Bushnell Responds Ahead of Tuesday’s Board Vote on Possible Censure and Removal as Chair

When the Humboldt County Board of Supervisors meets this Tuesday, November 4, members will consider whether to publicly censure and remove Second District Supervisor Michelle Bushnell as Board Chair, following sustained findings that she violated the Board’s Code of Conduct.
We spoke to Bushnell Saturday by phone. She told us she takes full responsibility for her actions but disagrees with part of the investigation and how the process was handled.
A staff report from Human Resources outlines the sustained findings and notes that an independent investigation by Kramer Workplace Investigations was initiated after two complaints were filed in May 2025. Bushnell said the two complaints stemmed from the same incident.
She described the situation somewhat vaguely to us because she didn’t want the employees involved to be identified, explaining, “I don’t want anybody else to feel more uncomfortable than everybody already does.”
Bushnell told us,
“I agree with the…finding that there was an incident that happened in May of…this year, between two employees and myself, and I got upset and emotional and overreacted…I said the F word several times– many times–slammed a door, and pretty much got pretty emotional and overreacted.”
Bushnell said she accepts full responsibility for becoming upset during an interaction with staff but believes that one of the investigation’s conclusions was inaccurate. She emphasized that she never intended to sue but hired an attorney only to help her navigate the process, since there was no formal avenue for appeal.
She said that the second finding by the investigation was factually wrong. According to Bushnell, that finding was that she said something to one of the employees, “when in actuality, I didn’t say it to that employee, I said it to the boss, and so I disagreed with that finding.”
However, there isn’t a process to appeal a finding. “I ended up getting an attorney because I didn’t feel the process was equitable,” she told us. “However, I 100% take responsibility for overreacting and getting emotional. Nobody should ever have to feel uncomfortable in a workspace. And I created that situation.”
Bushnell said she wishes there were a way to appeal the one finding she disagrees with and hopes the county will make the process “more equitable” in the future not just for her but for other County personnel who face similar situations.
Under the Board of Supervisors Code of Conduct, the only possible action is formal public censure, which requires a two-thirds vote of the Board.
However, Bushnell said that Supervisor Steve Madrone has requested further action and added a separate item to Tuesday’s agenda.
“Supervisor Madrone, has brought a different item that is the board initiated item, which isn’t part of the investigation, but he feels that, because I sought an attorney…he has brought an item that they will talk about whether to remove me as Chair, remove me from boards and commissions, turn me into the Grand Jury…There’s a whole slew of things.”
Bushnell said most of the proposed actions would not affect her ability to represent Southern Humboldt, but she is unsure what a Grand Jury referral could mean.
Redheaded Blackbelt reached out to Supervisor Steve Madrone by email and by phone on Saturday for comment regarding the additional agenda item he placed for Tuesday’s meeting. As of publication time, he has not responded.
According to the Staff Report on Madrone’s requested action:
In addition, Supervisor Bushnell has raised concerns regarding due process under the Code of Conduct framework. While the Board is confident in and committed to following the policies and procedures currently in place, it recognizes the importance of maintaining public confidence in the process. Accordingly, it is recommended that this matter be referred to the Grand Jury for independent review and to request evaluation of the Code of Conduct for potential changes or clarifications. It is recommended that two members of the Board of Supervisors be appointed to draft and transmit a formal request to the Grand Jury.
Bushnell said those additional actions could include removing her as Chair and from committees, but she does not believe they would prevent her from continuing to represent her district. “I will still continue to do my job,” she said. “I work for the people.”
Mostly, she said, she feels badly that attention and energy given to this “takes away from the really good work the Supervisors do.”
As the Board weighs whether further action is necessary, Bushnell said she has been working personally to prevent similar incidents in the future. The Supervisor said she has sought counseling and support to prevent future situations where emotions run high.
I sought out some mental support counseling for me that I feel I need for different reasons, but that also will help me with seeking not to get so emotional and so upset…I just need to do better, and I recognize that.”
