Caltrans needs to change the East and West bound turn signals from a solid green to a flashing yellow arrow. I feel that this will cut down a considerable amount of collisions at this intersection.

Sure. But drivers need to slow their roll and drive defensively. This was probably one person going too fast and the other jumping the gun in their turn. Both aggressive behavior. I’ve seen it often.

When Eureka changed a couple of their busy intersections from a solid green turn light to flashing yellow arrow version, I stopped hearing about collisions at those intersections.
I remember hearing about collisions occurring on regular basis at those intersections, now it has gone fairly silent since.

I think CalTrans is currently taking community feedback re the on-off-ramp/Samoa Blvd area. Changes are coming.

I wouldn’t be surprised if a roundabout is on the table as an option.
