Eureka Council Moves Toward Putting Pay Raises Before Voters

Eureka voters may soon be weighing in on what the work of city leaders is worth as a first step toward asking them to approve councilmember and mayor pay raises has been taken.
At an April 7 special meeting, the City Council directed staff to draft an ordinance to place pay raises on the Nov. 3 election ballot.
Though the exact numbers won’t be determined until two public hearings are held, councilmembers generally supported doubling their current pay of $500 a month and doing the same for the mayor.
The city’s charter needs to be changed to effect pay hikes, necessitating voter approval.
City Attorney Robert Black said the current councilmember pay rate has been in place for 38 years.
“And given the nature of the economy and the inflation that has been a rather steady element over the last 38 years, the current city council monthly salary of $500 is truly out of date,” he continued. “The same thing can be said about the mayor’s monthly salary of $625.”
Another aspect of potential ballot measure language is setting annual pay raises in line with cost of living increases. Black said state law has pay standards for charter government cities, which Eureka is, and allows raises of up to 5 percent a year.
The pay councilmembers now get was described as a barrier to running for office.
Councilmember Kati Moulton said she “works three jobs” but has “a lot of support in my life,” which others who want to participate in local government might not have.
“My neighborhood is full of working families and it’s a challenge,” she said. “And I think that for people to be fairly represented by somebody that really knows what it’s like, that represents them, we need to be able to compensate people for their time in a way that they can afford to do it … I don’t think we should just be relying on being represented by people who can afford to not work or to work for something nominal.”
Speaking “as another council member hustling three jobs,” Councilmember Leslie Castellano – who is being termed out this year and won’t be affected by any pay change – said raising pay is a nod to “the sense of labor and responsibility to folks who are working class” and will “make sure that more people have access to serve in these positions.”
“I think everyone up here works outside of this – no one up here is retired,” said Councilmember Mario Fernandez. “So this isn’t something that any of us take on as a full-time job because we all have that in one way or another. We would love to treat this as a full-time job, but that’s just not how it works and so at least this gets it a little closer.”
Councilmember Scott Bauer said pay raises will be especially relevant for future councilmembers. “It provides enough for them to survive because right now it doesn’t do that for anybody,” he continued.
Further support for pay hikes came from Councilmember Renee Contreras-DeLoach, who said current pay makes for “almost a volunteer position” and if pay would be based on part-time hours at minimum wage, it would be $1,400 a month.
Mayor Kim Bergel said raising the pay rate is “long overdue” and will “open up an opportunity for people who, like us, have day jobs.”
The council asked staff to draft an ordinance doubling current pay rates for councilmembers and the mayor and setting five percent as a maximum annual increase.
That proposal will be up for public comment at an April 21 hearing. A second public hearing will be held in May, with final ballot measure language needing to be approved by June 16.
“We’re not even close to carving anything in stone yet, so we’ll bring this back to you,” said Black.
The pay issue hasn’t been met with controversy yet, as there were no takers for a public comment period on it.

They should definitely do a pay and compensation analysis before suggesting a raise.Compare it to the same positions in neighboring counties, Mendocino and del norte for example these counties pay less for these positions and would be great for local comparisons.I find it ironic they want to give themselves raises without justification and actual data showing they are behind other cities and counties of similar sizes,because they are not.Vote no until a wage compensation study is completed.

Check out the salary and perks paid to the st. Joe’s hospital CEO. It’s out of touch and out of sight. No wonder a cotton ball is $5 bucks.
I’ve seen those bills. It’s not so much the cotton ball is five bucks, it’s also a “dispensing charge” for them to actually open the package. That’ll be another $30. I’m not kidding, I had a minor procedure 3 years ago and SJ charged me $30 each to dispense two acetaminophen tablets. I didn’t even ask for them, but it was on the bill.
Hospitals bills are routinely inflatng the price of every product because 1) they bill way more than they ever expect to get, 2) they bill to cover what they are required by government to supply while government does not fully reimburse them including earthquake proofing and record requests by insurers, 3) they have overhead that includes a medical person delivering the pills, recording why, when and where they delivered the pills and hiring lawyers for when they get sued for either delivering them or not delivering.
I read an article recently about insurer AI being used to counter hospital billing AI. “Upcoding is a real contributor to our country’s affordability crisis, where all of us pay for care at levels that were never delivered. This research suggests AI is making it worse.” Get ready for being the hapless bystander in that war.