Bushnell said she feels remorse for the impact of the incident but emphasized that she continues to serve her constituents diligently. Asked why she believes she’s been a strong representative for Southern Humboldt, Bushnell pointed to her community involvement and her record of being responsive to the concerns of people in the Second District. She pointed to her work at bringing a nitrous ordinance before the Board, the her involvement in Measure O–which is a 1% sales tax measure that will fund road and public safety improvements–and her current efforts to clear the homeless camps north of Redway by working with non-profits, law enforcement, and activists to help find beds for those inhabiting the area. In addition, she said, “I try to help…with the cannabis ordinance, the economic drop, things that really affect people, and I fight hard for them,” she said.
Bushnell added that she works long hours to stay available to the people she represents. She said that no matter what happens Tuesday “I’ll just do my job for my district like I always have…[I]t’s a painful process for everyone, and created because I got emotional and upset…I created this. I’m sorry for it, and I will own it.”
The Board of Supervisors meeting begins at 9 a.m. Tuesday at the County Courthouse in Eureka, with the Code of Conduct discussion scheduled for 1:30 p.m.

This isn’t really a surprise since the current BOS is the least ethical and least competent in memory.
Bushnell didn’t just “overreact” — she totally lost it and was bat shit crazy out of control — screaming the f word many times, slamming a door and apparently berating an employee — but she whines she wasn’t addressing “the employee” but “the boss” — but both are county employees and it’s equally wrong for her to go off on either.
Sounds like every workplace environment I have ever worked in or frequented. The girl serving at the kids ice cream shop was cussing up a storm on Wednesday, and it didn’t seem THAT outta place, although I’d prefer not to hear it.
I am presuming by your description of the ice cream shop employee as a “girl” means she is young, maybe in her teens to twenties? I might expect that behavior from a young person in a low-stakes fast food or retail job, but not from a mature adult, much less an elected official.
I agree but with the exception of my supervisor- I do believe Steve to be very competent, tough when he needs to be and does his job very well. That’s just my opinion, as someone who has worked with him on a few things.
Madrone and Wilson may have violated the Brown act. Lets have an investigation.
Seriously??? He’s a liberal, determined to destroy rural living!
its not like Bushnell has a track record, right, e.g. verbal abuse toward county employees and county staff. It will not be the first or last time Bushnell is in a state of uncontrollable anger, rage (hysterical) and lashes out at fellow county employees with no accountability.
https://lostcoastoutpost.com/2022/apr/1/county-planner-accuses-supervisor-michelle-bushnel/
The link makes for interesting reading — not only does Bushnell have a track record of losing it, yelling at employees, and slamming doors — she also has a track record of leaning on staff to ignore violations and “get applicants through the process.”
And John Ford likes his job (or at least the pay) because he pretty much co-signed Bushnell’s bs — including Bushnell’s removal of an oak woodland to make way for a pond for her dope grow.
Only in the ET can an outlaw dope grower evolve into an out of control county supervisor!
I don’t think Bushnell is any less professional then the icu doctor at redwood memorial or the fortuna police! They abuse any power given to them.
But we didn’t elect them
I guess attending anger management, code of conduct and anti-door slamming training classes did not pay off in the long run for Bushnell. It has as much effect as trying to train a dog to stop biting people and chasing cars…
I would hate to be represented by someone who has slammed a door. I feel just terrible for all of you, we should call a meeting and talk about our feelings and our dope woes, a public board of supervisors meeting. Please close doors VERY quietly upon entering and exiting, and remember only whispering into the microphone. Anybody got a light?
If you elect the “least worst” candidate, expect poor performance…
All the candidates who ran against Estelle seemed incompetent, corrupt, and had conflicts of interest…
I said it then, I’ll say it again, she is not fit for any office, and is not worth any $100,000/year…
Michelle Bushnell is a known quantity, so you should just recall her, not just censure her…
Rex Bohn fits well into this category, an affable idiot who has one gaff after another…
All your supervisors are corrupt, and not-too-bright, but are they just incompetent, or certifiably crazy too?
I recuse myself from further comment on this subject…
We could use an entire new board. But it seems like the job attracts unqualified and or nutcase people.
