NBC Bay Area Takes a Look at the Accusation of Criminal Misconduct by Members of the Mendocino County Sheriff’s Department and CDFW

NBC Bay Area aired a story last night about federal lawsuit alleging corruption in government agencies and law enforcement that we’ve been following for a few years.

Above is the lushly photographed seven plus minute video piece. Below a snippet of what the story is about from their website:

“The lawsuit alleges “hundreds of acts of extortion, theft, and robbery of marijuana, guns and cash” by law enforcement officials from at least four separate agencies, including the Mendocino County Sheriff’s Office, Mendocino County District Attorney’s Office, California Department of Fish and Wildlife, and Rohnert Park Police Department.”

Officer Joe Huffaker and Sgt. Jacy Tatum.

Officer Joe Huffaker and Sgt. Jacy Tatum face federal charges in relation to marijuana theft and coverup of the crime.

Below are links to our articles from the first piece almost four years ago through stories about two officers being federally indicted earlier this year.

How about the legal corporate overlords.

https://www.thedailybeast.com/leaked-document-shows-how-legal-weed-could-go-horribly-wrong?ref=wrap

Funny though now the legal market is 17 Billion. I thought it was 42 Billion. Then it went to 21 Billion. That’s 25 Billion missing from earlier in the year. Is this how the government is gonna launder Trump/Biden bucks via weed.

I still refuse to believe anything about Zeke Flatten’s story… He has managed to turn this into a career, however, and I am concerned about his perception of his place in the universe…

Rohnert Park terminated their relationship with the two officers, paid them handsomely to leave, and settled the case with Flatten primarily after discovering improperly filed paperwork and other sloppy work by Tatum and Jacy, and Flatten got a cool chunk of change as well as a story and the basis to go find others who would tell stories to the FBI.

I believe the former Sheriff, that you would be stupid to commit these crimes, but I am inclined to believe that the “lure of easy money, it’s got a very strong appeal”…

Since Police forces have been corrupt to the core, going back as far as police forces themselves, it’s all not hard to swallow, but, as I said from the first: Let’s see the evidence!

I don’t think anything will be proven by weight of evidence in any of these cases, and while the cases are a little bit sensational, we need to see video, have concrete evidence, not just hearsay.

Flatten is advised to take his money and hold his peace, but I doubt he will… He has a crazy look, and I have to wonder if he has slept lately…

The mendocino agency task force is responsible for teaching the Rohnert park officers this way to conduct there jobs there is plenty of evidence if not they would not have indicted Bruce Smith for his roll in all of this and all his unnamed followers

Not defending anyone here but it should be pointed out, that in fact, Bruce Smith has not been Federally Indicted or yet charged with a crime by the State nor have “his unnamed followers”.
Maybe he and they will be.
We will see.
Same for the “Agency Task Force”, excepting the Rohnert Park cops involved.

Bruce is the subject of a Civil lawsuit, not criminal charges.

I had to break silence for this. Just too tempting.

Why are you concerned about what my perception is of my place in the universe? Is it because I have a crazy look?

Yes, I definitely try to sleep 8 hours per night, eat 4 smaller healthy meals per day and excise 4 to 5 days per week. My last physical came back good bill of health and I have a regular dental cleaning scheduled for January.

I think the train of thought is unhealthy, and maybe you somewhat validated it by giving any answer.
But, good for you!
Sometimes it’s nice to show others that the bulk of the drama lives on their side of the bone, and not out here in reality.

Mr. Flatten,

Thank you for your efforts and courage towards keeping the scales of Justice in balance.

Truly extraordinary.

You remind me of someone that I also have a great deal of respect for.

Warm winds, calm seas, and smooth sailing, Mr. Flatten.

I’m glad that justice prevailed.

[edit] That said, your stories never made any sense…

If you had had a dash cam, photos, or any shred of evidence in the first place, I might have believed at least part of your story…

Rohnert Park paid you off as nuisance relief, and the insurance companies learned an important lesson. As far as sloppy police work, I accept that police officers are tempted by cash and drugs on a nearly daily basis, and even I was pulled over by the CHP during Harvest, on Highway 29 North of Lakeport, in my big Acura, so apparently they could sniff the interior for freshly harvested flower, while I was on my way to work, wearing scrubs, at the hospital…

It is all very suspicious, and, I believe that some marijuana may be stolen and that some cash may have been impounded illegally.

