Cold Case – HSU Student Found Strangled and Raped in a Case That May Have Been the Work of a Serial Killer

In the fall of 1975, the murder of a San Diego woman enrolled at Humboldt State University, preceded three other similar deaths in Humboldt County that would occur over the next nine months. Four women’s bodies were found within those nine months, strangled and raped. Law enforcement and the public speculated whether the deaths were the result of a serial killer. To date, the homicides remain unsolved, their similarities unmistakable but not definitively proven to be the work of only one perpetrator. 

Over the course of the next few weeks, we at RHBB, will be covering these cold cases individually. We will then take an in-depth look at any similarities or differences as well as possible suspects.

Janet Lee Bowman - cold case

Janet Lee Bowman

The partially disrobed body of Janet Lee Bowman, 19, was found in brush off the side of Highway 299, near the Korbel weigh station, east of Blue Lake on October 6th, 1975. Almost forty-seven years after her death, her murder remains unsolved.

On the morning of October 6th, around 11:30 a.m., the Humboldt County Sheriff’s Office (HCSO) received a letter from an anonymous witness who had discovered the body but did not want to be involved in the case. The letter, postmarked on Saturday, October 4th, gave the HCSO directions to Bowman’s body that was found partially disrobed, hidden in a bush off in the Demonstration Forest. HCSO’s Lieutenant Roy Simmons said that the anonymous tipster was not suspected in the crime.

According to the San Rafael Independent Journal, Bowman graduated from Rohnert Park Rancho Cotate High School in 1974 before enrolling at Humboldt State University (HSU) in Arcata. The 5’2″, 95-pound Bowman, lived in Arcata during her freshman year at HSU. After completing her freshman year in the spring, Bowman had spent her summer in San Diego with her mother Nancy Bowman who had moved to Southern California after Janet graduated high school.

Bowman returned to Humboldt County on September 20th, 1975, to enroll in classes for her sophomore year at HSU. Upon her return, she rented a one-bedroom apartment on Pigeon Point Road in Eureka.

The petite Bowman did not own a vehicle and was known to frequently hitchhike to get around. The middle child of John and Nancy Bowman was last seen on the morning of September 30th, at the Welfare Office in Eureka. Witnesses said that she was attempting to hitchhike back to her apartment on Pigeon Point Road.

A missing person’s report was filed for Bowman on October 3rd after her friends noticed she had not attended any of her classes that week.

Lt. Simmons said that Bowman’s friends told detectives that Bowman did not have a boyfriend and did not date. They stated that she was very shy.

After the anonymous letter led to the discovery of Bowman’s body, HCSO told the media that there were no wounds visible on the body other than bruising on Bowman’s face and throat. A subsequent autopsy revealed that she had been strangled and probably raped. Later articles classified her death as rape and strangulation even though the original news reports did not definitively confirm the rape.

Investigators asked for the public’s help in determining if anyone had witnessed Bowman getting into a vehicle, suspecting that she was murdered by whoever had picked her up hitchhiking.

Also of interest to investigators were the clothing items belonging to the victim that were not located where her body was found. Bowman was last seen wearing a homemade red skirt with a floral pattern on it over straight-leg blue jeans. She had on a blue down jacket, size 5.5 orange, suede shoes, and had been carrying a Camp Trails brand, green canvas backpack with a zipper pocket and tie strings.

No leads proved fruitful for detectives, leading them to offer a $500 reward for information about the death of Janet Bowman, according to an October 22nd article in the Times-Standard. At the time, HCSO had a Secret Witness Program to provide anonymity by allowing potential witnesses to send information to the HCSO through the mail. Witness accounts were written down including a six-digit code that the letter-writer would include in the correspondence and again at the bottom corner of the letter, which they would then tear off and keep. If the witness account led to the capture of the killer, the HCSO would publish the six-digit code from the letter in the local newspaper, allowing the tipster to collect the reward. However, the reward enticement did not result in any substantial leads.