Good grief. I guess some of you have never had a bad day. But I also believe maybe some of you may not have ever worked anywhere because this really isn’t uncommon. Madrone needs to butt out of second district business because this is all about him trying to get come uppance regarding a woman who regularly votes against him. He is a petty little pissant. And from what I remember, the first complaint was against a county planner who was abusing the cannabis grower from her district and in her presence. Isn’t there a federal lawsuit against the county for code enforcement, abusing cannabis, growers, or people who just purchased cannabis property? As far as I’m concerned if apologies were made this is all a waste of time and money. Perhaps the county should just quit wasting money and fix their process.
A bad day? What the hell are you talking about?
I’ve never behaved anything like she did in a workplace ever in 40 years.
I’ve worked in a professional setting for decades with large business deals on the line. I’ve never had anyone in a management position act like that.
I.dont know Michelle but man I have not had good experiences with the family of Bushnell’s in sohum in general… Scammers, nepo babys and just plain ol unpleasant idiots. Michelles claim to fame is selling overpriced blue jeans to weed growers? Her time on the board seems self serving… Time for someone new how about we represent the people of district 2 instead of wealthy well connected “local ” families exclusively.
The Bushnell’s ? Seriously? I’ve known the family for over 50 years , and they are wonderful, hard working people!!
I’ve never met a Bushnell that wasn’t a good person. Sorry you have a different opinion but each and every one I have had interactions with have always been kind and cool.
When are people in this world going to pull their heads out of their ass and realize we are human beings, and so is Michelle Bushnel. People in this country have become a bunch of sensitive candy ass, oversensitive [edit]. For example, don’t say gay, don’t say [edit], don’t say shit. Please I have virgin ears, this will traumatize me because I have thin skin. Just like Jack Nicholson said you can’t handle the truth! Whatever happened to our first amendment rights? And for all you people out there are pissed off about her selling overpriced jeans and especially about growing a plant, if you don’t like it move out of Humboldt !!! Michelle I’m sorry that you lost it, it just shows me that you’re a human being. I hope this all blows over and everybody can play nice.
And now the knives come out. Bushnell has a target on her back. Madrone and Wilson may have talked about this weeks activity. (brown act violation). The event is over three years old. Why now Stevey? This looks like a typical progressive political backstab.
We need to get rid of all these inbred rednecks. They are clowns with no regard for the public. AND THERE IS A BUNCH OF THEM. Police doctors hospital staff. Even receptionists at open door clinic abuse the law while pretending to sand up for it. ITS A SCAM.
Humboldt is ran by hypocrites. The law doesn’t apply to them. And it is obvious. Ferndale let a person go for the death of their 3yr old. Someone let their buddy off the hook. Real common in fortuna and ferndale. Fortuna has earned the title of clantuky. They have held that title for 30 yrs.
LOL. What do you call the bear river ranch O reah?
The rancher got no favors form the county DA. He has to live with this accident, the rest of his life. Pretty sure he has never been to a ”klan” meeting. FFS!
Michelle said the complaints were about something that occurred this spring. There was a separate issue several years ago.
And where is the RHBB reporting on that “separate issue several years ago”?
I am pretty sure I didn’t cover that. The Lost Coast Outpost did two pieces though:
https://lostcoastoutpost.com/2022/oct/31/investigation-sustains-misconduct-allegation-again/
https://lostcoastoutpost.com/2022/apr/1/county-planner-accuses-supervisor-michelle-bushnel/
You don’t think its important to report on Supervisors Bushnell’s past violations and verbal abuse she is accused of with County Employees?
You think she covers everything?
No, she does cover everything and then some, that’s what so strange about her not reporting on it in this article. But she is good at coming up with excuses…
Ed, help me out here—what exact moral code do you think I’m violating by… posting the very thing you say I’m hiding? I linked readers straight to the older stories and stated plainly that I didn’t cover them at the time. If I were trying to bury it, I’m doing a pretty terrible job of it.
You seem convinced there’s some grand conspiracy behind my editorial choices—can you walk me through what dark motive you think I’m operating under? Because from my end, it looks like the same situation I deal with all the time: too little time and not enough money.
