her constituents diligently. Asked why she believes she’s been a strong representative for Southern Humboldt, Bushnell pointed to her community involvement and her record of being responsive to the concerns of people in the Second District. She pointed to her work at bringing a nitrous ordinance before the Board, the her involvement in Measure O–which is a 1% sales tax measure that will fund road and public safety improvements–and her current efforts to clear the homeless camps north of Redway by working with non-profits, law enforcement, and activists to help find beds for those inhabiting the area. In addition, she said, “I try to help…with the cannabis ordinance, the economic drop, things that really affect people, and I fight hard for them,” she said.

Bushnell added that she works long hours to stay available to the people she represents. She said that no matter what happens Tuesday “I’ll just do my job for my district like I always have…[I]t’s a painful process for everyone, and created because I got emotional and upset…I created this. I’m sorry for it, and I will own it.”

The Board of Supervisors meeting begins at 9 a.m. Tuesday at the County Courthouse in Eureka, with the Code of Conduct discussion scheduled for 1:30 p.m.

This isn’t really a surprise since the current BOS is the least ethical and least competent in memory.

Bushnell didn’t just “overreact” — she totally lost it and was bat shit crazy out of control — screaming the f word many times, slamming a door and apparently berating an employee — but she whines she wasn’t addressing “the employee” but “the boss” — but both are county employees and it’s equally wrong for her to go off on either.

I am presuming by your description of the ice cream shop employee as a “girl” means she is young, maybe in her teens to twenties? I might expect that behavior from a young person in a low-stakes fast food or retail job, but not from a mature adult, much less an elected official.

I agree but with the exception of my supervisor- I do believe Steve to be very competent, tough when he needs to be and does his job very well. That’s just my opinion, as someone who has worked with him on a few things.

its not like Bushnell has a track record, right, e.g. verbal abuse toward county employees and county staff. It will not be the first or last time Bushnell is in a state of uncontrollable anger, rage (hysterical) and lashes out at fellow county employees with no accountability.

The link makes for interesting reading — not only does Bushnell have a track record of losing it, yelling at employees, and slamming doors — she also has a track record of leaning on staff to ignore violations and “get applicants through the process.”

And John Ford likes his job (or at least the pay) because he pretty much co-signed Bushnell’s bs — including Bushnell’s removal of an oak woodland to make way for a pond for her dope grow.

Only in the ET can an outlaw dope grower evolve into an out of control county supervisor!

Good grief. I guess some of you have never had a bad day. But I also believe maybe some of you may not have ever worked anywhere because this really isn’t uncommon. Madrone needs to butt out of second district business because this is all about him trying to get come uppance regarding a woman who regularly votes against him. He is a petty little pissant. And from what I remember, the first complaint was against a county planner who was abusing the cannabis grower from her district and in her presence. Isn’t there a federal lawsuit against the county for code enforcement, abusing cannabis, growers, or people who just purchased cannabis property? As far as I’m concerned if apologies were made this is all a waste of time and money. Perhaps the county should just quit wasting money and fix their process.

Four terms of Rex and our roads are a money wasting rumble strip.

What happened to the much promoted Mattole Road repair that was supposed to happen this year?

They pushed some dirt. There are survey flags, but the road, already diwn to a half road from landslide isn’t even fully erosion controlled and is now eroding.

Next year they will have to resurvey as the stakes will all move in the winter, the grading will erode.

So we the taxpayers will pay again because the county never finishes anything. There are piles of materials we paid for going to the weeds. Then they’ll be no good and more supplies will be bought with taxpayer’s money.

Meanwhile McKinleyville’s Central Avenue is getting Murals from Measure O and the fourth pavement/sidewalk redo of the past 25 years.

How do all the other supervisors manage to get roads done in their district, but four timer Rex doesn’t?

In truth, screaming and slamming and apologizing is done and over.

Rex’s inability to motivate and supervise the county agencies to finish projects in his district is far worse service to taxpayers than anything that anyone said to anyone else.

Sticks and stones are wrecking cars and ruining economic opportunity, and we all know how the rest of it goes.

Michelle Bushnell is one of the best supervisors we’ve had down in SoHum. She works for the people, always has and always will. People make mistakes, they learn from it and move forward. If she is forced to step down it will only hurt our community. She’s always been available when needed. She works very hard for Southern Humboldt, I’d hate to lose that! She is a Rock for us!!!

This is not the first time Bushnell got called on the carpet for being an abusive bully either. She was supposed to get counseling and training from the “ last incident “ She seems to still constantly gets into fights with people, and when she doesn’t get her way, her angry abusive personality starts to hemorrhage every time she opens her mouth. Not acceptable. She is a liability to the County.
Bushnell has retained Alison Jackson to defend her . Ms. Jackson is a very good lawyer. She is well known for representing people who have been mistreated and abused by bullies, now here she is representing the Bully. Wow, what happened to you Alison?

