Flock License Plate Reader Helps Ukiah Police Find Stolen Vehicle

This is a press release from the Ukiah Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On 03/22/2024 at approximately 4:45 pm, Ukiah Police Department (UPD) received an alert from the FLOCK license plate reading camera system. The alert was for a stolen vehicle traveling northbound in the area of North Orchard Avenue and East Perkins Street. The vehicle was a silver colored Honda Accord which was reported stolen from Petaluma, CA earlier in the day.
UPD Officers responded and searched the area, including the shopping center parking lots. A UPD officer found the vehicle as it was backing out of a parking stall located in the Pear Tree Shopping Center. The officer followed the vehicle as it exited the parking lot and turned northbound onto North Orchard Avenue. Several UPD officers responded to assist and a traffic stop was initiated. The driver, later identified as 29-year-old Karina Osorio, pulled into the Home Depot Parking lot at 350 North Orchard Avenue and stopped.
Osorio complied with the officer’s orders and was taken into custody without incident. The registered owner of the vehicle was notified and the vehicle was towed.
Osorio was interviewed and booked at the Mendocino County Jail for possession of stolen property-vehicle, driving on a suspended license, driving without a required interlock device, and violation of probation. Osorio also had a warrant for her arrest from Marin County for driving on a suspended license. Marin County agreed to extradite her for this warrant.

Those plate readers are a violation of every freedom loving Americans right to privacy . This country has used fear to turn its law enforcement agencies into nothing short of the KGB from the 80’s . The fact that Flock is a private company who can sell the date to anyone they wish was nothing short of a slap in the face. I wonder how long any normal tax payer can place our items in the public right of ways and not have them removed by law enforcement ? I know and understand that they are used to catch criminal’s . However that data is saved and shared with zero zero respects for our freedoms . When asked about who is watching to ensure that data is not improperly accessed we get some song and dance about trusted officers and strict access policies . Wonder how many ukiah police officers had access to such data ? No one is watching the watchers . They say locally that the data is deleted after 2years , yet reading further you will find that that is merely this states policy and that the data is given to other states and agencies who do not have a policy or even claim they will ever dispose of the data. Flocks software does alot more then merely scan plates it tracks weight , and also number of people it can track you to who stores you shop and whom you go hang out with . For those who do not know read the flock camera policies , they are on line on the sheriff’s website then search predictive crime prevention and read flocks policies along with careful details as to third party information then go back and search who local and state data sharing along with their policies . You can not make this up folks . Fact is we do not need this we need people to respect each other and that starts with out leaders , which respect no one and they all act as if they are better than the rest of us , and we wonder why no one is respectful or how this or that can happen . It is because we can not even debate with respect anymore and that folks means we are just about finished as a nation , and when that happens , it matters not if your people are in office, because maybe the next person in is not your person and all those laws and date will and can be used very differently than what you might have thought it was for at the time it was collected. I / we have a right to privacy and while public roads is not private per se , we also do not expect our every movement on said road ways to be tracked and stored . Tell me , if you noticed someone following you from the moment you left your house till the time you got back every day and every time you left would you be ok with that ? Would you feel as if your rights were violated ? Fact is that is exactly what we are allowing to happen with these flock cameras and i do not think it is right

Do you use or carry a cell phone? It’s no different. You can say I turn off all tracking blah blah but they still can track you. Does your car have on star?
Let me guess you never hooked it up. Well guess what you don’t have to subscribe it still tracks you and listens. Do you have a newer car like say 2015 or newer. Well it has a low jack so they can track you. So no matter what you’re being tracked.

A cell phone is no different? Not quite.

License plate readers just show that a vehicle passed a particular public location at a particular time – no real difference from a pic taken by someone standing on the street corner.

But cell phones and new vehicles certainly can be used to invade privacy as prophesied by Orwell in 1984. I suppose we could stick with landlines and older vehicles but most people prefer the convenience that comes with modern technology. And almost everyone under 40 or even 50 seems completely desensitized to the lack of privacy as they use FB and other platforms to make their lives an open book.

Anyone who ever lived in a small town or had a really noisy neighbor has known there is no real privacy. And that has been true for centuries. It is never the privacy that is real issue but the use to which such knowledge is put. Privacy is a recent concept.

You don’t understand privacy. We actually have no right to privacy in public. It doesn’t exist, and logically so. It’s what warrants many of our laws and common decency. Like making love or getting drunk is totally OK in private(your home), not OK in public. Farting is totally OK in private but not in the grocery store per common decency. When your in public, don’t expect privacy.

Someone following you the entire time you’re on public is called stalking. Security cameras and license readers do not follow you every single second, they just collect small pieces of data and only use it if you commit a crime, that’s far from stalking or invading privacy. Don’t commit a crime and your info stays private, despite being in public.

Plate readers are seemingly accepted by the public now. They’re the equivalent of facial recognition.
FR combined with modern optics can identify a face over twenty miles away.
With the introduction of AI to the party, we have the ingredients for unimaginable recipes.
Why not use these technologies to ID violent offenders with search clauses in their probation or parole jackets, and do just that. Search them.
Cross the border illegally? Were you photographed? There is nowhere you can hide now.
Don’t forget that library book you didn’t return twenty years ago. AI will scan the archives, find you and collect the overdue fine by freezing your bank account.

Eh ? Flock detects ‘weight’ ? Flock follows you when you go shopping ? Detects number of people in a car ? Detects your friends ?
As far as I know… Flock is a ‘stationary’ license plate reader.
It doesn’t follow you.
It doesn’t measure weight.
It doesn’t detect extra people in car.
It has no idea who your friends are.

It is a great idea for Eureka to have a number of them.

And there you have it! This poor woman probably drank too much (probably just a wee bit) and her own car would not unlock. So..she HAD to take a different car! It must have been a very important appointment in the fine town of Ukiah- a town known for it’s important and distinguished professionals. This woman is a VICTIM! Can you imagine how scary it must be to take somebody else’s car? And…if they had never arrested her for her original DUI then this never would have happened…and everybody could have driven their own cars and slept in their own beds…

Ukiah is the new place to find the black tar heroin and fentanyl pills. Fentanyl can always be found in Ukiah cause it’s brought up by the Mexican Cartels and distributed, just look for the passed out people on the streets in Ukiah… Or look around the crossroads of Talmage and South State Street and the Walmart Parking lot. Walmart welcomes all the drug dealers to set up shop along with the mental health case – drug users in the North East section between Walmart and Jack in the Box, go there any day or weekend evening and you will find an open air drug market which resembles Mission and 19th in San Francisco, similar to 300 block of Jones Street in San Francisco.

Right – the homeless drug addicts and untreated mentally ill who orbit between the homeless shelter on State St. and Walmart are really cartel drug dealers!

The photo of Jones St. shows it to be much cleaner than the Walmart parking lot – apparently real drug dealers take more pride in their surroundings than the bums who hang around Walmart.
