Humboldt County’s Housing Subsidies Lose Funding as Homelessness Program Sunsets

With the advent of the Trump Administration, Humboldt County’s Section 8 housing support program has stopped and an emergency housing program’s imminent sunset could increase homelessness. Discussed at the March 24 Board of Supervisors meeting, a “shocking” political turnabout has upended the county’s ability to give people housing assistance.
Cheryl Churchill, executive director of the joint Humboldt County and Eureka Housing Authority agencies, said the county’s main voucher program – Housing Choice, better known as Section 8 – is now suspended indefinitely.
That’s because the U.S. Department of Housing and Urban Development (HUD) has “mandated that we cannot issue any new vouchers until they green-light us,” she continued.
Effected “as of the election in 2024,’ the voucher freeze resulted in the closure of the county’s Section 8 waiting list.
“We were having a high-growth year and that all stopped at the end of 2024,” said Churchill. “It also stopped for 2025 and again this year. So what the voucher program is seeing currently is a slow attrition until we are able to issue vouchers again.”
The county’s Emergency Housing Voucher Program, which “came during the pandemic as a response to the critical problem we were having with the COVID-19 spread and especially in our homeless population” is about to end as well.
The program was funded through 2030 – or least that was the intent, but “because of the significant increase in rents during the pandemic, the funding for the program actually is expiring much sooner than anticipated,” Churchill said.
Its funding will run out in early 2027, leaving voucher-holders without housing support.
“And HUD currently has no plan or no program to convert them,” she said. “HUD has suggested converting them to Housing Choice voucher assistance but when they’ve prevented us from being able to issue those vouchers, it means they’re essentially blocking our ability to convert these households.”
Churchill gave a heads-up on the impact.
“Without future support, it most likely means a return to homelessness for these people who have been able to gain stability over the last handful of years,” she said. “And it also means a significant impact to our landlords when we talk about a good-sized group of people potentially facing homelessness and eviction over the next year. I don’t have a solution … nobody has a solution.”
There are now 102 Emergency Housing Voucher Program recipients, the majority of them individuals. Churchill said when the program ends by early next year, the number will be down to 70 or 80 due to attrition.
Voucher programs related to tax credit-funded housing projects are continuing, including the Veterans Affairs Supportive Housing program and the Mainstream program for families with adult members who have disabilities.
Churchill said the county will refer some people to those programs in the absence of Section 8.
“I think that’s difficult for folks that live in the rural areas or the Southern Humboldt area,” said Supervisor Michelle Bushnell.
Churchill acknowledged that the voucher programs for tax-credit housing “are really centered in Eureka and Arcata.”
Board Chair Mike Wilson described housing as a need hat’s being snubbed by the Trump Administration.
“I think there is a sort of overt political context in the current situation which is that we had an election, it elected a federal administration that at all levels is hostile to the housing first approach and it’s hostile to housing people in general,” he said. “And H.R.1, the big crappy bill as I would call it, defunded what is functionally the best way to keep people from being unhoused and being homeless which is to subsidize housing.”
Wilson further described H.R. 1 as “a bill that sought to gave tax advantages to the wealthiest people in this country” and he also questioned “the amount we’re spending on a ridiculous war.”
He closed by saying, “It’s so frustrating because the simplest and easiest way for us to keep people off the street is to house them in existing housing and to have an administration that makes a conscious choice to defund that is shocking to me.”
There was some positive news in Churchill’s presentation. The Eureka Housing Authority owns and manages 270 housing units and more are being developed.
Churchill described projects that will result in new and rehabilitated units in Eureka, and development of the new Everding Community Center.

Does Cheryl still have a job? How about those that worked under her (if any) administering “Section 8 etc.”?
Yes, why? HUD funding cuts are out of her control, and isn’t the only thing she oversees.
Obviously funding cuts are out of her control in this situation. I asked because often the cuts have related administrative cuts to staff. I didn’t see or missed if that was mentioned in the article.
Without doing a whole lot of digging or phone calls if memory serves, it’s just a handful of people and I didn’t see if those were mentioned either.
Humboldt might see what, 100 more folks unhoused that previously were? L.A. is having an entire city’s worth of folks under the knife here. Upwards of 60,000 people. Just their homeless program funding is about on par for what Humboldt’s entire tax revenue is.
Speaking of which, wasn’t Newsome’s missing $24 billion in homeless funding supposed to easily cover this? And they want to blame HUD?

It is not just houseless individuals that are receiving subsidized housing. There are many seniors with low SSA amounts that can not afford rent. This will also effect them and families with children.
Also on those enrollments: SSDI recipients. Being homeless is bad enough without also having the means to physically move around.