Would you like to provide a donation so I can cover more? Ah, I’m guessing not—you’ve mastered the art of asking me to do more while doing nothing at all to help.
Its amazing how you can fit all those words into my mouth and solicit donations at the same time. Asking for public donations to fund a private non-charitable private buisness, that provides no financial information or can separate truth from speculation, cannot call themselves a
journalist. After all its just a blog…
Ed, donations to Redheaded Blackbelt aren’t tax-deductible because this isn’t a charity—it’s partially a reader-funded news site, not a blog and not a hobby. The donations simply help pay for the work people like you ask me to do.
You’ve spent years telling me what I should write and how I should write it… all while pretending you don’t need to contribute. That’s not civic engagement; that’s freeloading with nasty commentary piled on top.
If you want more coverage, Ed, you might try supporting the newsroom that does the actual work. Otherwise, it’s a bit like a backseat driver giving unwanted advice—lots of direction, zero contribution, and no one enjoys the nastiness.
Well, there is that old saying, something about putting lipstick on a pig…
Old sayings are great, Ed. One that I may be misremembering goes something like this, “Some guests make a house brighter by leaving it.” But here you still are depending on me not deleting you while you keep insinuating rude things. It’s amazing the sense of entitlement you have.
“Everyone brings joy to the [RHBB comments], some when they enter and others when they leave.”
You have so many complaints, why don’t you just stop reading the blog? I imagine you will NOT be missed.
As Boffin said, I don’t cover everything. Back in 2022, I had even less help then I did now. LoCO covered it. I decided not to for a some reasons that I no longer remember–probably lack of time and money as usual.
This looks like a typical “Mr. Clark failed to read the article again” comment.
the link on loco tell more about the complaint form three years ago. Making in look like its on the table now. John Chiv has a new complaint too. You have spoken out of turn. As usual.
Yep. The liberal sups are wolves in sheep’s clothing.
I believe the event happened in May 2025?
Don’t have to wonder why County supervisors are allowed to degrade, berate, and harangue their subordinates-they emulate their superiors. Bushnell says she “works for the people,” but it seems she works on how to get her way by first agreeing with the findings of others and then playing the victim by disagreeing in part. Just shut up, pack up, and get out! Take King Rex with you as well.
Four terms of Rex and our roads are a money wasting rumble strip.
What happened to the much promoted Mattole Road repair that was supposed to happen this year?
They pushed some dirt. There are survey flags, but the road, already diwn to a half road from landslide isn’t even fully erosion controlled and is now eroding.
Next year they will have to resurvey as the stakes will all move in the winter, the grading will erode.
So we the taxpayers will pay again because the county never finishes anything. There are piles of materials we paid for going to the weeds. Then they’ll be no good and more supplies will be bought with taxpayer’s money.
Meanwhile McKinleyville’s Central Avenue is getting Murals from Measure O and the fourth pavement/sidewalk redo of the past 25 years.
How do all the other supervisors manage to get roads done in their district, but four timer Rex doesn’t?
In truth, screaming and slamming and apologizing is done and over.
Rex’s inability to motivate and supervise the county agencies to finish projects in his district is far worse service to taxpayers than anything that anyone said to anyone else.
Sticks and stones are wrecking cars and ruining economic opportunity, and we all know how the rest of it goes.
https://kymkemp.com/2025/09/01/public-works-storm-damage-repair-on-mattole-road-starting-september-15/
That is the link to the promise to repair, which hasn’t happened, of course.
All these negative comments are sad. She made a mistake and owns it. She has worked tirelessly to help southern humboldt and all of humboldt county. This is a thankless job and most don’t want it. Thanks Michelle for your hard work.
Most don’t want it? Do you understand how much vacation they have paid or what they are paid in salary?
They make more than double the average income for our counting. Lots of people would like to have her job but unfortunately it takes money to even be in the position to run for it.
Folks say stuff online they would never say to someone in real life.
Of course Madrone is the ring leader of this liberal shitshow ! Michelle is the last line of defense between us that choose to live rurally and the 15 minute city circus.