Meanwhile, if you don’t pay the bill, it heads to collections and then credit reports while the hospital admins head to the bank. You’d be correct in the AI being problematic. I’ve a few friends and relatives in different parts of health care and AI’s constant “hallucinations” or critical decision making, and where things like HIPAA and pharmacy records come in is creating havoc and extra time spent on corrections that AI doesn’t like because it’s AI and it doesn’t learn on the fly, or have discretion that say a physician or pharmacist would stop to take note of.
But as long as it helps billing, the higher ups seem to be just fine with that.It’s a systemic problem that reminds me of when Boeing let the bean counters run the company rather than the engineers. And some of those results were deadly. Health care…CORRECT healthcare is no different, just replace an accountant with a know-it-all robot.

38 years with no increase? Of course they deserve it. Our government officials rarely get the credit they deserve for the time and energy they put into their jobs. One rarely reads anything but negative comments about them. How many of you would put out that much effort for a couple hundred bucks? As long as they are updating the charter, it should be written into to that there are regular increases.
38 years with cost of living increases .That is not the same as 38 years with no increase as stated. Comparison analysis from a independent company in necessary to keep them in check and current with other neighboring counties.It is the best way to ensure they are not underpaid or overpaid.

I understand that to mean they would potentially like to add cost of living increases to a new pay scale.
I had to search for current pay info and found this: “As of April 2026, the Mayor of Eureka, CA earns $625 per month, or $7,500 annually, a salary set in 1988.” What I can’t find is how many hours a month the mayor logs. Let’s assume 40. That breaks down to about $15 an hour.

The state law includes a mechanism by which they may vote themselves a raise of no more than 5% over the previous fiscal year.
This was updated by the California Senate with SB 329, which was passed during the 2023-2024 legislative session. The update established a new, higher, compensation schedule—again based on the population of the municipality.

IN the real world you earn more income by preforming well. Being productive. Producing something of value. These asshats have driven businesses out of Eureka. Damaged the streets. Reduced parking for the merchants still operating. Let them collect more TAX from the soon to be ghetto residents and bike lane users.

I see people on the newly overly and oddly repainted and repurposed C St going the wrong way every day. No cops, no stops. They sure put an awful lot of money into just signs and paint to confuse everyone, with the general attitude of “get over it, this is how it is” attitude towards people. I wouldn’t have so much issue with their pet project if it was consistent from start to finish. As it is, it’s just anxiety inducing, which goes against safety really, if you’re adding to the stress people have around here already.

Lack of parking will be all around the new low cost housing units being built without off street parking being required.
It will be? But Mr Clark said they “Reduced parking for the merchants still operating”, -ed typically means past tense.
What you’re talking about is that you imagine the parking situation will be a problem at some point in the future once some or all of the planned housing is built. Do you believe that potential future parking trouble has “driven businesses out of town”?

No. $500/month is for about 20 hours work. They do all the meetings. And prep for the meetings. They talk constituents. So really about 25 dollars an hour.
Before talking about pay raises for council members I would like to ask if there are any other additional perks they receive? In Trinity County, all employees of the county are offered medical insurance. They pay about $100 per month for a $600 to $700 policy. After working five years they can get it for life (this info told to me by the solid waste manager several years ago). Do the council members get a vehicle to drive around? Gas card for travel? If they don’t receive anything other than the $500/$625 base salary then yes, I believe a raise may be in order.

Council member: G Mario: $6,000 RP; $15,200 TP&B. Councilmember Scott $6,000 RP; $15,700 TP&B. Councilmember Renee $6,000 RP, TP&B $40,800. Councilmember Leslie $6,000 RP; $15,200 TP&B. Councilmember Katie $6,000 RP; $32,500 TP&B.
Not well paid under any account. But the rub is when people have to pay politicians anything for doing things they rather not have done while not doing things that are necessary.
This is exactly why a wage comparison analysis is necessary to take all these benifits into account.

Where can one find the general weekly, monthly, quarterly, and annual expectations of the mayor and councilpersons?
How many hours are actually required of the job? Minimum wage is acceptable compensation.

I’m sure nobody would want the president getting a raise if he demanded one after breaking the economy. So why should Eureka city council get a raise when Bayshore mall is a ghost town?

If they had received 5% a year for the last 30 the salary would be closer to $2500 now …
Serving as a council member should be an honor and privilege, an honor earned by being a productive citizen.
If someone cannot afford to donate their time, they obviously were not productive enough in their regular l ife and we don’t want them managing our tax dollars.
In the real world people are paid by their productivity and value to society.
Council members do not produce anything except red tape and virtue signaling and therefore they should be paid accordingly.
