Ukiah Holds Scoping Meeting on Proposed Reorganization and Annexation Plan

The City of Ukiah hosted a public scoping meeting on June 1, 2026, as part of the environmental review process provided for by the California Environmental Quality Act (CEQA) for the proposed Ukiah 2026 Reorganization Project, which includes annexation of certain unincorporated areas within the City’s Sphere of Influence and related service boundary changes.
The meeting, held at the Ukiah Valley Conference Center, was facilitated by Matt Maddox, Principal at Rincon Consultants, the environmental consulting firm preparing the project’s Supplemental Environmental Impact Report (SEIR).
The purpose of the meeting was to gather input regarding the scope and content of the environmental analysis that will be prepared under the CEQA. The SEIR will evaluate the potential environmental impacts of the Proposed Reorganization Project, identify any necessary mitigation measures, and consider reasonable alternatives.
“This meeting represents an important milestone in the environmental review process,” said City Councilmember Mari Rodin. “We appreciate everyone who took the time to participate and share their perspectives. Public input helps ensure that the environmental review is thorough, transparent, and responsive to community concerns.”
Attendees offered comments and questions on a variety of topics. While many comments reflected broader opinions regarding annexation and local governance, the City also received input relevant to the environmental review process. All comments received during the scoping period will be considered as the City and its consultants prepare the SEIR.
The environmental review will build upon the Environmental Impact Report previously certified for the Ukiah 2040 General Plan. The supplemental analysis focuses on the specific actions associated with annexation, district detachment and reorganization, and pre-zoning of annexed territory.
The City continues to encourage public participation. Written comments regarding potential environmental impacts, alternatives, or mitigation measures may be submitted through 5:00 p.m. on June 8, 2026.
