County Sheriff William Honsal Says COVID-19 Not Going Away, Two Correctional Deputies In Isolation, and Schools Make Plans
Yesterday, Humboldt County’ Sheriff Billy Honsal answered questions from some media outlets. Samantha Kargas of the Sheriff’s Department read them on camera for his response. The resulting video, called a Media Availability, was then provided to news outlets at the end of the day.
Here are some of the main points covered in the July 21st Media Availability session with a summary of answers from Humboldt County Sheriff William Honsal, followed by questions we would have liked to ask in response if appropriate.
Samantha Kargas: Do you have a short update for us?
Sheriff Honsal:
Yeah, we know that, you know in Northern California a lot of the counties are not on the watch list right now and everyone is looking at this right now and monitoring that. There’s some areas of the state that are on the monitoring list, and the governor has shut some things down, have reverted back. And so I know a lot of businesses, a lot of people are concerned. They were concerned last week with the sudden closure of restaurants and bars and and those kind of things so, I think it’s something obviously to be concerned about.
COVID is not going away, and so we do have to put our precautions in place. We do have to do things that you know, are still following the protocol- sanitizing, keep your social distancing, wear your facial coverings, it’s very, very important that that does happen. Out you know, when you’re outside, and can social distance you’re not required to. When you’re inside, please wear your facial coverings. And so that’s something that we want everyone to do it, you’re doing it for yourself, you’re doing it for others, and it’s one way that we can all just show support here, and have the ability to kind of push this down as far as we can because again, everyone’s got to do their part to make sure that that COVID goes away and stays out of our community. Absolutely.

Media Question: Are deputies with the Sheriff’s Office or other employees who regularly interact with the public being tested regularly for COVID-19, and does the Sheriff’s Office require regular testing, or do deputies have to seek testing themselves?
Answer by Sheriff Honsal:
So, we are not currently testing all of our deputies. We did have, at the very beginning, the idea that to promote testing to get a baseline out there, we did have a lot of our employees volunteer to be tested. And so a lot of people did go through the Optum website schedule it and then also go to Redwood Acres to get tested. And so that option is still there. We’re still encouraging our employees to do so, but we haven’t mandated that to happen.

Media Question: Theoretically, if a school district in Humboldt County were to reopen for in-person instruction against the state’s orders, could there be any law enforcement action against the district? And if so, who would be held responsible?
Answer by Sheriff Honsal:
So, any of the any of the governor’s orders have to be backed up by the Public Health official. So either the California Department of Public Health or a local Public Health official, and if there’s an order from the public health officer it does carry a misdemeanor to be in violation of that order.
I don’t see any of our school districts defying the governor’s order and opening those doors. So, I don’t think we’re going to have that problem. Everyone is very, very cautious about it and as schools are making their individual decisions here on the North Coast, we still can open for in-person classes. I know several school districts have opted to go that direction, some are opting to go 50 percent, some are going to go distance learning. It’s- they have to make the best decision for their students.
And I know that we’ve had lots of discussions with Dr. Frankovich about this, and our local health officials, and we believe it’s in the best interest of the kids to be in school, right? And so we want as much school time as we possibly can do it. We understand that there are there are challenges with that and and school districts that can you know distance their students and and do all those things that are necessary, can make that happen, but we want to support them as much as possible and support our children in this, because we just can’t hit the pause button on our children for a year. They, learning has to continue and school districts are trying to do their best to try and make that happen.

Media Question: How many first responders, firefighters, ambulance crews, law enforcement and correctional officers/probation have tested positive for COVID-19?
Answer by Sheriff Honsal:
So I don’t have a complete exhaustive list of everyone, as far as public safety that has that- has tested positive. I can speak to we’ve had two correctional deputies that have tested positive. They’re well, they are in their decent shape, and so they’re currently under isolation orders. But that’s all I know about at this time, and so as we progress into this you know, we believe that maybe more and more people will be exposed to it, and as people test and expanding testing that, that we will have more asymptomatic people, or people getting sick and because we do have first responders that are out there every day dealing with people. And for the most part we’re wearing facial coverings, but there’s times when we can’t- there’s times when things do happen and we do get exposed- but we’re doing our best. We’re sanitizing, we’re cleaning, we’re wearing our facial coverings, we’re trying to do our best to prevent that from happening, but we do know it’s a matter of time so we’re doing everything possible in our correctional facility and our operations, animal control, coroner’s office to make sure that we prevent the spread or contract this disease.