The bottom line is about humans needing shelter. I don’t give a rat’s ass who designed it pays for it or makes it happen. Taking it away is going to hurt families with babies. But the rest of the story is this is the current administration taking away programs that help, that cost them money that they would ratehr spend on their “excursion” into the Middle East. All of which could have been avoided if they had asked for receipts for how the money was actually being spent. Oh wait, there weren’t any. This whole fraud investigation is just one giant CYA. $24 billion will bay for a hell of a lot of services for those in need. Every one of them got screwed by CA “leaders”.
Unfortunately fraud detection takes money. Money a whole lot of people just see as wasted. And no one, me included, like to be inconvenienced by government taking the time and effort to check on what they give out. It’s a PITA for giver and receiver.
Somewhere about 40 years ago or so, a lot of legislatures and officials seemed to have decided being seen as spending money on social issues was more important than making sure it was effective. The ugly combination of those demanding less government acting in concert with those who wanted to spend more led to eliminating the parts of government that checked on where government money went, leaving it open for an amazing number of fraudsters. The magic cheapness of grants became the go to.
What are te homeless number since the program has been in play? Has it worked?
I don’t remember it as a program dedicated to preventing circumstances that made folks homeless. It’s dedicated to warehousing people.
For those that choose to get straightened up and transition to a more normal life, yes. Along with various job programs like Uplift, it’s a way up AND out of their situations. I know people that have come up along those lines and are doing OK years later, so long as they stay committed to living better. These also help folks that are not coming out of some addiction but may have disabilities or (non-drug related) mental health issues and need a boost in their living support as they’re unable to do it on their own.

Yes. And no you don’t get to see them as it would require me giving out personal information and that’s not happening.

Last er… ‘boom’ was growing illegal drugs. The drugs ‘got legal’ and most people realized that Hum County really was a bad place to grow most anything. So the drugs (and money) left.
Now it’s all government grants/funding (FIAT money)… and the waning retirement money left over from the baby boomers… that is now dwindling away.
County needs work camps. Grow some cabbage, taters and squash to feed the camps. Keep the residents busy in the gardens in the kitchen and tending the camps.

Iran is not quite the threat that Russian aggression is. Today or 75 years ago. Did we notice that Russia pulled out of the SALT treaty? We’re worried about Iran maybe building a nuclear ICBM. I’m not against going after military use of nuclear (not civilian) tech. I’m aware of all the clandestine work towards development. They didn’t even need ICBMs to launch one. A short range one will do just fine and they’ve had those for decades. I distinctly remember when they took down IAEA cameras, kicked out monitors and basically told them to go to hell. That goes to Bush days if not longer. If anything, getting Iran to use up it’s supply of drones and such keeps them out of Russian hands as they were a large supplier of them. But yes, Russia is a bigger threat; they have a different way of presenting their “reunification” plans. USSR (I still refer to it as such since they keep showing that ideology never ended) doesn’t need to launch a nuke. They just slowly strangle their enemies and erase their existence. Or push them out windows.

What is Wilson doing about this problem other than saying it’s someone else’s problem. Housing is a local and state issue. Not federal. This county and this state need to deal with it instead of trying to pass the buck.
Maybe the county could set up a collection point where people who think we the tax payers are responsible for others housing needs could donate their money to fund this loss. Since 2019, California has spent about $24 billion on homelessness initiatives. However, despite this significant investment, the number of homeless individuals in the state has increased by approximately 30,000 during that time. It’s Not the Trump admin. that’s wasting all the money and has No account of where it’s going. Why give California federal subsidies when Newscum and his cronies continue to waste Billions of $$$ on who knows what?

One analogy might be “The Lottery” in California. How much does that bring in? Wasn’t it supposed to go to the schools and pupils? What’s the status of the education of children now days? Not really. Lots of Americans pay no income taxes at all. And some get more money from a tax retrurn than they owe in taxes thanks to refundable rax credits. About 40% of all households don’t pay taxes at all. Those people hardly ever whine about paying taxes. Just whine about those who complain about what taxes they pay.

Stop with the massive waste of taxpayer dollars with recreation, new city parks with unpronounceable names, the zoo (Skywalk boondoggle), etc. and perhaps a few dozen community elders might be housed. The government gave Calif enough to give every homeless person in the state almost 14,000 dollars. Newsome and the calif demo are living high on that money. However you will blame Trump because you are a stupid sob.

Come on the country could of spend the money in the right way and the rent in Eureka is so high now that you would have to have a roommate in a studio apartment why would they keep jacking up the rent and what about all the apartments they are building they are not low income so they built them to jack up properly value to get a loan on that building to invest in something else that what they did and they helped some people 5 and 6 times so if you look at the paperwork that the country has you’ll see they could of done it differently to sustain the program but people came here got rich and went home that what happened. So how they are saying they don’t have control over the situation yes they did and they could of model thier program after some of the most successful one and didn’t. So how did they help the homeless or houseless population again to temporarily house them that’s not help that a pause so you pause the homeless problem in Eureka this is a pattern That they do look at the data it shows the patterns .