I want to see some evidence, however, and in my opinion, your story was weak, you changed the story materially during the telling, and, your memory appears to embellish details of the story considerably, over time…

You need to move on, but I can see that you have new motives and an evolved mission.

Your health report is your own business, and I hope you are watching your back, and, the way you looked in this news story doesn’t help to convince me of the importance or the veracity or even the overall value of the news item…

The courts decide based on weight of evidence, and I wonder how much more money you can milk from the events that allegedly took place, that night in Hopland or wherever…

1. You have the right to your opinion (and perception).
2. Two police officers are indicted by a federal grand jury and they are looking at 60+ years in federal prison . I think there’s evidence.
3. Rohnert Park is not going to pay out a total of $1.8M for “nuisance relief”.
4. If you go back and read all of Kym’s articles from the beginning (including embedded attachments like statements and police reports) you will see my story didn’t change materially. It did evolve as we learned new information, as every investigation does.
5. I don’t need you to “advise” me on anything. Period. You’re just an armchair quarterback on something that you don’t fully comprehend.
6. You’re right, my health is my business. My answer about my sleep, diet and exercise was sarcasm because you seem worried about the last time I sleep…and obviously other things like where I perceive myself in the universe. Which, by the way you never answered why you are concerned about where I perceive my place in the universe? What the f#@k does does that matter to you?! Worry about yourself dude!

And I absolutely loved the account of you finding a tracking device in your car!

Where the heck are we, anyway, an episode of “Homeland”?

Your entire experience hardly is the stuff of a Raymond Chandler novel, and I have to state categorically that in 10 years of driving 101, working and living on the North Coast, traveling tens of thousands of miles at all hours and in all weather, I have never been pulled over by uniformed or un-uniformed “officers” of any kind, in any vehicle or for any purpose…

Since you told the guys you had a “215” card, (if in fact any of this stuff ever occurred), you opened yourself for abuse… One thing you quickly learn in healthcare: If it looks like a drug addict, acts like a drug addict, walks like a drug addict and talks like a drug addict, well heck, you know what you are dealing with…

Like Hunter S. Thompson always said, “you can turn your back on a person, but you should never turn your back on a drug…”

As long as there are thousands of people growing black market, this shit is gonna happen. I refer to Legallettuce’s graph, above, if you don’t get what I am saying…

Cops in the Triangle have an incredible difficult job to do, and morally straight men have been bent over small and large temptations. I certainly don’t have what it takes to shoot a fleeing man in the back, and my respect for the professional law enforcement component of our society becomes more eroded over time…

But what kind of world should we create? Certainly not one where toddlers are killed in crossfire from gunfights held on the freeway, such as what happened in Oakland last weekend!

Defunding the police, and some other ideas floated by left-ie liberals, probably will be unworkable, but we are supposed to be living in a nation of laws…

You fell outside these laws, by your own accounts, however much the accounts varied, and, your experience comprises many lessons for all of us.

Perhaps you have more education for the masses in store, and if there were no incident to report that night, surely someone else would have eventually gotten these officers terminated…

I would turn to writing fiction, if I were you, as you appear to have a flair for creating a story, and you have learned much about marketing, for personal enrichment looks to be your goal, in the end.

A nice story about being a Transporter… Think about it!

Incidentally, I have read every word, over a period of years, relating to your “case”…

I don’t really believe your story, but the part about charging the officers, well, I will be watching…

There was no trial, in Rohnert Park, and “No Contest” is not the same as admitting guilt, in legal fact… You were paid to drop it, and, that is inarguable…

Picking up your laptop and joining in the commentary is not really a good look for you, and you may not like my comments, but countercommenting doesn’t help opinions of you or your story…

I totally buy the concept of corrupt cops, but it’s not something I was exposed to in my sheltered existence, working in healthcare…

Good luck as you market your fantastic story…

Im surprised you find the story so difficult to believe; police officers drunk on greed and power is nothing new and only starting to become more obvious recently as we record them more. Plenty of good cops out there too, more good than not, and it’s a tough job for sure. Pay them better and you attract a better class of person and they value their job more.
Throw these guys in jail for a long time if they are found guilty, which I am sure they are. We need more rule of law, not less, around here before we completely become a third world county.

