Trinity County Board Outlines CAO Recruitment Process, Emphasizing Transparency and Legal Compliance

The Trinity County Board of Supervisors is currently engaged in the recruitment of a new County Administrative Officer (CAO) and wishes to provide the community with an overview of the process and the principles guiding it.

The Board recognizes the strong public interest in this important appointment, and is committed to conducting the recruitment in a manner that balances transparency, fairness, and legal requirements. Executive recruitments require careful handling to protect both the integrity of the process and the professional interests of qualified candidates, while ensuring the County secures the strongest possible leadership.

The recruitment process being followed is fully compliant with state law and consistent with best practices used by counties and public agencies throughout California. Certain aspects of the process — including the development of interview questions, deliberations regarding applicant qualifications, and candidate interviews — have been and will be conducted in closed session. This approach helps ensure fairness to all applicants, allows for candid evaluation, and avoids discouraging highly qualified individuals from applying due to concerns about premature public disclosure.

Public disclosure of interview materials or applicant lists at early stages can unintentionally compromise the effectiveness of the recruitment by providing candidates advanced access to interview criteria or by exposing applicants to professional risk in their current positions. Confidential deliberations also allow the Board to have open and honest discussions about qualifications, experience, and organizational fit without creating permanent public records that could unfairly affect candidates’ careers.

At the same time, confidentiality does not eliminate accountability or public involvement. The Board values community engagement and input, particularly regarding the priorities, challenges, and leadership qualities the next CAO should bring to Trinity County. Public feedback helps inform the Board’s decision-making and ensures the selected candidate is well positioned to meet the County’s needs.

The Board of Supervisors has direct hiring and supervisory authority over the CAO and County Counsel. As required by law, the final decision to appoint a CAO will be made by formal vote in open session, allowing the public to observe the final action taken by their elected officials.

The Board understands that no recruitment process will fully satisfy every expectation for transparency. However, it remains confident that this approach reflects a thoughtful balance of public trust, legal responsibility, and the County’s long-term interests. The Board is committed to selecting a highly qualified CAO who will serve Trinity County with integrity, professionalism, and dedication.
