Four Sentenced to State Prison From Mendocino County Superior Court
Press release from Mendocino County District Attorney’s Office:
Four felony-level defendants were sentenced this week in the Mendocino County Superior Court to state prison.
The men are now in the queue at the Mendocino County Jail awaiting a decision by California Department of Corrections authorities to resume processing new inmates at state prisons.
Joseph Hart
The felons sentenced this week were:
Joseph Phillip Hart, 46. He was living in the Spy Rock area of northern Mendocino County when arrested. Hart was sentenced Friday to five year in state prison after he was convicted by a jury of assault with a knife, a felony. The defendant’s base sentence of 36 months was doubled because he admitted to having a prior Strike conviction.
Tylor Ulugalu
Tylor Lauvale Ulugalu, 23, of Ukiah was sentenced Friday to five years in state prison after entering a guilty plea of unlawful sexual intercourse with a minor under the age of 16 years, a felony. The defendant’s base sentence of 36 months was doubled because he admitted having a prior Strike conviction.
Randolph Paul Bisson
Randolph Paul Bisson, 65, of Covelo was sentenced Thursday to 13 years in state prison following his conviction by plea for assault with a firearm, a felony, and an admission that he personally used the firearm in the commission of the crime. The conviction is defined as a violent felony so any credits he may earn towards early release is limited to no more than 15% of the overall sentence.
Joel Jesus Ramos
Joel Jesus Ramos, 39, of Hopland was sentenced Wednesday to 24 months in state prison following his unsuccessful performance on supervised probation. The defendant was convicted by plea in May 2018 of vehicle theft and receiving stolen property (a motor vehicle), both felonies.

That is absolutely not true. SB 145 changes nothing with laws about vaginal penetration with a minor. “SB 145 would not legalize pedophilia. It would only give judges expanded discretion to determine whether an adult must register as a sex offender. Under current law, judges can make that decision in cases of voluntary, but illegal, vaginal sex with a minor age 14 to 17 and an adult within 10 years of the minor’s age. I stand corrected on the details. I still think all pedophiles should not only have to register as sex offenders but that they should also be punished to the fullest extent of the law. Preying on children is despicable and should have consequences.
The idea is that a judge has the discretion to see that a 19-year-old having sex with a 16-year-old is not the same as a 60-year-old having sex with a 13-year-old.
Mr. Ulugalu is 23 (although possibly younger when he raped the child). The child he raped was not yet 16.

I don’t care if they are “born that way”, or about any other “reason” offered. I think it’s important to have clear lines with regard to actions that are never acceptable. Raping children is a perfect example.
Kym isn’t defending this person, she is referring to the situations when a 16 year old is dating a 19 year old and they get convicted of statutory rape and life ‘sex offender’ registration.

When do they serve the sentenced amount of time? When with his first conviction, only served 85% of sentence minus time served awaiting sentencing. He was out in 2yrs. They said he would do it again. They were right. This time he should serve FULL sentence. He ruined 3 families lives the first time. How many more lives is he allowed to ruin!!

It should be catch and release. Taxpayers shouldn’t be on the hook for so many years of jailing for such petty vehicle theft offenses. I wonder if you commenters would still be so judgy if it was your $100,000 tax dollars paying for this small timers incarceration bill. This is why America is so broke. We think that more costly jail time will solve our problems when it just makes them worse. Putting people in cages makes them go insane. After 50 or so years of this, everyone is looking around, wondering why the world has gone mad and broke..
So when your car is stolen and stripped and all your wallets contents gone, you would advocate the perp should be let go with a ticket. Nice, people should just start grabbing any old car instead of walking home. Wait, that what they do in Humboldt already, its only catch and release.

He was raised right and knew right from wrong. He had rules and when he did wrong he was disciplined. He was never beaten nor physically or mentally. Tylor is sick in the head and in his own words said I don’t see what I did wrong and don’t think I should be in trouble so stop blowing it out of proportion. What he did the first time was horrific. There were several victims under the age of 10 years old. The judge said that they would not destroy Tylors life by charging him for all the victims because he still had his hole life in front of him. When he does is again the courts will then give him the full harsh punishment for his actions. (Not if he does it again but when he does) The court system is what let us down and look he did it again. It will continue because he will never see he has done anything wrong. He is a mastermind manipulator of the worst kind ( quoted in the report from his psychiatric evaluation for the first sentencing). Just saying what he is capable of doing haunts me to the core.
