State Places Additional Restrictions on Certain Sectors; Takes Effect Locally Friday

California Governor Gavin Newsom announced a statewide order to close bars and transition six industry sectors to outdoor-only operations to limit spread of COVID-19. Local implementation has begun and will take full effect Friday.

The state is requiring all bars that do not have a permit to serve food to close, and these businesses should cease operations no later than Friday. Businesses in the following affected sectors should offer only outdoor services with safety precautions in place:

  • Restaurants
  • Wineries and Tasting Rooms
  • Movie Theaters
  • Family Entertainment Centers
  • Zoos and Museums
  • Cardrooms.

Outdoor dining, carry out, curbside pickup and delivery are still allowed with physical distancing and other safety precautions in place.

Humboldt County Health Officer Dr. Teresa Frankovich said she is hopeful that these actions will help the state avoid a move into stricter shelter-in-place measures. “We have talked since the beginning about the possibility for pauses or steps back to manage the pandemic,” she said. “I know this is challenging. At this time we need to use all of our prevention strategies so that we can reopen as soon and as safely as possible.”

Dr. Frankovich noted that this statewide action does not permit counties to take independent action on reopenings even though our county is “doing well” in terms of case counts and hospitalizations right now. “The governor is implementing this order to address the concerning increase in cases, hospitalizations and ICU admissions across more than 30 counties, which represent 80 percent of our state’s population,” she said.

Those businesses that already received certification to reopen from the Emergency Operations Center will not need to resubmit a Business Reopening Plan to offer outdoor services or to reopen once the state again allows these sectors to operate. Humboldt County is not currently on the state’s County Monitoring List and will not be required by the state at this time to fully close additional sectors.

Rare problems with heart … in fact I know an elder gent with heart problems who was saved from covid by his doctor’s EARLY prescriotion of HCQ + zinc. No adverse sude effects in his case.

🕯🌳Just think they just busted three people bringing heroin from Los Angels to Humboldt and let them go. Did they test them for the virus as they handle them? They did come from one of the areas of the biggest out breaks in the state. Could they now be infected? Or anyone they came into contact with? Masks and social distancing work when people actually pay attention and follow the protocols. They don’t work when a significant part of the population gathers in groups (like family barbecues or weddings or trimmers working together) or spend extended periods in smaller indoor spaces with poor air filtration (like in bars and indoor dining, museums, etc.).

They aren’t perfect and they don’t really protect the mask wearer from the virus — only the N95 masks and face shields provide some protection there.

If we want to knock the virus occurrence down it’s fairly simple — don’t travel or go out to public spaces where there are other people unless it’s essential (like getting food). Don’t go visit family or friends. Wear a mask and keep your distance.

If we could do that for long enough (New Zealand took about 6 weeks), we’d knock it out to the point where we could resume a normal existence because the incidence level would be low enough you could aggressively track, trace, isolate.

The problem is we won’t. Someone (a bunch of someones) will think they don’t have to follow anyone else’s rules because it’s all a government hoax and keep re-introducing the virus back into the community. Or that their personal desires are more important than some stupid virus. And it happens over and over again. Which tends to defeat the cumulative effort of most of the people in dealing with the shutdowns and isolation.

Success depends on people using their social conscience to put the health and well-being of society above their own selfish desires.

Short answer — we’re screwed. Longer answer — we’re really screwed.

Science (or Cy Ance) should include a great deal of skepticism. Which is totally lacking on both the universal social isolationists and the no mask ever groups. Remember just a few months back where “modeling” was called science and people who did not accept it were called “science deniers”? While those citing models of catastrophic deaths in the millions were called Chicken Littles? Yet neither scenario has proven itself, not because strict quarantining was implemented but because there are natural limits to infectivity not accounted for by modelers. An up front example is Cuomo of New York. On the progostication of modelers, he demanded huge numbers of ventilators and sent covid-19 infected not needing ICU care back to nursing homes and the infection rate turned out not to be the worse case scenario of the models. Turned out it was not a good thing to put so many on ventilalors- most never got used- and the death rates were sizably increased by infecting nursing homes. But then places who did nothing to slow the spread could not cope with the results either- an unchecked disease caused panic with accompanying paralysis. There is always a middle way where reality is a matter of trial and error, recognizing that those who sound like grand experts frequently are only so sure because they can’t see their own problems. And that mistakes will be made. Spend less hysteria and anger over them and develop some flexibility in coping with them.

Because something can theoretically reduce infections doesn’t mean it’s helpful in the real world any more than cosmetic surgery gives every patient an ideal life. And because something that doesn’t work perfectly does not mean that it not helpful. A steady government course, recognizing what can be maintained would be the best compromise between those fearful who demand control of what can’t be controlled and those angry at government who demand hands off. Neither are rational and can’t be expected to approve of most anything.

Where are these supposed non mask wearing people? I ate at Bayfront today plenty of social distancing, temp check and mask all around. Then to Winco, didnt see one person employee or customer without one? Old Town was busy with mask wearing people outside patronizing the farmers market. Seems to me that we had a few clusters from a trim scene and some folks that traveled out of the area. Community spread has remained consistent for weeks even during the uptick and deaths are stagnant as well. This unwarranted shut down of our local business is going to kill some. The whole idea of shelter in place was so the State could get its health care system and testing act together neither of which has happened. Eight to ten days for a test result or even longer and now the Redwood Acres site cant even take an appointment. The State has failed us on so many levels and its the small business owners that will pay the freight. Thanks to Supervisor Bohn for having the brass to stand up to the State. It time for people to take some god damn responsibility for themselves. If your afraid stay home. If you do go out wash your hands and wear a mask when your inside a crowded store. This aint going away anytime soon so we better figure out how to live with it and shutting down again aint it.
