I mean, yeah. a much more powerful vehicle who’s wheels operate at much higher torque and which is a source of exhaust and likely petrochemical contamination is subject to different restrictions than a slow moving human powered vehicle.

Kind of like how you can bike on the waterfront trail but not ride a dirt bike on it.
