Rio Dell Woman Arrested After Neighborhood Complaints

A Rio Dell woman was arrested for the second time in three months after Rio Dell Police assisted the Humboldt County Sheriff’s Office Proactive Outreach Program, or POP, team on a probation search in the 300 block of 1st Avenue, according to Rio Dell Police Chief Phinney.

Nicole Yvonne Foyster was booked into the Humboldt County jail on June 30 at 9:30 a.m., according to the Humboldt County Sheriff’s Office booking log. She faces the following charges:

  • HS 11366, a felony for maintaining a place for the purpose of selling or using a controlled substance
  • PC 1203.2(a), a misdemeanor probation violation
  • PC 12022.1(b), a sentencing enhancement alleging she committed a new felony while out on bail or her own recognizance
  • PC 22610(a), a misdemeanor for possessing a stun gun as someone with a prior felony conviction

The arrest follows a similar one from March 25, when Foyster was booked by the same agency and arresting deputy, Mullen, on charges that included the same HS 11366 count along with a probation violation and PC 30305(a), a felony for possessing ammunition as a prohibited person. Jail records show no release listed after that March arrest.

Chief Phinney told Redheaded Blackbelt the June search was prompted by complaints of drug activity at the residence. Neighbors described it as the second such enforcement action at the home in the last few months, an account that lines up with the March booking record.

Erin Inskip, public information specialist for the Humboldt County Sheriff’s Office, said the department depends on community members to speak up about suspected drug activity rather than assuming someone else has already reported it. Details like unusual vehicles, patterns of short-term visitors, or other suspicious activity can help investigators build a case, she said.
