Will Rio Dell’s Cannabis-Friendly Business Park Pay Off Economically for That Community?
While the majority of California’s municipalities are not allowing commercial cannabis activity (see Marijuana Business Times coverage from Feb. 18), the City of Rio Dell is letting cannabis businesses go big in the industrial area along Highway 101 across the river from downtown.
Rio Dell even created a cannabis-themed logo for its Humboldt Rio Dell Business Park, as this stretch is now called. Although the zoning is in this area is not exclusive to cannabis, Rio Dell City Manager Kyle Knopp says via email, “At the moment, the cannabis industry is the primary investor in the park.”
There are some large projects going in, multi-faceted developments that include both volatile and non-volatile manufacturing, processing and packaging, greenhouse and indoor cultivation, nurseries, distribution facilities and a cannabis testing laboratory. Once realized, this business park will be a major industry hub in Humboldt County, and Knopp says there are even more projects currently in early stages of development.

Toward the end of February, I was able to visit both the Humboldt Brand facility at the northern end of the business park and Developer Glenn White’s complex just south. The proprietors told me a bit about their business models and development plans, and about their experiences working with the City of Rio Dell.
The Humboldt Brand facility is located at the former Moore Fuel parcel, and will soon house volatile manufacturing, processing and a nursery. The distribution arm of the business is up and running now at this location.
Humboldt Brand CEO Reuven Sherr and COO Bonnie Sherr say it’s been “fantastic” to work with the City of Rio Dell on this project. They are impressed with city staff’s professionalism, with the timeliness of their work and with their availability for answering questions.
“Everybody that we’ve had to deal with has been really supportive,” Bonnie Sherr adds. The Sherrs considered other options for their Humboldt Brand headquarters, but this particular location came with a level of certainty not available at other sites. “We knew we would be able to get the permits here — Rio Dell approved this area for cannabis.”
Humboldt Brand has been operating as a consulting business out of an office in Garberville, assisting their co-op of farmers with all facets of permitting, including agricultural consulting. They will continue to provide consulting services at the new facility, in addition to their licensed operations.
“What we saw is that no one is going to make it in this industry by themselves,” says Bonnie Sherr. “Our goal is to work with everyone in here to try and be powerhouse of Northern California,” Reuven Sherr adds. “We have to band together.”
The industry has changed dramatically, Reuven Sherr continues. Between lab testing requirements, having to set up payroll for employees, licensing fees and the application process – the new legal era can be a lot for any one farmer to handle.
Humboldt Brand helps farmers determine exactly what they need to do to have efficient business operations and to make sure all of their proverbial ducks are in a row. Planning ahead is essential, Bonnie Sherr says, like never before.
For example, before planting, they consult with farmers on workflow objectives and prudent strain selections by asking questions like, “Is it just going to be an oil field and you don’t need that many employees?” “Or, do you really want it jarred up?”
With their new facility, they hope to ensure prosperity for their cooperative of farmers in the new legal market by not only providing clones, processing, manufacturing, packaging and distribution for clients, but also through continuing to offer support for brand and business development.
Humboldt Brand also has plans to give back to the community: 1% of profits are earmarked for Southern Humboldt youth sports programs. They will also do profit sharing for employees and for farmers involved in getting the business off the ground.

