Humboldt’s Attorneys Warn of Staffing ‘Crisis’

Attorneys from Humboldt County’s District Attorney’s and Public Defender’s offices have told the Board of Supervisors they’re underpaid and overworked – to the point of crisis.
The effects of a revenue-deprived county budget were evident at the May 13 supervisors meeting, where county attorneys and other workers warned of staff defections due to difficult working situations.
The platform for comments is opened by Assembly Bill 2561, a state law that requires governments to hold annual public hearings on staff vacancy rates and recruitment. That gives employees and employee representatives a chance to offer their perspectives.
County Attorney’s Association representative Carolyn Schaeffer described county prosecution and defense attorney staffing shortages as “beyond the pale,” with severe burnout from low pay and high workloads.
“We are the lowest paid in the state,” she said. “And so when we’re competing with 30 other counties for recruitment, we don’t stand a chance. We’re not even on an equal playing field with our neighbors, so do we expect our numbers to continue to dwindle? Or do we expect them to hold steady? We certainly can’t expect them to grow.”
She added, “And where we are right now in terms of numbers, we are so low we are in absolute crisis and it’s only going to get worse.”
Staff from the county’s Department of Human Resources had told supervisors the vacancy rate among attorneys is at about 19 percent and 18 percent among county employees generally.
But that’s as of early February and is based on incomplete data due to lack of state funding for work on it.
Schaeffer said the DA’s Office’s vacancy rate is actually at 39 percent now, with only 11 positions out of 18 staffed.
Public Defender’s Office representative David Celli said the situation in his office has reached critical mass after escalating for years.
Staffers in the office want to stay in Humboldt “but at a certain point, there’s a structural problem in how you’re going to make a living and how you’re going to see a future in this county – and we’re there,” he continued. “The vacancy rate speaks for itself but I see in my own office people that are just constantly frustrated with the workload and the lack of staff.”
Celli said there’s there’s “guidelines as to what I’m supposed to do in my job” and the recommended load is 50 felony cases but he’s handling 113.
Deputy Public Defender Ryan McClurg summed up his overwork/underpay job situation by saying, “I work 60 hours a week, so I can’t see my family and am in debt by working in the Public Defender’s Office.”
“The issue isn’t one of lack of understanding” of “the incredible workloads everybody has,” said Supervisor Steve Madrone.
He said the county is paying as much as it can and is headed for insolvency.
“Because if we just spend money that we don’t have, we put the county into massive debt at the tune of 15 million a year or something to try and maintain what we’re currently doing, which is understaffed,” he continued. “How does that work? How do we just go into debt for 15 million one year, two years, 30 million, three years, 45 million? How do we do that and be responsible to the community? I don’t think we can.”
He told the audience of county workers, “If you all have any suggestions on where we can save money and still provide services, still hold on to our staff and value them and not have them leave and go to other counties, please, we’re all ears for that.”
Madrone has a suggestion for increasing revenue – he said if residents buy locally instead of shopping online, the sales tax revenues will stay in Humboldt.
Meanwhile, he said he’s “struggling with this,” adding, “It’s not a pretty picture.”
There was no decision before supervisors and they voted only to receive and file the AB2561 report.

Start by setting an example — repeal the last two pay raises you voted for yourselves.
As more and more income generating jobs leave California, the ratio of earner to users is now about even. That means about 50% of the population is living off the rest of us TAX paying workers. That is the problem with socialism. Eventually you run out of other peoples money.
Where are you getting these figures?
That is about the most uninformed and ignorantly erroneous summation of the current problem that could possibly disseminated. Clearly education in this country is a very serious problem

The office staff, who I am assuming is also overworked, makes very little,
I am not blaming the people who actually provide services and get paid $16/hr to do it. Which is why I don’t understand why they choose not to come foreword or didn’t when they had the change in 2019-2022.
Compare that that Sheriff Dept, CAO, and County Counsel wages to see the inequity.
They are all overpaid.
This is far more than the average private attorney in humboldt makes. It is obvious they are overpaid. They get healthcare insurance and retirement too.
The median household income in Humboldt County, California is $61,135. The median income for men is $40,934 and for women is $30,551.
I honestly don’t think any government employee should ever be paid more than the median income. Government is a service job not a job to get rich off of tax payer dollars

There is a disconnect going on between department heads and the regular workers. Similar to the administrators over at Cal Poly. This disconnect needs to be illuminated and revealed. Im sure there are more too. These excessive salaries need to be explained and addressed. How do they get so high? The library manager makes $381,796? Did she work here for fifty years with built in raises every year? That is outrageous. It should be about $130,000. At most. And these folks are getting a retirement too, that will be within 80% of current or ending salary. So the problem only goes away at death. These functionary position should never have accumulated that income. Just more failed government.
Very interesting. Rhonda worked for decades as head of the circulation department (which issues library cards and checks books in and out). She did not have a professional degree. Two other people (who did have degrees) were above her–she was not the head of the library system. Gotta wonder if that figure is correct?

So I believe Ronda retired in 2023. What is Other Pay? Because her Regular Pay went down but her Other Pay went way up. Doesn’t break down Other Pay on the site. I guess it could be unused vacation which has to be cashed out no matter where you work and other pay. Maybe they include the CALPERS that employees of the County pay into with every paycheck. Just to vague, but it makes it look skewed when you just look at one year and not the total of her years worked.
Other pay does include vacation buy-out when employee leaves co employment. For current employees, other pay includes longevity pay, vacation buy-out (trading vacation days for cash) and other pay for clothing allowance, etc. The figures listed on Ca transparency and in the above comments include the amount contributed by county for retirement which is 35% of employees annual wages.

