Former Willits Police Chief Alexis Blaylock Sues City for $500,000 Claiming a Hostile Work Environment, Sexism, and Racism

Veteran law enforcement officer Alexis Blaylock was sworn-in as the Chief of Willits Police Department on August 26, 2020. Just over one month later on October 8, Blaylock resigned. In a letter addressed to Willits’s City Council, the Castillo Harper law firm claims Blaylock, their client, faced a hostile work environment, harassment, sexism, and racism. According to the letter, Blaylock is willing to release the claims against the city for a payment of $500,000 and a commitment by the city to provide workplace discrimination and retaliation training to make the city and police department “more tolerant, effective, and honest.”

The letter claims Blaylock was “met with immediate hostility from subordinates openly resistant to a black female Chief and opposed to accountability.”

The letter specifically names Lieutenant Derek Hendry as one of those subordinates who openly resisted Blaylock. He told her “he had a problem with a female chief and that he and other officers were not accustomed to reporting to a woman.” Lieutenant Hendry is reported to have told Blaylock it is “odd” to work for a woman in the presence of City of Willits’s Human Resources Director Karen Stevenson. The letter also states that Lieutenant Hendry told an unnamed city employee that Chief Blaylock’s race was “instrumental in his opposition to her.”

The letter claims Blaylock faced “baseless complaints” to her attempts to “implement basic, but essential procedures” such as cataloging the police department’s keys. Blaylock found keys to secure areas “unsecured, unaccounted for, not cataloged, and stored randomly in different places.” Blaylock even found one of the department’s evidence room’s keys was missing. After learning an employee on medical had the other evidence room key, for all intents and purposes there was no key to the evidence room.

Blaylock also found deficiencies in the evidence room’s security. She found there were no cameras or alarms for the entrance to the evidence room. There is a camera inside of the evidence room, but “that would be of little value if a breach is not recognized to prompt a review of the footage.” This concerned Blaylock because the unsecured evidence room “compromises evidence and jeopardizes court cases.”

Blaylock took steps to catalog the department’s keys and establish a key accountability system, but was told by Willits City Manager Stephanie Garrabrant-Sierra that her priorities were “misplaced” and criticized her for “micro-managing.”

The letter claims one of the grievances levied by Blaylock’s Willits co-workers was she was often “unreachable or unavailable.” Blaylock would inquire as to “who needed to reach her and when” and would receive “vague and contradictory responses.” At one point, Blaylock was told by Lieutenant Hendery that Mendocino County Sheriff Matt Kendall and Little Lake Fire Chief Chris Wilkes were looking for her and “could not find her.” Blaylock proceeded to follow up with both and was told they had not been looking for her and knew how to get in touch with her if necessary.

Another complaint made about Blaylock arose from a Willits Police Department officer’s worker’s compensation claim that was said to have resulted from a use of force incident. The letter says on October 5, 2020 Blaylock was presented a worker’s compensation claim by an officer who was said to have been injured during a use of force circumstance on September 9. Blaylock is said to have checked the police report and found no use of force was documented. Concerned by the inconsistency, Blaylock asked the employee to file a supplemental report that described the use of force. Based on this experience, Blaylock proceeded to address all of WPD’s officers regarding use of force incidents and resulting injuries always being reported in a timely manner. These directives resulted in the City Manager telling Blaylock her insistence the officer write a supplemental report regarding the use of force related to his injury “somehow violated the employee’s rights.” The City Manager then “admonished Chief Blaylock for directing the Lieutenant and Sergeant to follow the law and policy and accused Chief Blaylock of threatening her subordinates.”

The City Manager directed Blaylock on or about October 6, 2020, to stay home for the rest of the week and return with “a fresh perspective.” After the break, Blaylock was told she would meet every Monday, Tuesday, and Thursday with the City Manager, and Lieutenant Hendry to assess how “Blaylock was doing.” The letter stated that “it was clearly implied that Hendry, Chief Blaylock’s white male subordinate, would be instrumental in evaluating Chief Blaylock’s performance.”

The letter claims that Blaylock was subjected to “disparate treatment based on her race and gender” which were “key factors in the City’s adverse employment actions and harassing conduct.” Blaylock’s hiring was a result of “mere tokenism,” the letter asserts, and the City retaliated and criticized her any time she attempted to make “necessary and constructive changes in the department.”

The letter demands compensation of $500,000 for lost wages, past, and present, and the “pain, suffering emotional distress, and reputational harm she has suffered.” On top of the monetary damages, Blaylock is demanding City of Willits leadership complete a course on “discrimination, harassment, and retaliation in the workplace” and be “trained on their responsibilities to report and investigation possible workplace misconduct.” Blaylock is also demanding that members of the Willits Police Department that have not completed a “legislatively mandated course on racial profiling” be required to do so.

