This situation is not sustainable’: Mendocino County Grand Jury Reports on Dire Conditions at Its Family and Children’s Services Division

This year’s report notes that the situation has been the subject of two previous Grand Jury reports: one in May of 2015, and another in June of 2017. Eight years ago, the Grand Jury announced its investigation with this grim summary: “The Mendocino County Family and Children’s Services Agency is one of the lowest scoring child protective services agencies in the State of California (State). In spite of a dedicated, caring, hardworking staff, the agency appears to be falling further behind. Every performance indicator points to understaffing as the main culprit.”
Understaffing appears to go back to 2011, when base salaries were cut by 2011 and, “There was an exodus of experienced staff…Testimony termed the level of morale as ‘almost malignant.’” At that time, the Grand Jury reported documented instances of retaliation and “Lack of respectful communication,” concluding that, “Fear is always a morale problem.” Oddly, in the report that followed two years later, the Grand Jury itself took some responsibility for low morale at the agency, reporting without evidence that, “The critical content of the 2014-15 Report, intended for the BOS (Board of Supervisors), inadvertently devastated staff and resulted in loss of morale in the Department.”
Employees still report a toxic work environment due in large part to overwork caused by understaffing, which in turn is caused by difficulties in recruitment and retention. This year’s report notes that there are no state waivers available to ease the educational requirements for staff. Half of the social workers providing emergency response and family maintenance services and all of their supervisors are supposed to have a Masters degree in Social Work (MSW). These requirements are not being met. In 2017, there was a state waiver, and lack of staff was cited dozens of times in the analysis of the department’s shortcomings. The first finding of that report was that the 2011 exodus and lackluster recruitment “has resulted in the hiring of inexperienced workers with a higher than normal turnover rate and a need for on-the-job training.” While the 2017 report cites “The County’s pervasive drug culture,” a number of other social ills, and the lack of a competitive salary scale, this year’s report concludes that, “Understaffing does not appear to be related to funding issues.” Ninety-five percent of the department’s funding comes from federal grants and sales tax revenue. Turnover is up to one-third of the staff every year, with employees reporting that it takes two years on the job to become competent.
Multiple reorganizations of the department, including one in 2013 and two in 2016-2017, have resulted in low morale. A lengthy hiring process and stagnant recruiting efforts continue to contribute to a shortage in staff. And the workload in Mendocino County is higher than the state average, with 56.2 investigations of child abuse and neglect per 1000 children. The state average is 34.5 investigations per 1000 children. And Mendocino County’s timely response to referrals for immediate investigation in the last quarter of 2022 was 80.3%, compared to a statewide average of 95%.
The Grand Jury reports on this topic have grown sparser each year. The explosive 2015 document filled 29 pages, with appendices and graphs and a gruesome newspaper story about a four-year-old child who was beaten with a coat hanger and handcuffed to a table. Forty findings and eighteen recommendations indicated an expectation that the situation was salvageable.
The 13-page report from 2017 contained a single appendix pertaining to salaries for social workers, while this year’s report topped out at ten pages, including an attachment with some definitions of various protocols. Two of the four recommendations address recruitment and retention. A third recommendation, that the department create internships, refers to a suggestion that internships and field placements for MSW students could swell the ranks of qualified employees.
The final recommendation is that the department encourage a positive workplace environment. Efforts to this end are already underway, including regular all-staff meetings, training and mentoring, employee appreciation and acknowledgment, and a monthly newsletter.
The report, while succinct, does not mince words, stating that, “This situation is not sustainable.”

Can someone just shoot Mendocino County and put it out of it’s misery?
Maybe look alittle deeper, Whats causing the huge work load? Inflation ,finances is the number cause of stress on families. What happens to parents that can’t control their character during stressful times? Here you go, Inflation is a big problem, lets keep ignoring it . We could still be number one economically but we chose green, so buckle up and enjoy the ride.

It’s LR’s M.O. to randomly interject extraneous political diatribes. There are places where that’s acceptable and an article on a topic as serious as this is not one of them.
When there’s restraint on cries of personal insults, racism, white supremacy, and bigotry diverting every serious issue as the knee jerk attacks that commenters make here regularly, there might some point to what you say. Until then, that complaint is a bad case of the pot calling the kettle black. Maybe inflation and the economy ARE equally serious issue to most people, if not to you.

With the exception of the past couple years, inflation has been under 4% for most of the past 30 years. The situation discussed in this article has been around for much longer than the past couple years, so to blame inflation or whatever the green thing you were talking about just doesn’t seem supported by evidence.
You did miss a golden oportunity to both vent about one of your favorite pet peeves and to stay on topic. The cumbersome bureaucracy that agencies like this have to deal with is often an impediment to success. I think many local agencies could benefit from a back-to-the-drawing-board style overhaul of the way they function.