Maybe I’m missing something, but it seems like instead of relying on Bushnell’s characterization of what happened, this information from the Kramer Workplace Investigations executive summary (linked from this week’s meeting agenda) could have helped us better understand what actually happened:

• The credible evidence presented establishes that more likely than not, Bushnell accused a County employee of being a liar approximately five times, yelled at her, and did not give her an opportunity to speak.

• Sufficient credible evidence was presented to establish that more likely than not, Bushnell accused another County employee of disloyalty, became angry and yelled and cursed at her, and slammed her door shut as she left her office. Witnesses who overheard this incident corroborated that Bushnell was the aggressor, and reported hearing Bushnell cussing, yelling, and slamming the door.

From what I read in your article, it also seems like she is saying she did these things but is disputing who her target was. Does this matter? Hard to say because we don’t have all of the information. I don’t believe much has been made public yet about who was in the meeting or what it was about. It looks to me like Bushnell and her attorney are trying to control the narrative ahead of what is coming on Tuesday. We should ask more questions.

It also seems like the prior (and very similar) incident of bad behavior a couple of years ago should have been included in the story. Some of your readers seem to be under the impression this was an isolated incident.

Oh no, a supe with some spice! But hey, I feel like that too when I hear what the rest of that office has to say most of the time. Too bad it came out then and there, at least she was ‘punching up’ apparently. I hope we will be treated to more wise criticism from calm and emotionally fossilized forked-tongue lounge lizards like saddrone & co; quietly shuffling us all off the edge with that good ‘ol ‘one-step’ Ford two-steps back approach to everything… A lot of times dist 2 has the only dissenting voice, so occasionally it has to get a little loud! Somehow they already ‘recuse’ the only qualified supe to rep [what was] an industry specific constituency, wouldn’t be surprised if they jump at the chance to remove that voice entirely now. From listening over the years to her arguments and votes, that would be another big ‘two-step’ from “our” board. Cant comment on the incident (it sounds like in context it was very inappropriate), but the tone at least, I have to admit, I still do feel well represented.

As Fiduciaries, the first job of a Supervisor is to avoid the appearance of inappropriate behavior or corruption, and, to avoid having conflicts of interest…

Mrs Bushnell is so obviously corrupt, but attempting to force others to act illegally or abusing other Officials of the County, should be a “Firing Offense”…

Legal action should ensue, and if Mrs Bushnell thinks she is Trump, she should be advised by citizens they are terminating their relationship with her, and she should pack up her things and leave office…

Are you seriously thinking some of you that when confronted with something like that you should quietly say Bluffer,Faker, Fibber, deceiver? Give me a nut some of you. Quit defending the liar. The idea of not being able to call a spade a spade is ridiculous. And for others of you, if you have not had an employer get mad and raise their voice, you do not have a lot of experience in the workforce. As far as I am concerned, this was an unfortunate incident and she apologized. And to be even more frank most employers would not have apologized and would have fired the employee. But I forget, this is the county, so you have job security, even if you lie or cheat or steal.

It’s not a regular job in the warehouse or the trim shed. The supervisors are in charge of Millions of Dollars! OUR Millions of Dollars!! I would want and expect them to behave responsibly- not freak out and swear. Just because Trump has zero decorum doesn’t mean we should all give it up. I want my banker, airline pilot, financial consultant and other people in charge of very important things to be able to contain their own behavior!! Just because Rex Bohn acts like an idiot and says incredibly stupid stuff doesn’t mean we should all lower our standards to Idiocracy levels…I’m glad that she at least understands this and is stepping up to apologize to all of us. She is one of 5 supervisors who wield massive clout over our county and I expect better from her. So yes- it is a big deal. She’s not just pumping gas down at the station y’know?

Wow, comments are all over the map. Looks like the county recieved formal complaints of verbal abuse and investigated and substantiated the complaint. Consequences are under discussion. Bushnell has not been charged with a crime, just misconduct. Her obtaining legal counsel is understandable, but understandably cause for alarm by the board. She is acting within her rights. Disciplinary decisions, it seems, are clearly up to the board. Axes and allies muddy the issue. Let the chips fall and move on, hopefully a little wiser.

The commenters here that are trying to minimize or give bushnell a free pass on her hostile abusive behavior, thus creating a hostile working environment and bad morale, can only fall into two categories:
1) you yourself are like her and share the same personality traits/defects of uncontrollable anger and abuse towards others ….or
2) you have never been on the receiving end of such angry hostile abuse, especially “ ongoing” hostility and abuse in the work place. If it’s happening outside of work you can try to get away from “ it” , but in the workplace you can’t get away from it.
The people on the receiving end of Bushnells ongoing BS probably said F#ck it, we aren’t going to take her sh#t anymore, and finally filed a formal complaint.
the Board needs to take this seriously “ this time “ Do their job and stop bushnell’s bullsh#t.
