Offshore Wind Expediting Act Signed by Governor Newsom

Senate President Designee Mike McGuire’s groundbreaking legislation to expedite offshore wind development to help meet the Golden State’s long-term electricity demand and nation-leading climate goals has been signed into law by Governor Newsom.
“Today’s action by Governor Newsom ensures California will move with speed and precision to deploy offshore wind. The signing of SB 286 shows the Golden State is serious about bringing on desperately needed new renewable power generation and meeting the state’s nation-leading climate goals and energy needs. This bill will expedite the state-side offshore wind permitting process eliminating a staggering 5 years off of the permitting timeline all while protecting California’s coastal environment and storied fishing fleet. The quicker we get offshore wind infrastructure built off the Golden State’s Coast, the faster we’ll get family sustaining jobs propped up and moving,” McGuire said.
SB 286 – the Offshore Wind Expediting Act – will accelerate the offshore wind permitting process through the State Coastal Commission and State Lands Commission. At the same time, it will ensure environmental safeguards will remain in place, California’s storied fishing fleet interests are protected, and will advance resources that benefit communities and develop family-sustaining jobs through career training programs.
In addition to desperately needed streamlining, for the first time, SB 286 mandates state agencies and key stakeholders come together to collaborate and develop the long-term game plan to deploy offshore wind infrastructure off of the California coast.
SB 286 requires the Coastal Commission to bring the California Department of Fish and Wildlife, the State Lands Commission, the Ocean Protection Council, representatives from the commercial fishing industry, representatives from the offshore wind industry, federal agencies, labor, Native American tribes and other community leaders together over the next two years. This working group will create a statewide standard to ensure offshore wind development is expedited and will develop data-driven strategies to avoid and minimize impacts to ocean fisheries and to the maximum extent possible, mitigate for unavoidable impacts.
SB 286 was signed by Governor Newsom today and will become law January 1, 2024.

Has anyone seen the earthquake resiliency studies for this or the final costs per KWH?

You can be sure this means rate increases, particularly with increased demand from EV push
Right they are building it in the triple junction, predicted to build mountains higher than the Himalayas
Then they’ll probably have to relocate these in a few million years.
They will relocate them to a landfill every 20 years. Probably less with the salt water.
The old ones will mostly end up in landfills.
The new generation of blades are being made to be more recyclable.
Why take em to the land fill. Just drop em in the ocean.
It will take a quarter century just to ship them by EV truck, crack me up. All the man hours, good thing they make these in China where the carbon footprint doesn’t count against us.
And yet, China has installed over 31 Gigawatts of offshore wind in just over a decade. They must have some really fast trucks over there.
They have really really fast trucks, all of California non compliant gross polluter big rigs are currently running in China. They keep saying anytime they will follow California green policy- crack me up, hook line and sinker. They slaying us economically. BUT WE ” California ” can save the planet , I just need more of your money people. How about a gofundme for Newsomes green policy?
I can’t cite CA studies. However, there’s been a short-stack of projects on the east coast that have been cancelled due to costs, either by the developer, or the energy buyer/off-taker. First major projects contracted were running around $105/MWHr. The developer came back to the off-taker as told them they needed $160/MWHr. Costs have been steadily rising since COVID inspired supply chain issues. Ukraine/Russia piled-on to that problem. Projects in Europe are also being delayed if not cancelled. This is in spite of theoretical (legitimately expected) cost reductions being made by technology and scaling. I’m not an economist, but I don’t expect commodity costs to plummet to a point where these projects will be viable.

it seems everyone on the pro wind team likes to leave out the fact that we will looking at massive turbines right here in our bay for decades, 1,200 plus feet tall. just imagine if one where to fall over in the bay and you we trying to enjoy the day on a kayak. if you research the projects on east coast you will see that they aren’t cancelled, just delayed while they request more money from the taxpayers. This project will kill our bay in many ways. the environmentalist heads will explodes when they read the Take for the project that is issued by NOAA.
Shortcutting usually comes with bad consequences.

Salmon and rock fishing both closed from SF to Oregon for years to come. Who’s going to pay $300 for charter to catch a single 10# halibut or two ling cod (when lucky)?

All lines and transforms need to be updated. A study here on RHB awhile stated this. How long will that take?
New Transmission lines over to valley and bay assembly facility both take the five years the bill shaves unless they’re exempted from normal environmental and public review process as well

you might want to look at the details of the project in the bay. i personally don’t think it is even feasible, but now with the environmental rules thrown in the trash who knows. the endangered species act no longer applies to this project. this may be the last year to see the green sturgeon leaping out of the water in the north bay.
What children? Children are doomed.