Sorry, not sorry
I love how she touts using county cash to clean up the encampment she allowed to fester for ages on her own land.
Michelle Bushnell is one of the best supervisors we’ve had down in SoHum. She works for the people, always has and always will. People make mistakes, they learn from it and move forward. If she is forced to step down it will only hurt our community. She’s always been available when needed. She works very hard for Southern Humboldt, I’d hate to lose that! She is a Rock for us!!!
This is ridiculous. People are emotional right now and all different ways and expressing themselves sometimes. People get upset. I think this is made a big huge deal over nothing over. I mean there’s worse things going on right now and nobody wants to talk about that but talk about this. This is stupid. She’s a good person. Bottom line I’ve known her for years and if she gets emotional about something than someone upset, her and people can agree to disagree, can’t they WTH?
Bushnell is notorious for being insecure and a petty meanspirited Bully.
This is not the first time Bushnell got called on the carpet for being an abusive bully either. She was supposed to get counseling and training from the “ last incident “ She seems to still constantly gets into fights with people, and when she doesn’t get her way, her angry abusive personality starts to hemorrhage every time she opens her mouth. Not acceptable. She is a liability to the County.
Bushnell has retained Alison Jackson to defend her . Ms. Jackson is a very good lawyer. She is well known for representing people who have been mistreated and abused by bullies, now here she is representing the Bully. Wow, what happened to you Alison?
I 100% agree if you can’t control your character in the workplace, you are terminated. The rest of the crew deserves better.
Do these people ever do anything good for their communities? Garberville is a mess of broken sidewalks, crappy roads and neglected homes and buildings. Michele is busy doing what exactly? How has she improved things here? Who does she fight for? If she’s that temperamental she doesn’t belong in public service. I am tired though, of people having kittens over a few f-bombs. Come ON. Are we that prudish?
Maybe I’m missing something, but it seems like instead of relying on Bushnell’s characterization of what happened, this information from the Kramer Workplace Investigations executive summary (linked from this week’s meeting agenda) could have helped us better understand what actually happened:
• The credible evidence presented establishes that more likely than not, Bushnell accused a County employee of being a liar approximately five times, yelled at her, and did not give her an opportunity to speak.
• Sufficient credible evidence was presented to establish that more likely than not, Bushnell accused another County employee of disloyalty, became angry and yelled and cursed at her, and slammed her door shut as she left her office. Witnesses who overheard this incident corroborated that Bushnell was the aggressor, and reported hearing Bushnell cussing, yelling, and slamming the door.
From what I read in your article, it also seems like she is saying she did these things but is disputing who her target was. Does this matter? Hard to say because we don’t have all of the information. I don’t believe much has been made public yet about who was in the meeting or what it was about. It looks to me like Bushnell and her attorney are trying to control the narrative ahead of what is coming on Tuesday. We should ask more questions.
It also seems like the prior (and very similar) incident of bad behavior a couple of years ago should have been included in the story. Some of your readers seem to be under the impression this was an isolated incident.
I think most of that is fair criticism. I must not have clicked the Executive Summary on the agenda. I thought I had looked and it had nothing relevant. I had looked for the Investigation online and couldn’t find it and assumed it was considered non public information. After you said there was a link, I went back and found the information you posted. I’ve made it available in full here now https://kymkemp.com/wp-content/uploads/2025/11/Executive-Summary.pdf . I also agree that I should have mentioned the first incident. I did in an initial draft and must have deleted it while editing late last night.
Gathering evidence is the first step towards removing this very poor quality County Supervisor…
An elected official was removed from the City Council in Arcata…
Thanks for presenting the findings above…
Is this a fair question…???
“Did the employee lie, or not…???”