Thank you for this article. It is a long and ongoing tragic situation. What it really comes down to is the haves versus the have nots. Yes there is abuse, yes even in “perfect” homes. When you hear racist, rude disgusting comments about the parents within the SYSTEM it is not okay. Staff tend to lump poverty, abuse and neglect on the same cesspool. Then also IGNORE calls and findings. Poverty is not abuse. Then the aduse your children suffer when out of the home. Parental alienation is a real thing that comes with it. Mental health is also a huge a part of it. Put some measure B components in to children’s services. The really broken kids that come out of the system guess what??? Majority of older foster kids leave care with a bag of clothes. No diploma, no skills. Bye your case is closed. We will see you in the booking log later. unfortunately yes… it’s true. There is little to no systemic plan on mental health, family resources, support, community. Bottom line families are not a priority in the US. In what world is it “normal” to expect a mother of a 3 month old to return to work as usual when CDC recommendation is breat milk only for first year of life. Babies don’t sleep through the night till 12 months of age, so neither are parents. It is an impossible set-up that does not support families. That one year at home to bond, recover physically and mentally is where it begins. Families are unable to do this due to financial burdens.
Oh the rosy picture painted by people, who think everyone is out to screw them over, who believe if government would just be like they are in places they have heard have all those wonderful social safety nets, life would be so good! Unfortunately that requires a population that doesn’t think everyone is out to screw them over and so doesn’t try their best to screw the government over first.
That and of course all the national oil income, excessive consumption of goods bought by that oil and shoving the resulting pollution onto others.

100%. Yes. Massive issue very hard to raise a family on a 6 figure income, let alone a 5 figure income. There are not enough resources within the community that don’t come with a huge price to assist families. If you’re asking for help because you’re struggling more often than not they will wind up with an open CPS case. The subsidized daycare system a JOKE. 4 hours here. Early start…kids got the runs or “foot n mouth” for the 3rd time is as many months. Take em to the Dr doctor says no it is NOT foot n mouth. School refuses to let em back in because they DO have it according to them!! Babies struggle in daycare. Families have little choice or options. Dammed if we do or dammed if we dont. But you didnt do so damn you!
Sadly, it is not just Mendocino. It should include Humboldt, DelNorte, and Lake counties. All have high poverty, substance abuse, and domestic violence rates. For a lot of families there is no hope out of this cycle as any attempts at progress are fraught with disdain by a few.
Great way to off load drug abuse, child abuse, and domestic abuse onto the people not abusing drugs, children or domestic partners.

Decades and decades of ineptitude, waste, and criminality continues to thrive in Mendocino County.
I have worked for Family & Children’s Services and it is a tough department to work in as number one the actual work product is very emotional but it is all about the children and keeping them safe whether it is from their parents or the environment they live in or around! I found the SWs to be some of the most compassionate and understanding people and extremely patient because there are many elements of our society and welfare laws the SWs have to abide by! Their job requires skills that are above and beyond any job in business, technogy, art, or whatever job that does not deal with human issues that are unthinkable in our society that unfortunately exist even in today’s modern world.
Their job is poorly salaried for the skills required to help not only the children but their parents or relatives deal with their issues and learn parental skills which are offered by free clinics through the county. Some parents go to these classes while others refuse. I found it rewarding when a child makes it through the system successfully and sometimes the social worker is the one person the child at the end that has to be thankful for getting them through
their tragic past. The department itself is only as good as it’s management and the money allotted to this department which seems not enough when you think of the human aspects the workers including management has to deal with 24/7. Even the attorneys who work with these families everyday is one of the lowest paid
due to the state cutting back funds to Mendocino County because the funds were being distributed to larger cities such as Los Angeles due to the influx of new cases flowing into the larger cities! It is a dilemma and the state of California needs to allot more money to these smaller counties to get educated reliable workers who want to assist and work to make our children feel and be safe and that there is help for our most prescious future of America, our children! ♥️♥️
Your comment is sweet and shiny and I can feel the commitment to your work. We must remember that the department is named Family and Children’s Services. That being said family needs support not just the children it’s not just about the children it’s about helping to support families. It is a very rare instance that after a child is adopted out or put into guardianship but they do not seek out their birth parents after some time. If the wedge is driven hard enough and fast enough between family members, birth parents, and the foster care providers they can make the parents into demons. These things must be considered as well when serving families. To use the “serving” systems to bully, abuse through nasty comments, judgments and a failure to provide reasonable and timely services is a criminal act in itself. Workers lying to parents and triggering them into replapse etc. QUESTION HEY “NORMAL” PARENTS, MAMA BEARS…??? A stranger you never met comes and takes your kids within a few minutes of contact should you be upset, worried or angry? Parents are deemed a problem when they become upset.
The Grand Jury has come out with a number of critical reports about a lot of things over the years.
They are routinely ignored after the fact.