Just south of the Humboldt Brand facility, Developer Glenn White’s five-acre parcel will house three new buildings. The first is nearing completion and will have a testing laboratory, a manufacturing facility and a distribution business. Another of the three buildings will house cannabis-complementary businesses including a health spa, a retail clothing shop and a coffee bistro.
White purchased this parcel back in 2015, foreseeing the state’s nearing legalization of recreational cannabis and the potential for industry in this location. Once California did legalize at the end of 2016, he started to advocate for the allowance of cannabis industry in the business park.
He says that in the very beginning, Rio Dell leadership really had to give it some thought – the decision to allow cannabis industry in this sector was not instantaneous. White says he made good faith efforts to educate the city council on the potential benefits of allowing regulated cannabis businesses in town. He also underscored the value of a legal regulated market to consumers.
“Eventually they turned the corner and said we want to zone this area for cannabis development,” and White was ready to go. All along, his vision for this parcel was a complex of some sort, incorporating retail and industry services. White has been involved with the industry “for a long time.” He bought a ranch here in the 80s, and was growing back in the day. Over the years, he’s had a lot of first hand experience assessing the quality of cannabis from all over the state. He asserts that the best comes from the Emerald Triangle, even now in the new regulated market.
The biggest hurdle in the here-and-now, White says, is to educate the consumers in SoCal as to the difference in product, to reach consumers that buy cannabis without giving a thought to the source.
To create demand for Emerald Triangle sun-grown products, consumers must choose to support small-scale organic farmers, as opposed to industrial mega-grows. When there is demand for local legal product down south, there will be money flowing back here to the farmers.
White is co-owner of the Humboldt Live Resin volatile manufacturing business and the Emerald County Statewide distribution company, both of which are operational now in temporary locations on-site. These businesses will move into the new building when it is ready to go. And, White says, on-site testing services will be available in the next 6-8 weeks.
For a sample of the style of marketing language Humboldt Live Resin uses, here is an excerpt from the mission statement on the informational sheet they distributed at the recent Humboldt County Growers Alliance Seed to Sale conference:
“Our mission is to transform plants into exceptional concentrate that truly highlights the hard work, generational expertise and strain diversity that makes Humboldt cannabis world famous.”
Humboldt Live Resin offers “fresh frozen” extraction services, meaning they can freeze cannabis at the farm as soon as plants are taken down, then store the cannabis frozen until they extract. This process makes things easy for farmers, White says, because they don’t have to dry, store, process and market their crops.
Norms are shifting for cannabis farmers; fresh frozen is one example of how — in some cases — the days of trimmers are no more. The high demand for concentrates in the legal market is driving this particular shift. Developers like White and business people like Reuven and Bonnie Sherr are paving the way for farmers to adapt.

Time will tell exactly how Rio Dell will benefit from embracing cannabis industry. But one thing is for sure: The city needs money.
Cannabis tax revenues for Rio Dell are general purpose funds, appropriated at the sole discretion of the City County. Some of these revenues could go toward Rio Dell’s shoddy roads, as state grants and allotments just aren’t cutting it. “Streets in Rio Dell need to be subsidized with local funds if the conditions are to improve,” Knopp says.
Or, cannabis tax revenues could go toward the expense of the city’s police force, as more than 60% of its general funds go this way already.
Ultimately though, a key component of any cannabis revenue taken in will be to invest in methods to diversify Rio Dell’s economy.
“Rio Dell’s condition today is largely a result of being dependent on one specific industry, timber.” Knopp says. “We need to look at cannabis as a means to an end,” he continues, a path toward a more diversified and stable economy and sustainable quality of life.
Such diversification and stabilization can be accomplished in many ways, but right now the city is focused on bringing the business park across the finish line.
“We want to turn Rio Dell into a success story where the catalyst of the story is the cannabis industry,” Knopp says. “A couple years from now, we want that New York Times article discussing how legalization has reshaped this small California town for the good… It’s very doable here in Rio Dell. Its mutually beneficial, and it doesn’t hurt that our business park has the best location in the heart of the Emerald Triangle.”
The broader community is certainly watching with interest. Perhaps Rio Dell’s warm welcome to the industry and possible success will sway neighboring municipalities or even other cities and counties in the state toward embracing cannabis commerce as well.

The concentrate market is good now, but this isn’t the only business that is producing/going to be producing live resin. Over production of concentrates will become a thing eventually, margins will become razor thin due to over taxation and regulation, and the smaller folks will fold or be bought out by bigger corporate folks. I heard that the ‘Rotational Molding’ tank business, in that biz park, was now converting/ed to a cannabis processing facility too. Is that right?
I bought water tanks from them in part due to they are local, meaning, meeting local needs, less hauling and more money into the local economy. Also their delivery charges and prices were very competitive, so hope that biz stays in the area.
The tank business was sold to a large central valley tank company.
I believe that end is in a flood plane, it is also for sale.