Yes- many greedy growers stashed away lots of cash. But I am referring to the money that was able to be secured by the county. Property values went crazy- most doubling if not more- and that resulted in doubling of property tax revenues. Sales tax revenues went through the roof as did hotel tax- all these were cash to the county. Then at the end the county raked in huge amounts of cash payments to the Building Department for permit fees, abatement fees. The big bonanza took place over at least 2 decades. We all knew it wouldn’t last forever. So where did the supervisors build up a huge reserve for us for the time when weed crashed like we all knew it had to eventually? As soon as it crashed the county was poor poor poor and with crumbling roads, no vets hall, etc etc. What did our supervisors do with all the money?? I think this is a worthy question….
Where can I shop locally? All I see in Eureka are empty and boarded up storefronts. Empty offices and empty restaurants. And everybody thinks they deserve market rates and will hold that like no matter how long the space remains empty. If it isn’t a service business I can’t shop locally.
When I buy online, I pay sales tax at Blue Lake rates. I don’t live in Blue Lake. I just get my mail there. But. The state of CA is smarter than Amazon. They taxed a new car where it’s garaged at my house in county.
Plus selection is limited and even nonexistent. And at that high of a sales tax, people just stop buying. Diminishing returns is the result. I can find plenty of online places with free shipping and lower prices to offset the tax, or simply go to Oregon for a vacation and shopping. Fill up at the elk valley casino for 1.50 less a gallon than even costco. And no way ill buy a new car and pay all the sales tax, insane registration and insurance and inflated price for a vehicle with a bunch of accessories i dont want. This place and California is a mess.

Politicians make decisions to highlight their “achievements” while in office and to win election/reelection. Therefore; they will not allocate funds for the long-term.

This doesn’t make sense. My property values, according to the assessors office, went from 60k in 2010, to 750 k in 2015-2020. I got it re assessed in 2020 and again in 2022 and they came up with 300k. I’ve since listed the property for 200k and not a single call. Meanwhile I’ve been paying 1percent of the assessed value, ($7,500) a year for many years and most recently $$3,000 a year. I have now payed more in property taxes than I initially payed for the property when I bought it. My point is that they have raised property taxes ten fold in the last 15 years. Where is all my tax money going? I hear about all the raises they are giving themselves, and now they are crying broke? Roads are shit, homelessness and crime are rampant. I have been abated twice during the last 8 years without DUE PROCESS and have paid over 25k in fines, they are raking in and swimming in the money. And I’m not the only one….Something stinks here…I think there is massive corruption in our county leadership. I have decided to stop paying my property taxes this year. And I think we should all start a movement to stop paying our property taxes. These jokers that are running the county are obviously not fiscally responsible with our money. Their salaries should be based on performance, and they should be penalized if they can’t balance the budget.

No doubt. I’ve never heard of a homeless person getting an abatement notice either. I’m sure there are numerous septic, water, trash, and building code violations they could be abated for. They instead abate and harass the taxpaying landowners who are paying the county salaries and pensions, ultimately forcing us off our land via exorbitant fines and fees. Doesn’t make any sense to me. They can have my land, that they have made worthless, but not before I burn down all of the infrastructure that I payed for and installed. I’m done with this shit show…LOL!

A large portion of property taxes go to schools. It always gets me the every time there is a school bond or sales tax hike on the ballot, people always approve it. Vote no. You do have control over some of taxes paid. Sales tax is a regressive tax that hurts the poor more than the rich. We are paying 10.5% in Eureka, great groceries aren’t taxed but everything else is. On top of State Taxes, Federal Taxes, Excise Taxes, Gas Taxes, Tariffs, I wonder what the real % of Tax the average, less than $200,000 per year pays?

Our representatives don’t represent the will of the people, instead they represent self interests, or the interests of their donors. The current DA is 100% worthless. She constantly refuses to prosecute cases, most recently reported, the asshole who killed a child by allowing them to ride unrestrained on a flatbed. She should resign, but if not, be recalled. She didn’t get my vote and never will. Maybe she should be prosecuted for dereliction of duty. She’s a criminal’s dream as they can actually kill someone and as long as she has her inflated salary, they get off without charges. Then, there’s the Sheriff, who is exactly the same worthless pos. Removing these two alone would help the budget almost a million per year.
This is a classic problem for poor rural communities. Recruitment of professional positions suffers tremendously because the county could not afford to compete with wealthier regions.
But in the end it does make sense that one of the poorest counties in the state would also have the lowest paid public servants.

OMG! Humboldt County is running low on government paid lawyers! We need to vote another tax on ourselves. The entire so called “Justice system” has been nothing more than a jobs program for the last 30 years. Everyone in the courthouse is a drain on the taxpayer.
What County Officials do not understand is they cannot compare public defender and district attorney workloads to “other” departments who are also facing high workloads.” Someone being convicted of a crime they did not commit or going to prison for 20 yrs instead of 10 because their attorney simply did not have the resources to review the details of a crime before overcharging them, and the public defender doesn’t have the resources to fully investigate and review the details of a crime is not the same as HR or Econ Development having high workloads.