We reached out to Willits Police Department for comment regarding the claims described in the article with no response. It is important to note that these claims have not been proved in a court of law.

You sound like you would go right along with this bullshit they were doing. It is apparent this well I’m not going to insult real government institutions comparing this wild place of business. They all need to be fired because training will do nothing for these idiots and yes I said idiots because that’s what they are. No Chief reports to a damn Lieutenant on the job. But you probably wouldn’t know that? Second this City manager is definitely an idiot and helped justify every claim this Chief made. This agency and City sounds totally like the good old boy ran system. If you have never worked in law enforcement then really you should be quiet, because there are things that should be done to keep an agency doing the right thing. You must protect the evidence room and any other place that needs securing. You must prove and document your injury the day it happened not days later and it must be a detailed report. You must detail use of force of any is used and that’s how you got injured. So you don’t know what you were reading and have absolutely no clue on how a real police agency should be ran. Stay quiet and she will get more than what she is asking for, just by reading what these idiots were doing.

Lets try this again, without names; there is a certain Officer at WPD who has been the subject of numerous allegations about misconduct and black market sales of evidence as well as highway robbery of transporters and robbery of cannabis farms during the officers off duty time since that particular officer was a MCSO deputy. The suspicious robbery and death of Les Crane in Laytonville was also alleged to have been a robbery this and other MCSO deputies took part in. This same deputy has numerous family members in the Willits Area who are known hard drug dealers and users. I happen to know this officer and can tell you from personal experience that he is a womanizer, a male chauvinist, an alcoholic and a liability for the City of Willits. There is and has been a culture of racism and discrimination within the City of Willits Institution for decades. For years a good old boy network decided who got busted and who got away with murder, Literally. All this is now exposed and known to the citizens of Willits, the citizens already know there has been no accountability or real Chief of Police since Gerry Gonzales stepped down for a seat on Willits City Council. I am astounded that instead of supporting Chief Blaylock in her pursuit of accountability and security the newly hired city manager took the side of corruption and coverup. The real questions remains: how much evidence, drugs, pounds, cash etc is actually unaccounted for and missing from WPD evidence room. Please call in the FBI. The constant shuffle of officers and no chief has bred an environment of corruption, theft and coverup at the WPD.

The Real Issue is the Missing and not accounted for evidence. Bad boys bad boys in blue, whatcha gonna do, watcha gonna do when the FBI comes for you?
Willits PD has had no solid chief of Police since December 2016. There is a rotating door of empty officers who have been interim Chief and Chiefs that hired on only to retire. The keys missing to the evidence room means the evidence should be inventoried as well as courts notified that the evidence room at Willits Police Department is not secure, so all cases which rely on the evidence should be excused.
Next there should be a cataloguing of all evidence to find out if anything is missing. It has been wolves guarding the chicken coop so to speak… when evidence is insecure, subordinates refuse to comply with the chiefs directions, and oversteps the chief to the City Manager, there is corruption. The Chief is the head boss of the Willits Police, the chief answers to the City Manager as the City Manager is like the CEO of the incorporated town of Willits, the City Council makes all pertinent decisions and city manager runs the different departments of the City. Where was this boundary overstepped that a subordinate went to City Manager when asked to perform basic professional duties with proper professional protocol for the security of the evidence room where cash, drugs and evidence is stored?

Chief Blaylock reported what she reasonably believed to be improper, illegal and unsafe conduct to her superior. The city manager, Stephanie Garrabant-Sierra, and the Human Resources Director did effectively nothing to address Chief Blaylock’s complaints, and worse, undermined her authority to take appropriate corrective, investigatory and potentially disciplinary actions as necessary to address the problems herself. Instead of supporting Chief Blaylock, an experienced law enforcement professional, in addressing legitimate concerns, city administrators retaliated against Chief Blaylock…” (This is from Ms. Blaylock’s lawyer.)
Dont you see, City administrators undermined Mrs Blaylocks authority as Chief Of Police to investigate the controversy surrounding the unsecured evidence room, missing evidence room keys, as well as a lack of protocol for entry to evidence room where drugs, firearms, cash and evidence are stored. There is also allegations of missing and unaccounted for evidence. City of Willits administration needs to call in the FBI.

You don’t get it. I had 15 years of discrimination and harassment I lived with working for County of Humboldt. I was discriminated against and harrassed for a medical condition as a result of my employment. Some of the perpetrators were LGBTQ and Hispanic, of which both groups complain of discrimination all the time. A case similar to mine was awarded accommodation plus 3 million in another county – the biggest difference was the other case was preexisting condition and mine was employment caused. I choose to take early retirement for two reasons. First, the dollars I would have received would have been taxpayer dollars and the offenders would have had little to no consequence. I couldn’t take taxpayer dollars with good conscience. Second, I didn’t want to publicize the issues with a lawsuit that would make any wise employer question whether they would be the next lawsuit.