Only problem was it was a strategic plan to defraud you of your capital as a “member” while skirting SEC regulations on raising capital from non-accredited investors. They in turn used your capital (multipled by the other suckers) to acquire/secure the assets to complete their business plan. Totally classic. PK FARMS has two legal grows. One in Humboldt and one in Mendo..PK FARMS is developing our Cannabis site thru PMD HOMES, INC. company my Husband, Glenn White has owned for over 25 years. He mostly completes high end developments on the Southern Coastlines. Currently he is involved with two projects-One on the Malibu Coast and the Rio Dell Project which has been a “challenge” to say the least. When we bought the property we were assured we would have power within 6 months..As of to date, there is still NO power and we had to spend over $700,000 to put a water line in ourselves to get water to our property and other future business owners.
Pretty hard to “finish” our building without PG&E POWER we’ve waited for for over TWO YEARS..We had to install a $724,000 water line ourselves for the City of Rio Dell and future business owners so they do not have endure the HUGE Hurdles PK Farms is struggling through. Could you finish building your house without Power or water? We were promised PG&E power within six months of buying our property!! It’s going o TWO YEARS, now!! Do you think we like our building “rotting away”, because everything is done on “Humboldt Time”?…

Yep. The list of local legal, permitted growers who refuse to do business with them already includes everyone I’ve spoken to. They made too many promises to the growers before they were ready to do business, and cancelled too many supply orders.
Everyone that consumes cannabis is some form should be exercising their right to grow 6 plants. Screw paying crazy high prices for subpar product. Grow your own!

Just finished reading article about corporate animal farms, and how “farming” will be a guy in an office running a tractor thru computers.. how wealth was consolidated and now family farms are very very few..
It says in the Article, that this enterprise will only generate like 20 jobs.. and I bet 15 will be like $12/hr..
Considering there are like something like 20’000 farms in the area, employing at least 2 or more people, and usually at higher wages, this is hardly a replacement for the many jobs and farms led to the slaughter by “legalization”..
but, it is interesting that they are also a distributor, and oil producer..
It is possible that Cannabis farming could remain more Autonomous, because the government is not “supplementing” the competition, like in big soy farming.. but then again.. they kind of are, by asking exorbitant fees from smaller farmers, and giving easier passes to big farms.. and overproducing the market.. criminalizing the competition.. and catering to people with deep pockets?…
Actually, one can freeze thier own crop with a freeze dryer, as long as it’s done a day or two after harvest.. the terpinens will still be preserved.. however, I am conflicted about this whole freeze dried thing… isn’t the idea to let the Chlorophyll break down and converted to sugars? JMO..

I was just making sure that who ever bought it did their due diligence so they would be able to get bank loans or sell it some day. a cash sale means sellers can unload contaminated property because there is no bank involved requiring subsurface environmental testing before lending. i’m not a grower nor did I know who bought it. but I do know the history of the property.

you sound jealous. You are wrong. We did not “sell out”, we simply have put the effort into to go legal and tried to help our fellow farmers in the legal, multi Billion dollar industry in CA. Instead of being to lazy to get legal, we put in the time and effort to comply with Ca law to be able to sell our products to the CA people who want legal, clean cannabis products that dispensary’s offer the public. Humboldt farmers could be involved in this legal industry and make more than they ever did..It’s just that you had to do what any other “legal” company has to do, COMPLY with what the county required of all legal farms and there are MANY in Humboldt going strong. We had hoped to help other get into the stores throughout Ca with their brand. We are currently in 284 dispensaries and growing strong… Anyone of you “Whining” about how the “legal farms, stole your life” need to get a life, get off their asses and comply. We can then get your product on the legal market where you can proudly get paid by a check and not hiding cash and worrying about getting robbed by some meth head or thief in the night. Not all you read is just BS or Jealousy. You might learn something from between the sneers if you can get the hair on the back of your neck down. You could consider how many not so lazy farmers are out there in this community who have opinions and reasons beyond your perspective that you know little about – you might be creating enemies with your quick fingers. You are in a lot of stores and experiencing successes while others are struggling, many clearly more than you? You assume that the only reaction would be jealousy? When a community watches all of what they have worked for and loved changing, you think all their voices boil down to jealousy? Do you have enough compassion to tame your emotional reactivity, understand that a broad audience is reading your comments and realize that not all comments are so juvenile or half baked that they don’t have value (even if they are hard to hear)? Assuming ignorance might have you underestimating your audience/community/clientele/competition. And insulting them.