Yes, I want to thank all those people that have come forward and have offered their support and thanks for law enforcement. Here’s just a few cards here we’ve received the last couple weeks and here’s more cards on the wall over here. People have been doing a lot calling us…sending us cookies, having things delivered, as well as cards showing their support for law enforcement. We know that in general our county loves our law enforcement, loves our Sheriff’s Office and our deputies are feeling that right now and so I really appreciate…all the outpouring of support…during this time and so I really, really appreciate that and I want to just thank those people that have that have taken the time to …to say those kind words.
Also, it’s Battle of the Badges …this week. So what…is Battle of Badges? It is a time when uh public safety gets together and we donate blood for a good cause. So I want to encourage everyone in our community to go and donate blood this week on behalf of their public safety agency. You can either register online at the North Coast Blood Bank or call 443-8004 and register to go in and…give blood. You can’t just drop by because of COVID reasons and scheduling so you got to apply online to donate blood and or call that number but I encourage you call schedule an appointment and, if you believe that, you know, the Sheriff’s Office is getting you there, then you can always say that you’re donating blood for the Sheriff’s Office and…then we can be the winners of the Battle of the Badges. So it’s about donating, it’s about community, and the North Coast Blood Bank really needs our blood right now. They’re in short supply. So whatever we can do to help, we’re gonna do that so appreciate everyone’s cooperation and help with this. Thank you. All right, thank you.

Grocery clerks stayed at work throughout this yet teachers and school administrators aren’t willing to do more than Zoom from home. Which employees are more “essential”? If remote schooling works well enough then why do we even pay these public school teachers when we could hire far better remote teachers in India at a quarter of the cost?
People wonder why there is such a moral deterioration of our society, rising crime, unhappiness. Look no further than the fact that marijuana and alcohol are essential yet school and religion is not. That should be an eye opener. Kym can grow dope which then goes to a dispensary, where some 16 year old kid can get his older brother to buy it for him so he can get high and melt his brain on some humboldt dank, but he can’t go to school and further his education so he can build a better future for himself. A guy can go buy a bottle of whiskey, drink the whole thing, and go home and beat his wife, but his neighbor can’t take his wife to church.

Take Southern Humboldt for example, if you damn growers and drug dealers actually paid taxes, your schools wouldn’t be in such a mess and they would have the access to teach the kids well.

We had a AAA bond rating because of the prediction of steady stable tax payments from our community. I don’t know how it works elsewhere, but Mattole gets almost no Federal dollars. Maybe our schools are suffering from a lack of interest from the Nation, not our local community.

Mr. Sheriff, there is an ongoing case in the state of Kentucky involving a family of three who were put on ankle monitored house arrest after testing positive for Covid. The family has agreed to self isolate voluntarily. The disagreement centers on the states request that the family sign documents stating that they will not leave under any circumstances without the approval of the state and/or county. The family feels that in the event of a medical emergency they have the right to seek emergency medical treatment without seeking prior approval. The state and/or county says no, you must first be granted our approval. So the otherwise willing and cooperative family has been placed on ankle monitored house arrest. This is a clear violation of this families constitutional rights. Mr. Sheriff how do you feel about this action, would you support such an action in Humboldt county if you are ordered to do so by the state and/or county officials?

I don’t know if I agree or not? At least the Sheriff is trying to show some leadership when asked hard questions. I appreciate that.
Considering the 11 new cases today from Pelican Bay State Prison Staff in Del Norte County, maybe it would be a prudent idea for Honsal to reconsider testing Correctional Staff at Humboldt County Jail and the rest of the deputies and Sheriff’s staff as well just to be safe. Even the SWAP participants may be at risk if the Deputies are not tested. Even the Battle of the Badge seems less risky if they are tested.
Seems like Honsal would want to assure the health of his deputies and proper treatment in the event of illness before it spreads at the rate of anything approaching 11 cases per day.
And in order to maintain a continued safe working environment for the men and women he leads, not to mention those in custody whose continued health depends on his decision making.
I am aware of the big difference in the number of staff in the prison versus the jail.
It seems like the ways in which the facilities are similar would constitute a similar risk, proportionately.
To err on the side of caution in light of recent events doesn’t sound like a bad idea to me.
I wonder what the testing protocol is at Pelican Bay? Voluntary or mandatory?
I would imagine it is a periodic requirement to test at the State Prison.
I guess no testing at the County Jail, etc., means there are no cases, or does it? I don’t think so.

Maybe the safekeeping of the Sheriff’s Staff, etc. should be double custody, or more, and not left up to just one individual who might happen to be a virus skeptic.