Am I happy with County of Humboldt? Absolutely not. I have nothing but disgust when thinking about HR, Employee Services, Risk Management, ADA office, BOS and any other entity or person involved. I chose to let it go and work elsewhere.

When I said it was an option, that is why. This woman may or may not have been a good fit where she was in Willits. I don’t know, I’ve never met her. But if indeed she was a good LEO she should consider if a lawsuit would shut the door to her future. 500K is pocket change after lawyer fees. She will likely need future employment.

I think any city or municipality would be happy to hire a Chief of Police that demands accountability. She has a 25 year record in law enforcement with an excellent resume. The problem was with entrenched corruption from the “Good Ole Boys club” at Willits Police Department. In a blistering letter to the police chief of Willits, the Mendocino County district attorney has said he will refuse to prosecute any cases that rely on the testimony of a certain police officer.

District Attorney David Eyster earlier this month sent the letter criticizing Police Chief Scott Warnock for failing to disclose to the prosecutor’s office that Jacob Jones, who was hired in June, had been investigated for alleged misconduct when he worked for the Eureka Police Department.

In the letter, originally reported by the North Coast Journal, Eyster referred to the chief’s failure to comply with “Brady obligations,” which require law enforcement agencies to tell prosecutors of any issues that could be interpreted as compromising an officer’s credibility.

Eyster went on to say that his office would reject any Willits Police Department cases that are dependent on Jones’ testimony.

In an August article based on recently released police conduct records, the North Coast Journal detailed allegations that Jones, as a Eureka police officer, provided a false statement, attempted to conceal defective or incompetent work, and failed to accurately document a use of force.

Jones was suspended without pay for 30 days starting in March 2019. He resigned from the Eureka force on May 5 and barely a month later was hired in his hometown of Willits.

The district attorney criticized Warnock for issues of reputation and liability that might occur because of the failure to disclose necessary information to his office: “You have placed local law enforcement in a compromised position, your actions have diminished the reputation of the WPD, you created potential liability for Willits and its citizens, you have squandered WPD and DA resources, and you have placed the Bar cards of my deputy prosecutors and I at risk.”
Eyster went on to tell Warnock, who has been chief since April 2017, that “such a failure to follow the law never once occurred” under the former chief, Gerry Gonzalez.

Having experienced the sort of behavior Blaylock describes, I think that this is textbook harassment. I started reading this story thinking, “only one month?” and then applauding her decision to get out of that toxic environment. Documentation of the actions of Hendry and others, public actions to disempowered and demean her, punishment for instituting basic legally required procedures all make for a slam dunk. It’s time for Willits PD and their city government to enter the current day. Blaylock is actually doing them a favor.

Not always. There are not always 2 sides to a story. A popular mistake is to listen to the opposite sides of a situation that you aren’t sure about and then cut your idea of “what really happened” down the middle. That is not good!! Indeed- liars and sociopaths hope that’s what you will do. Many stories are actually more like 80-20 or even 90-10 truth on the one side…not 50-50 . It’s a common mistake and not a good solution at all…and so that saying “there are 2 sides to every story” becomes misleading and unhelpful. Kym should ban it (ha ha)

Well sounds to me like that whole department needs to be inspected and audited for all that wrong they are doing. Sounds like a bunch of lazy a**hats to me. Doesn’t matter that she is a woman let alone a black woman the fact is they are trying to cut corners and have no respect for a real chief telling them they are not doing their jobs. And state compensation board is going to want more details on an injury otherwise they would be giving away money to someone who only sprained their finger

Well, she picked a strange place to take a job as Police Chief… Ms Blaylock could probably have as bad of a time in almost any town in Northern California that has a Police Department…

It’s sad to mention that I had about the same experience, in Willits, working for Howard Hospital, where the staff is encouraged to harass their coworkers, where the Administrators fail to tell the truth about anything at all, and where they discriminate against men, elders, and white people in general…

Willits is one of those nasty little towns, but the Willits police force is staffed by cops who just want to cruise around in their patrol cars, or park somewhere and play with their phones for their entire shift, instead of doing their jobs…

Willits itself was turned over to pot farmers, meth dealers, and the homeless drug zombies that, largely, inhabit the streets… Normal people would never walk down the streets of Willits without a weapon, and I would call Willits one of the least safe small towns in California.

Good luck, Chief Blaylock, I’m surprised you were hired there, but probably, nobody else applied…

I will not try to defend the bad actors in the WPD, but your loathing of Willits seems a wee bit hysterical.One of the least safe small towns in California? I consider myself a “normal person”, as you put it, and have walked around my town for decades without ever feeling unsafe, and without carrying a weapon.

