Funds from the sales tax voted in by Humboldt County in 2014, went almost exclusively to fire and law enforcement activities when the Citizens’ Advisory Committee on Measure Z held its year-end wrap-up meeting this past Thursday, the 12th of September.

The budget shows that in the 2018/19 fiscal year the Measure Z Committee, with Board of Supervisor’s approval, dispersed $11.7 million, mostly to the Fire Chiefs’ Association and Law Enforcement related County departments including the Sheriff, District Attorney, Public Defender, Probation, Public Works and Auditor-Controller. Just over $3 million was allocated to applicants which mainly included city police departments.

The Measure Z Committee annual meeting schedule begins in January with one meeting at the end of the month to review its mid-year totals. It meets every Thursday in March to review applications and make awards. And it meets again in September to close out the year.

The 2019/20 budget reflects the standing disbursements to Humboldt County Departments were $4.2 million to the Sheriff, $1.2 million to the District Attorney, $600,000 to the DHHS, $500,000 to Probation, $200,000 to the Public Defender totaling about $6.7 million.

The Humboldt County Fire Chiefs’ Association received $1.617 million to purchase safety equipment, build and upgrade training facilities and continue its fire district boundary planning.

Fortuna Police received $311,000 to continue funding for a Student Resource Officer and a Drug Task Force Officer.

The Eureka Police Department received $290,500, which was about 50% of the amount it requested, to fund a full-time and a part-time Officer to work with the Mental Health outreach team MIST, a Ranger to patrol the recreational open space areas “where a majority of homeless-related problems occur,” a part-time Mental Health Liaison, and civilian staff to work with the homeless population, and funding for equipment and training to support these programs.
K’ima:w Medical Center received $259,000 for ambulance service in the Willow Creek and Hoopa areas.

The Arcata Police Department received $247,000 to fund a School Resource Officer and two Juvenile Diversion Counselors for “Humboldt County’s 3rd District and western 5th District.”

Orleans CSD received $140,000 toward replacing its fire station.

Public Works, in conjunction with Shelter Cove RID, received $91,000 to “perform roadway clearing on up to 16.5 miles of strategic roads within Shelter Cove subdivision.”

Public Works also received $25,000 to identify and clean up illegal dumping sites.

However, Public Works will not receive $3 million it requested to upgrade County roads for improved response times in emergencies as well as improved safety conditions for its residents.

Southern Trinity Area Rescue (STAR) received $69,000 to fund 2 EMTs for its ambulance service that serves Highway 36.

Ferndale Police received $58,000 for a record management system that allows for “integration with other Humboldt County law enforcement agencies.”

KMUD Radio was awarded $39,000 for a generator and broadcast equipment needed to remain on air during natural disasters and other emergencies.

Rio Dell received $23,000 for clerical support for the Police Department and its code enforcement efforts.

Southern Humboldt’s Eel River Cleanup Project was awarded $2,100 to use for dump fees, equipment and fuel.

Altogether the Citizens’ Advisory Committee on Measure Z received $15 million in requests and was able to meet 20% of that need.

At their year end meeting, the Committee wrestled with whether and how to change the application for next year so that applicants understand the mandate of Measure Z and write applications that address how their funding request meets the criteria of “public safety and essential services.”

The Committee discussed another problem that needs a resolution. Sometimes smaller community groups and non-profits cannot apply for Measure Z funding because the schedule for the grants they seek to match with Measure Z funding does not coordinate with the Measure Z, one time a year application opportunity.

The committee will write a letter to the Board of Supervisors requesting an ad hoc committee meeting to get authorization and direction to make the change to the 2 page application and to discuss Measure Z’s roll in making funds available to match grant funds for non-profit groups and organizations where their project meets community safety criteria.

~i realize this is a repeat, but, being on a committee seems there should be some sort of, kind of, lawful logic going on in the brains of the committee members. Did the committee members vote yes on Measure Z? If so, did they bother to educate themselves on – perhaps the California Constitution?..that says only one subject can be in the title on a ballot? Or, the “safety” tax can ONLY be charged in the unincorporated parts of the county? Or, since it was sold to the people as a “Special” tax to fund safety in Humboldt County, it required 2/3 vote to pass? (it passed with majority). Or, that all seven incorporated cities’ Council members unlawfully tax there own communities?

Supporters of the fraud are just as guilty as the perpetrators.

Altogether it mostly sounds like appropriate appropriations. I do think that such a “public safety” tax measure exists does point out that the Board of Supervisors needs to be more focussed on direct public safety rather than the endless demands of advocacy non profits. It should not have been necessary to have such a mandate as spending on public safety. That should be an automatic priority and I hope that the Board doesn’t considered it as a way to take general fund money to spend elsewhere.

No money for roads but 4.2 million for the sheriff dept 🤢Yuck.The lack of maintenance i.e. Ditch clearing, culvert maintenance on local roads is non-existent and ends up costing the county way more later .

Why should people pay to have roads improved but just allow an impaired driver to hit them at a faster speed? Both are important.

Fix the roads, please! This should be the #1 priority. County Roads have been neglected since this Measure was first passed. It was one of the touted “selling” points of this measure.

~it certainly was not. I was at the meetings when this scam was pulled over the eyes of the people. The first meeting was at Redway Elementary school. Why there? Empty Sheriff’s substation in Garberville. There’s no lack of funding for road repair or anything else the dictatorial sock puppets foist on us.

Humboldt is an authoritarian police state just like the rest of California. We got so many problems with this county outdated infrastructure and economy…buuuut, let’s give millions of taxes from legal business to prop up the Blue Line that investigates itself, sells Corvettes and other people’s belongings to each other instead of public auction, and harasses homeless people. We pay six figure incomes plus benefits and retirement that no other workers get to a gang of badges with military toys to maintain as guardians of the system that only benefits the rich who use it against the rest of us. But hey we get an In and Out… Police are no one’s friends and only protect the system and each other – not citizens who they act like the police are at war against. Thanks Baby Boomers, because you’re the ones getting out to vote to protect your interests at the expense of the future, for again voting in more stupidity and less freedom for the illusion of safety!
