Arcata Police Department Explains ‘Military Equipment Use Policy’

This is a press release from the Arcata Police Department:

Assembly bill 481 requires law enforcement agencies to obtain approval from their governing body of the agency’s military equipment use policy to include equipment acquired prior to January 1, 2022.  Military equipment, for purposes of this new law, includes not only armored personnel carriers, vehicles with breaching and entry capability and firearms of .50 caliber or greater but also mobile command post vehicles, bean-bag rifles, pepper ball launchers as well as several other weapon and equipment platforms.  The Arcata Police Department utilizes equipment that is now subject to approval by the Arcata City Council per this new law.  The full text of the law can be found at:

https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202120220AB481

The law requires that law enforcement agencies begin the approval process with their governing body by May 1, 2022 and that a proposed military equipment use policy be “.available on the law enforcement agency’s internal website at least 30 days prior to any public hearing concerning the military equipment at issue.”  As such, APD has posted a draft policy, policy 710, on our website and is preparing a staff report for presentation to the Arcata City Council.  The draft policy can be found at:

https://www.cityofarcata.org/DocumentCenter/View/11851/Arcata-Police-Department-Policy-Manual-updated-04202022?bidId

A corresponding attachment that lists the specific equipment in use by APD can be found at:

https://www.cityofarcata.org/DocumentCenter/View/11852/Military-Equipment-List-2022?bidId

As a reminder, all APD general orders are available on the APD webpage at:

https://www.cityofarcata.org/236/Policies-Practices-and-Operating-Procedu

Questions regarding the military equipment use policy or any APD general order should be directed to Investigations Commander Lt. Todd Dokweiler who oversees investigations and policy development.  Lt. Dokweiler can be reached at [email protected] or (707) 825-2507.

Too sad. The arcata boys in blue that cannot secure a crime seen like in the debacle of lawson killing, yet here are military grade weapons and equipment. Arcata city council will not approve basic training skills to their precinct, yet here are more weapons to have an “accident”. Should we expect arcata to be invaded? What’s the need for such in this small cal poly town?

Controlling a crowd of young black people must be very difficult though. There is a pervasive attitude in the culture to resist police.

Yeah. I hated record low unemployment for ALL groups and demographics. Low interest rates were horrible. NATO having to pay their fair share was foolish. And being energy independent and a NET energy exporter was crazy. Things are so much better now. So stable and calm.

You, Xebeche, are truly an idiot.
Maybe you’re a recumbent bike rider.

BTW, if President Trump chooses to run again, he will win.

If the police who are supposed to protect and serve us feel the need for military equipment then I would encourage people to buy more legal heavy weapons like the 1919 A4 belt fed 308.

There is a mass array of legal monster guns or as the cops call em “plane taker downers”. They are about 1000$ and easily leagaly modified with a bolt crank.

This is 100% legal. Join your local cannon club.

Either an arms race or question why the police need to be using equipment and often acting like their in the military.

of circumventing the The Posse Comitatus Act? Or manipulating it at the very least.

Read the list before you offer your opinions. They have a big RV with a bunch of radios, pepperball launchers, bean bag shotguns, and industry-standard patrol rifles. Full stop. Items 2 and 3 are designed to prevent the use of item 4. Seems reasonable.

Does Arcata not qualify already for the doj/dod excess?

Seems like they are just dipping the hand so to speak to see what they can get away with at first.

None of that makes any sense. I was skeptical about a need for military hardware too. So I pulled up the convenient link and saw it was just what ranger x said. It’s actually less threatening to the civil population and I imagine its inclusion into a law mandating notice was the result of a group fearful of any equipment being used against their beloved right to protest, even with violence, rather than real threats to ordinary citizens.

Oh well in that case haha! But really the joke is on the APD and fools who blatantly give away what our ancestors made crystal clear. Maybe do some reading into history and law and the understanding of why they even need to alert people of said decision.. that in and of itself should concern anyone. Oop M*A*S*H is on TMC.. don’t want to take up any more of your time.

Yes. But the point of some is continuous drama. And for that “military grade hardware ” is a lot more dramatic sounding than “bean bag shot gun.” Seems like “less than lethal ” equipment is just the opposite of what they allege.. evidently reading is too much trouble and they prefer to go right to hysteria.

