There used to be a huge homeless encampment on the river side of that exit, not sure if it’s still there now
Perhaps some started bonfires to get warm and dry.
These are fires are not uncommon in Fortuna anymore. Very unsettling especially in the drier months. Thanks to Fortuna volunteer fire department for their quick response!
It takes a bit of doing to start a fire like that… in this weather.
Even deliberately it would be hard. Does raise questions.