With the murderer still at large, the Time-Standard printed an opinion piece titled, “Extreme Dangers of Hitchhiking”. The article highlighted the rape and murder of Bowman and the probability that the perpetrator was someone that had picked the student up while hitchhiking. The paper stated that over fifteen female hitchhikers had been raped or sexually assaulted from 1974 to 1975. A different article stated that the number was over twenty.

Janet Lee Bowman, the granddaughter of Reverend Illion T. Jones, baptized at the age of five, was laid to rest just seventeen days after she returned to Humboldt County. Her life was snuffed out by a killer that has never had to answer for her murder. She was just 19 years old at the time of her death.

HCSO asks that if anyone has information to share about this case, “please contact our Crime Tip Line at 707-268-2539, submit information using our Online Crime Tip Form, or email [email protected]. Please reference the case number associated with the case when reporting information.” The case number for the death of Janet Lee Bowman is 197509543.

I wonder which, if any, students from South Fork High School, ended up attending HSU around 1975? Or even CR as there was some interaction, maybe, between schools
for things like soccer classes, etc.

As I recall hearing, I believe, Sherri Smith would also sometimes hitchhike…

I believe Sherri Smith was found on the John Annibels’s property, whom was accused of being a serial killer out of Mendocino Co.

(Once again) I ask if forensics can be take DNA from the victim’s clothing supposed to be held in evidence locker? The bruising on her neck; did they take photo graphs? The location of the body in reference to other disposed of bodies? The other victims; is there a link of hitch hike pick up, age, color of hair etc besides just being female to other victims? Is this stuff available?

I think this stuff is available in other counties. I was once informed “This isn’t CSI lady!” when I inquired about fingerprinting to an HCSO officer. I was also told that a BOLO had been put out for the main suspect in my friend’s disappearance. The cops didn’t even go to his residence to try to talk to him. A detective from another area who specializes in cold cases or even just homicides with access to a forensic team and a video crew could probably make a ton of money with a true crime series and solve a lot of local murders.

If The police department spent money on forensics and testing machines instead of Lil bomb robots to blow up innocent purses and backpacks we would get results a lot quicker than sending them to Sacramento or Washington DC.

Tragic….
But with all the new forensic technology available these days a surprising number of these cold cases do get solved. Hope all available resources are being used. These news stories are a good reminder to local and state authorities to never give up, and that these women are not forgotten,,,,

That was Wayne Adam Ford. He turned them in to EPD, I believe. He sits on death row in San Quentin.

He lived in the cabins behind the ocean grove bar in Trinidad. My brother was a dishwasher there and constantly told me how he was spooky and evil. I always thought he was exaggerating.

If MEN disproportionately were habitually victimized, kidnapped , raped ,tortured , murdered and discarded by WOMEN law enforcement would not have the backlog of cold and unsolved cases and the punishments would actually fit the offense.

It’s a real preDICKament.

if it were men who had their bodies taken from them in such a depraved and vile manner- there wouldn’t be backlogs of rape kits. There wouldn’t be rapists walking on parole. There wouldn’t be pedophiles on the streets. Men are victims of other men too- it’s not just women. Someone needs to hold them accountable and it sure as heck isn’t our government. So stand with us or stand against us. We don’t need anyone who doubts our pleas for help as weakness. We need men who are willing to fight against the state of this society.
Unfortunately, there’s men like you who stand in our way. Cowardice runs deep in men who fear women and do not support them. Women are brave for walking out of their front door- when was the last time you did something valiant?

I agree no person male female black white young or old. Shd be raped tortured mistreated or abused. My wife and i lost a child to this very crime 10 yrs ago. But please do not lump all men in general together And realise along with evil hate filled men in this world are evil hate filled women. rape murder and torture have been around for millenia. If you find a person male or female guilty of these crimes after a fair trial i wd happily place the noose around their neck. As for me i respect and honor all men women completely until their behavior warrents otherwise. I hope you can forgive whoever hurt you and enjoy the peace that follows

I am so sorry for your loss. I can’t even begin to imagine the strength it would take to experience this. Sending my prayers to you and your loved ones. I was lucky and escaped my attack with my life. I never got justice, maybe that’s why I’m angry. I wouldn’t wish that sort of thing on my worst enemy. It kills pieces of your spirit. And I truly believe most men who commit violence were victims themselves.