If the goal is to aquire less than lethal weapons, you don’t need a dod contract involved. There is plenty of less than lethal bean bag guns available from California DOJ and a dozen other police unions more than willing to dish them out on the tax dime.

This is simply a taste tester. Get the foot in the door and then it’s too late to stop em. Next thing you know arcata needs a 500K door basher army apc looking thing.

But in the case of the Federal government, those same “less than lethal weapons” come without cost to the police departments. The Feds give surplus equipment to other public agencies without charge if they can’t be sold at public auctions and these particular item canlt be sold at public auction.

Now if you were going to be rational, you would already have noticed that most police have already stepped back free military equipment that turned out to be almost useless in practical terms but end up costing huge amounts to maintain or use. Like those armored vehicles that seemed so tempting a few years ago. They were “free” a few years back but the police couldn’t afford to maintain them and got rid of them.

It’s not even the law that’s such a joke but the way conspiracists on here react. As if it was proof of evil intent. Without looking at what was actually involved. And when caught out at that silliness, then moved on to crystal ball reading to try to rationalize it. Personally I can see the use in this law because it keeps delusional people from using police as a way to get the weapons they think they need to combat Evil Government. They seem to really believe that they are not guaranteed “their rights” unless they have the fire power of the Federal Government. Now that would be scary for real.

Give law enforcement all the tool they need to perform their duties in a safe and efficient manner. Shooting a cop has become a national sport, so they need all the protection they can get to stay safe.

Hmmm… Since there are about 2.5 sworn officers per 1000 citizens, citizens are batting a higher average by far. Somehow, assuming that the nature of the crime is the same is stupid. People who are committing crimes, have committed crimes or are threatening to commit crimes stand a much higher likelihood of getting killed than those who are not. But even then mostly from each other rather than the police. About 1% of the population is responsible for over 60% of the violence. And they are overwhelmingly the ones likely to get killed by police.

Dude the enemy are the criminals law enforcement is protecting you from 24/7/365…Criminals have a plethora of weapons to choose from these days and law enforcement agencies must be prepared for every contingency. To deprive LEO’s of the equipment they need for protection is criminal.

Each city with more than 5000 residents obviously needs to develope a standing army. Then they could both justify the possesion of this equipment and also have a way to remove it from the police who should not have it in the first place.

Actually to give police military grade weapons is criminal.. Unless it is to say the chain of command no longer exists and the national guard are worthless? Why the hell would anyone give APD anything? They can’t find a ham sandwich in a fing deli.

If two people, one police and the other not, show up at my gate with weapons, it will not be the police that scare me the most. The police may haul me off to jail but the “other” has no jail to haul me off to. So what’s his intention? Not that I’m going to be other than careful about anyone with a weapon.

Your hypothetical scenario has a very unlikely probability, though Hollywood script material it is.

I see there are quite a few police serial killers, rapists, thieves, you name it.. oop from NorCal alone… What are there intention s?

Cops generally don’t come to the gate when they mean business. They wrote the book on death funnels.

That’s easy. Deploy such equipment on any socialist, communist or any other enemy to the constitution.

Would the APD like a list?

If they do, just look at the voters registered Democrat and the snowflakes behind LK Wood Blvd.

You’re welcome. Happy to help the men and women in blue meet the criteria passed down by the clowns in Washington DC ….

Yes!! Turn Humboldt County into the Ukraine. That will show those Conservative White Boy Trumpers’ what a Nazi Country ought to look like. Shoot and run over people first then bury the bodies. First shoot anyone riding a bicycle and then bomb schools and hospitals. Missile sites at Police Stations. Blue uniforms turned to BLACK. Oops that’s already done.

Just readying for massive social unrest… nothing to see here just move along…the gov will always prepare in advance to control their power! They need those impenetrable .050 cal personnel carriers? Who and what in all of cal would even have those? Most cal I know don’t even own BB guns. Apparently nowdays the gov can spend $10 for every taxpayer dollar to “protect itself” from in fact, the taxpayer if they have any “questions”.