Oh no, a supe with some spice! But hey, I feel like that too when I hear what the rest of that office has to say most of the time. Too bad it came out then and there, at least she was ‘punching up’ apparently. I hope we will be treated to more wise criticism from calm and emotionally fossilized forked-tongue lounge lizards like saddrone & co; quietly shuffling us all off the edge with that good ‘ol ‘one-step’ Ford two-steps back approach to everything… A lot of times dist 2 has the only dissenting voice, so occasionally it has to get a little loud! Somehow they already ‘recuse’ the only qualified supe to rep [what was] an industry specific constituency, wouldn’t be surprised if they jump at the chance to remove that voice entirely now. From listening over the years to her arguments and votes, that would be another big ‘two-step’ from “our” board. Cant comment on the incident (it sounds like in context it was very inappropriate), but the tone at least, I have to admit, I still do feel well represented.
The other day I got mad at my helper because she threw away something that I thought had some value. Later I told her I felt stupid that I had lost it over nothing really, just a handful of schwag.
“I need a safe word,” I said. “Something to think when I start to get upset over something of little importance.”
“How about ‘Crabapple!’” she said.
And it really works: Later I called a local bakery to see if they were going to be open the next day so I could drop by for some cookies. They said yes but when I got there the next day it was closed! I fumed for a second but then thought “Crabapple!” I can get some cookies somewhere else.
Crabapple!
She is a totally worthless supervisor. It’s not like this is the first time her true colors have come to investigation. Her true colors are nothing but evil. Yet… southern Humboldt simply ignored how self absorbed and hateful she is and voted her back in. The only solution is resignation in disgrace.
As Fiduciaries, the first job of a Supervisor is to avoid the appearance of inappropriate behavior or corruption, and, to avoid having conflicts of interest…
Mrs Bushnell is so obviously corrupt, but attempting to force others to act illegally or abusing other Officials of the County, should be a “Firing Offense”…
Legal action should ensue, and if Mrs Bushnell thinks she is Trump, she should be advised by citizens they are terminating their relationship with her, and she should pack up her things and leave office…
It’s not a regular job in the warehouse or the trim shed. The supervisors are in charge of Millions of Dollars! OUR Millions of Dollars!! I would want and expect them to behave responsibly- not freak out and swear. Just because Trump has zero decorum doesn’t mean we should all give it up. I want my banker, airline pilot, financial consultant and other people in charge of very important things to be able to contain their own behavior!! Just because Rex Bohn acts like an idiot and says incredibly stupid stuff doesn’t mean we should all lower our standards to Idiocracy levels…I’m glad that she at least understands this and is stepping up to apologize to all of us. She is one of 5 supervisors who wield massive clout over our county and I expect better from her. So yes- it is a big deal. She’s not just pumping gas down at the station y’know?
Isn’t the land north of Redway owned by her? Or just film flam in town?
either way, not surprised to see another part of government affected by the complications of being a human.
Wow, comments are all over the map. Looks like the county recieved formal complaints of verbal abuse and investigated and substantiated the complaint. Consequences are under discussion. Bushnell has not been charged with a crime, just misconduct. Her obtaining legal counsel is understandable, but understandably cause for alarm by the board. She is acting within her rights. Disciplinary decisions, it seems, are clearly up to the board. Axes and allies muddy the issue. Let the chips fall and move on, hopefully a little wiser.
Excuse me Karl, but if you did this at work, would you not be fired?
The commenters here that are trying to minimize or give bushnell a free pass on her hostile abusive behavior, thus creating a hostile working environment and bad morale, can only fall into two categories:
1) you yourself are like her and share the same personality traits/defects of uncontrollable anger and abuse towards others ….or
2) you have never been on the receiving end of such angry hostile abuse, especially “ ongoing” hostility and abuse in the work place. If it’s happening outside of work you can try to get away from “ it” , but in the workplace you can’t get away from it.
The people on the receiving end of Bushnells ongoing BS probably said F#ck it, we aren’t going to take her sh#t anymore, and finally filed a formal complaint.
the Board needs to take this seriously “ this time “ Do their job and stop bushnell’s bullsh#t.
The beatings will continue until morale improves.
When you have wronged someone, you own it, you make amends and vow to do better. We can ask for nothing more. You cannot undo what has been done and this should not be an inquisition. Censure and move on.
She has more balls then all of u.
Sounds like a personal problem.
I’m still stuck on the lie and liar.