For the record, I do not hate men at all, I just wish that men would stand up against the ones that ignore the issue and take it as hating men. That isn’t it.

We hate the violence this society continues to not protect us from. We hate that even if we are raped, it doesn’t matter. We are called men haters, mocked and demeaned. Men who ignore the issue are not on our side and that’s it.

So I say it again- if men were the victims of these attacks they would want to fight the system. They would want to rip the innards out of the beast that is our judicial system and rebuild. They would be angry, like us.
They would want better for the children to come.

I’m not so sure. Lots of guys have disappeared around here also and presumably dead. It might be that locally our sheriff just doesn’t bother much with these things. Nationally we are finally dealing with domestic violence in a serious way. Many guys who commit domestic violence go on to murder women and that link is finally being made. I hate to say this because you might think I’m just another asshole guy telling you what to do but…Do not let your anger and hate pull you into trivial fights on the internet. Keep pushing for justice. You might be surprised to learn there are a lot of decent men who also see it the way you do and support equal treatment for women. We are evolving culturally, finally and I don’t know anybody who doesn’t want this depraved murderer caught. Even my machismo friends know that they are supposed to protect women, not hurt them…

Janet Lee Bowman bears a striking resemblance to one of Rodney Alcala’s unidentified pictures, (found via Wikipedia), only some of which could be released to the public), a now deceased, convicted serial killer, whose coast to coast crime spree involved this time period, and was also known as “The Dating Game Killer”.

I just made this association with one of Alcala’s pictures and it’s similarity to the picture of Ms. Bowman.

It may warrant further investigation.

Rape and strangulation was his M.O.,
Or well, for sure, one of his M.O.’s, was.

Same, EXACT, curl on her right shoulder, if you’ll notice.

I think you are on to something. This is why it is good to revisit these cases. It is a form of crowd sourcing. This guest happened to have seen something! Seems worth passing on to the tip line. Isn’t Acala still alive, and fairly recently incarcerated? It might be a slow grind, but some Law agency could set him down and try to get more information or maybe a confession..

Rodney Alcala is dead.

The only advantages, it would seem, to connect the two, would be to remove this case from the cold case file, and to provide some assurances to the Public, and the family, that in this case, if their truly is a link, that this particular suspect, is no longer a threat.

Alcala was a photographer…

Law enforcement could compare some of his photos that could not be released to the public, with any other photos of Ms Bowman, including any from the scene that she was found.

I wonder where the photo provided in this article came from?

It looks like a school photo? or maybe DMV?

And the time frame?…

Alcala lived in So Cal for a time.

Ms. Bowmans mother lived in San Diego for a time.

Looks like Acala was in prison then. He was paroled in 74, but wikipedia says he was rearrested two months later, and jailed until ’77…

Said he was released after 2 years in 1977 unless he was held without bail from the time he was arrested in 1974, that doesn’t add up. Could he have been out on bail in late Sept 1975?

Seems doubtful.

But another thing that I noticed is that Ms. Bowman is wearing what appears to be “a gold ball earring”, in the picture in this article.

Coincidentally, Alcala kept earrings as trophies, and was wearing at least one gold ball earring on his “dating game
appearance”, in 1978, this was brought up during one of his trials where one mother claimed that a gold ball earring found with Alcala belonged to her daughter. But she was murdered after Alcala’s 1978 game show appearance.

What I’m saying is, “if” he was free during the time of Ms. Bowman’s
murder, (which would have been between his arrest and his eventual conviction”, (a big “if”), he could have gotten the gold ball earring, that she is wearing in the above photo, from her.

“Hat tip”, for noticing that he appears to have been in jail at the time, or at least, her death occurred between the time that he was had been arrested in 1974, and the time time he was released in 1977.

I didn’t catch that.

He would have had to have been out on bail after his 1974 arrest, at the time of Ms. Bowmans murder, and then eventually stood trial, been convicted, sentenced and then incarcerated for the crime he was previously arrested for.

I applaud Kym for her project of publicizing Humboldt’s cold case murders. There is no statute of limitations for murder. There should be no end to the search for the murderers.