I do live in Willits, CA. I am neither a pot farmer, meth dealer or a homeless drug zombie. I don’t do drugs, I don’t drink, I work for a living, I am not a racist-have all kinds of races all over my Family/extended Family, ect. I do NOT fear walking down the Streets at any time during day or night.. And no, I do NOT carry a gun…. Are you sure we are talking about the same Willits? I moved here as a complete outsider and have been greeted with open arms from the get go on. I believe it has a lot to do how people act, re-act, present themselves, ect. Bad mouth the Cops: if you have proof, bad mouth the City Administration: if you have proof, but don’t just throw the whole City and it’s Citizens under the bus….

Wow. Perhaps it was not because she is a black femal but because she did not show true leadership. All that in one month. Perhaps she should have sat back and seen how things were done before she implimented major changes. First thing a true leader does is gain the respect of here troops in this case she came in swinging with a chip on her shoulder is what i gather from her description of what happened. Perhaps she needs to look at her actions insted of assuming it was becace of her race or gender and see how things could have been approached in a diffrent manner. Read between the lines. I have seen this type of approch SHE is deacribing and it comes across a bullying people not making changes.

Was there some racism perhaps i was not there but she came across as a micromanaging bully that came in to make a statement not a leader that wanted to get the lay of the land before improving the department.

Sounds more like there is a sloppy, podunk work culture at Willits PD and those who practiced it resented the imperative to change. When new management sees a problem it’s their obligation to remedy it and it’s time to either get on board or get out.

I don’t blame her one little bit. She was facing two big obstacles, being black, and being the Chief. A color of a persons skin does not bother me at all. There is still a deep seated hatred of black people by the whites in this country, and I don’t think it will go away very soon. It may be very hard for her to turn the other cheek after years of being picked on by other folks. I wish her nothing but the very best in her future in law enforcement!

Great story and interesting choice on the part of former wpd chief, I don’t understand the 500 G payout in lieu of proceeding. In my opinion it diminishes her potentially valid claims and smacks of a money grab . And the single reference to this being about race, I don’t believe it’s his exact words; nobody’s going to say “was instrumental in…” Sounds a little far fetched.

Where do you even start with this one. When she first was hired there were glowing reports in the paper and everybody was welcoming her and super excited to see what the potential for African-American female police chief could be. And how the changes could really improve the city of Willits and maybe we could come out of the Stone age’s. To call Willits police officers misogynistic is like calling Godzilla an alligator lizard. They are beyond misogynistic rude, belittling, all about their selves and their paychecks. As a matter of fact I was standing not too far from a WPD in line one day at the store. The line was taking a while and the checker apologized. He blatantly laughed and said it doesn’t matter I get paid by the hour. In full badge and uniform he says this stuff.
Pummeling homeless people surrounded by numerous officers. But then they don’t have enough officers for patrols what is it? The whole issue is that nobody has any Integrity because if they were good officers they do the right thing all the time instead of when it’s convenient or when someone’s watching.

You try to film Willits Cops lately “I like stars”? Firstly THEY do not wear cameras or have dash cams in their vehicles. If they see you trying to film they demand you stop, tell you to get the fuck out of here, threaten you with jail and charges yourself. I don’t think your using the word “commie” correctly. Your probably about 65 and was brainwashed like me, as a kid in the 70/80s that USSR was bad and they were communist. Communism is a great system that was very much a part of society.

However, Communism does not benefit the rich, or the humans that want to control and have power. Thus it was made a bad word in the 60s because the US has turned into the ultra capitalistic country where very few rich powerful people rule.

why would she even be hired in a predominantly “white” community.
I doubt she has any sympathy for hick or hillbilly culture or boys in trucks etc.
The social disconnect works both ways.
It’s pretty obvious that no black person wants to be under the thumb of white cops.
Hiring for contentious jobs like policing has to reflect the community.
In this case as in many others, skin color “matters” in regards to how one is seen and how they see themselves.
It’s not a grey squirrel, it’s a red squirrel, and it’s out of its range.

she was with San Diego PD for 24 years, retiring as a sergeant, I don’t think her personality was the problem – good ol’ boy cops didn’t like the idea of having to be accountable and responsible at work. Every EMT, UPS driver, and mechanic knows you gotta put the keys back in the cabinet at the end of your shift, why is this so hard for the cops?

Ms Baylock had quite a resume that got her hired in the first place. This was not her first rodeo. From what I read online of her past work history she was quite accomplished and had the skills to back up the changes described she tried to impliment. Sounds to me like she was just doing the job she was qualified to do.
Why would she not want her team of deputies to be as competent in their jobs as she thought they should be? Wasn’t it Willits that hired the Eureka cop fired for being unfit for the job?
