Humboldt County Applauds Governor Newsom’s Regulations on Intoxicating Hemp
Press release from the County of Humboldt:
Governor Gavin Newsom today issued proposed emergency regulations to protect youth from the adverse health effects of dangerous hemp products. The products contain intoxicating levels of THC and do not go through the highly regulated cannabis environment, and are sold across the state, especially beverages and food products. Humboldt County officials today supported these regulations and look forward to working with the legislature, stakeholders and the Governor on a more permanent solution.
Rex Bohn, Humboldt County First District Supervisor:
“Hemp was never meant to intoxicate. That is why the state went through years and years of hard work, thousands of hours and meetings with every agency and stakeholder under the sun to develop a thorough program to regulate the intoxicating nature of THC through cannabis. Allowing companies to bring in intoxicating hemp products across state lines, and potentially internationally, flies in the face of everything we have done in Humboldt and throughout California to get this right. The emergency regulations announced today are a good first step towards a more comprehensive solution.”

Our cannabis cultivators and everybody involved in the supply chain have to satisfy so many regulations, to protect the public health, environmental impacts, and they do it at incredibly significant costs. Humboldt County has worked very hard for years to make sure THC and cannabis is brought to market in a way that is acceptable to the people of Humboldt and California. We cannot allow hemp to simply skirt the rules for financial gain.”

“From seed to sale, the lack of parity in regulation between hemp and cannabis has become completely untenable. While only the federal legalization of cannabis can truly solve these problems, we applaud the Governor for taking a meaningful step forward to close intoxicating hemp loopholes and move towards a more rational cannabis policy.”
While the regulations take effect upon approval of the Office of Administrative Law, the state legislature would need to develop law to deal with this issue long-term.
To that end, the Humboldt County Board of Supervisors on Aug. 13 issued a letter opposing unless amended a bill that would have created a parity issue for state-licensed cannabis farmers by allowing incorporation of high-THC hemp products and cannabinoids into the licensed supply chain. The letter states “The sales of high-THC hemp products at licensed cannabis dispensaries sourced from anywhere in the U.S. when significant regulatory discrepancies exist between hemp and cannabis cultivation places thousands of small California businesses (cannabis farmers) and particularly those in Humboldt County at a competitive [disadvantage]. The Humboldt County Board of Supervisors recognizes the need to address hemp, but this must be accomplished in a manner that respects the regulatory system put in place for cannabis cultivation.”

Pretty sure that means exactly what it’s supposed to. Legal definitions clarified the difference between hemp with a certain low-to-zero amount of THC and cannabis products containing enough THC to intoxicate.
That way growers of the (basically same) plant for its fiber or seed (hemp) were immune from the restrictions placed on growers who so treated the plant as to produce intoxicating weed (marijuana).
So yeah– hemp was never meant to intoxicate. “Smoking the rope” is just a silly expression… if you’ve ever smoked, say, fan leaf from male plants, you might get an idea of how useless non-THC weed is for getting high.

California cannabis regulators issued mandatory recalls Aug. 29 for two more West Coast Cure (WCC) products after state laboratory testing detected the presence of chlorfenapyr, a deadly pesticide, according to the Department of Cannabis Control (DCC).
WCC products are manufactured under the legal business name of Los Angeles-based licensee Shield Management Group LCC.
The WCC products recalled Aug. 29 include:
A “CUREpen premium THC oil” vape cartridge (Batch No.: VPPL234378 | UID No.: 1A4060300009222000010378) that was sold on or after Sept. 14, 2023, at 93 licensed dispensaries in 25 counties; and
A “live resin diamonds” concentrate (Batch No.: MLRDI233057 | UID No.: 1A4060300009222000010957) sold on or after Nov. 2, 2023, at 105 retail locations in 30 counties.
These two recalls come after the DCC issued mandatory recalls July 2 for five WCC vape cartridge products. The department also cited the presence of chlorfenapyr in those recalls.
Unfortunately this ban affects all CBD products. Intoxicating Hemp I completely understand, but this bans CBD and CBN.
It was an over each that should be corrected. Specifically it bans any product between .3
And .0% which is all Hemp. Also products with more than 5 doses. So effectively all the good CBD products out there.

Multiple epigenetic changes associated with cannabis use had previously been linked to things like cellular proliferation, hormone signaling, infections, neurological disorders like schizophrenia and bipolar disorter… and other substance use disorders.
I predict that all Hemp that tests to high THC content will end up on the legal and black market as Cannabis.This will completely distroy prices for the 2024,2025 crop year for Cannabis and no THC Hemp growers will make bank.
It was hilariously sick to read Governor French Laundry Newsom’s press releases. He kept extolling his virtue in “saving children from THC” and CA strict weed regulations. But then why have a completely broken Track-and-Trace program that encourages many permitted mega-grows to sell thousands of pounds on the black market?! And why have a broken system of testing labs that allow pesticide-tainted products to be sold openly in legal dispensaries?! He’s full of bullshit…..
Personally I would have liked to see more small grows permitted ,I realize humboldt has 5000 Sq feet but they should have them for 2500. 5000 is a lot for a true mom and pop show