Me too. We are a local farm that tried to help our neighbors and friends and look at the slander by all of these Jealous, lazy assholes who have nothing better to do but spread complete, fabricated lies..
Glenn white took over the water line and promised to do the job at market rate or better to speed up the process and save everyone money in the park. However there were separate bids by local contractors for around 400-500 thousand. Glenn does the job then tries to charge and outrageous, inflated fee. Also it has come to my attention he doesn’t even possess the right license to complete water lines involving moving soil. Everyone in the park is becoming aware of this scam job and hopefully nobody will have to pay him a dime for his bs!!!

The “original bids” from 1 other contractor DID NOT include the 10″ pipe, which costs thousands MORE to install, Fire Hydrants or any of the other requirements RIO DELL wanted plus other costs that had to be taken care of for the city of Rio Dell.. Matter a fact, you need to go to the city and compare the “bids” you speak of, talk with the city council who KNOW the EXTRA work that had to be completed that the other “humboldt” bid FAILED to include in their bid..lol!! All LIcenses are on FILE, correct and YES Glenn White has every License that was needed to do the water line, which include, “Moving Soil”, “Water Lines”, ect.. The City has ALL copies of everything completed and signed off on the project, Where do you get your info? Are you just pulling it out of your ASS? Please explain to a Licensed Contractor, what the difference between a General B and an Engineering A type license is. Your husband has a B License. This does not qualify one to install city infrastructure. End of discussion. Be lucky you haven’t been reported to the State Contractor’s board. YET!!! Still could be. I’d reconsider the fee you’re asking to be reimbursed for installation.

It’s well and good that Rio Dell is trying to get this going. But it’s not a guaranteed thing. I’m cautiously optimistic.
It appears Mrs. White has quite a lot of time on her hands for making such lousy commentarys. ‘PK Farms’ is a perfect example why cannabis should stay in the hills. Nobody wants to look at your big box of weed.. Personally, I like the cows, horses and corn driving up to Arcata.. And I like Humboldt Creamery… Personally, I like Cannabis farms.. but honestly, I don’t really like to see them from the road. And I really do not like to see “prisons of weed”.. I actually liked the Idea of a on-site Canno spa, that is the kind of direction I would like to see the county go in.. We will be filing a complaint with the CSLB against PMD this week. Our case is very complicated so I’ll try to stick to just the facts. My grandmother and grandfather divorced after 55 years of marriage. During their 55 years of marriage, they built a sizable estate, through investing in mobile-home parks, as well as development of multiple apartment buildings. During the divorce proceedings, it was determined that a few of their properties were to remain jointly owned. One of these properties was a mobile home park on the Pacific Coast Highway in Pacific Palisades, which had pending litigation due to a landslide which rendered a few of the mobile homes uninhabitable by The HCD (Who is responsible for governing mobile home parks). Because my grandfather was the one responsible for the day to day operations prior to the divorce, the judge let him continue to manage the park against my grandmother’s wishes. Shortly after their divorce, the antics began. The first being the hiring of Glenn White to remedy the landslide. The whole thing didn’t seem right from the beginning , non the less, we didn’t have much say in the situation. My grandfather tried to illegally create a joint venture with Glenn White, giving him a 50% stake of the mobile home park which was never disclosed to us. We hired an engineer to come in to analyze and estimate the cost of the retro-fit required to stabilize the hill side, which was $1.3-$1.5 million. Glen White’s original proposal came in at $1.45 million. I say proposal because there was no contract. To date, Glenn White has invoiced 8 million dollars. Me. White originally told us the job would take about 6 months to complete. It is still not completed after 4 years. I was asked by my grandmother to help her investigate this issue. Not long after I started to investigate, I discovered that Glenn White and PMD only held a B license, from what I understand grading and infrastructure require a A license. All of the work on the job was grading and infrastructure. I was not surprised to find this post which appears to be Glenn’s MO. I also noticed that he recently said at a city council meeting in Rio Dell, he did in fact, have an A license, which is a complete lie. He has admitted to our legal counsel that he does not hold an A license and that he was not required to hold an A license because “the work was completed on private property”. I was surprised that he wasn’t able to come up with a more believable lie but I guess I gave him to much credit. We will be filing a complaint with the CSLB this week and I’m curious if any other complaints have been filed. I know how he was able to obtain permits in our case but I’m dumbfounded how he was able to in Rio Dell especially for a public works contact, unless he knows someone involved with issuing permits at City Hall.