Ms Kemp:
I concede that records were inaccurately kept, evidence seized disappeared, and that procedures were not followed properly. The officer’s employment was terminated, and the whole thing absolutely looks like a conspiracy to steal and sell seized marijuana, and divert seized funds..

I already said all that today, and previously, and investigations into crimes allegedly committed by sworn officers and possible conspiracies to divert funds for personal use certainly appear to be appropriate and timely.

I couldn’t believe a darn thing reported in the original article related to Mr Flatten’s experience on Highway 101, and even you might have to admit that the original account was odd, and later retellings were different.

Now, he’s on TV. The story that he found a “tracking device”, and the manner and appearance of this presentation do not lend credence, and, in my opinion, continuing accounts by Mr Flatten are doing the “Cannabis Community” a disservice.

Let us remember that persons who grew marijuana once were all lawbreakers, and at the time of the alleged “traffic stop”, Mr Flatten was technically not within legally allowed parameters of Marijuana Possession, and his accounting of how he was a Cannabis Business Person intending to make “eye drops for horses” was fantastic and pretty ridiculous…

I am happy to study any aspect of this story, and charging these officers with Federal crimes is interesting, but promoting Mr Flatten in any way, is just not something that I am going to consider worthwhile, as appearances indicate that he is only interested in selling his story, and leading people to believe that he was wronged when he was actually in the wrong…

I also can’t seem to remember just where and when he was a “Police Officer”, or why he is not a “Police Officer” any longer…

Mr Flatten’s story smacked untrue from the beginning, what he and you have uncovered has been amazing, and my entire picture of professional law enforcement is forever altered, however, I am not able to assign veracity to his original story, since it has changed significantly over time.

Thank you for your continuing coverage.

And, after re-reading the previous items posted here and the KQED story along with many other coverages of this affair, I conclude that Mr Flatten, who may have been an “investigator” turned “School Security Guard” turned “Cannabis Businessperson” turned “Film Producer”, was, at the time of the alleged “hijacking incident”, a marijuana transporter (whether he felt like one or not) who ran afoul of some very unscrupulous LEO’s.

His protestations and his refusal to give up, assisted by a scrupulous and thorough journalist/blogger, resulted in some scrubbing of the Rohnert Park Police force, and now, some Federal Indictments…

Nice job Zeke, for a guy who wanted to make Dog Treats…

Creator of mountains from molehills, and from the pan to the fire, and for myself, I await some evidence and some judgements.

Mr Flatten tells a story, but what I believe is well documented in this space.

You don’t believe anything? The same cop deposited $450k In his bank account that he can’t prove. Is that a coincidence? Not to the FBI
Also why is a Rohnert park police officer even allowed to pull people over in Mendocino county? It should be illegal.

Thanks for the link to The Beast article. Yes and of course this is what “legalization” looks like and this is where we are headed. It was inevitable from the time everybody blindly voted for the CA “legalization” proposition written by Napster dude. The only question for everybody in the permit game has been ” When do you sell off your assets and run?”. And now we see that the best time to do that for most smaller permit scenes was early this year. Now there is a flood of permitted properties for sale, the values are tanking and there are many more about to jump ship…the seemingly endless stream of suckers is gone and the tax man is licking his chops and ready to pounce, confiscate your assets for your debts owed to the county/state/soon-to-be-feds. It is a game for very very big fish.
Interesting that the article mentions that these Big Weed companies want to hold off international competition once federal “legalization” goes through. I have been pointing out since the CA proposition was written that the federal “legalization” will open us up to international competition. How can anybody in Humboldt compete with the cost-of-production in Mexico, Columbia, China, etc? Well…you can’t! Sell everything NOW and run away you greedrushers! The end game is now in sight, your king is surrounded…maybe a move or two away from checkmate. But hey- at least you will be “safe” and “free”- in the evercomforting arms of your corporate overlords…And the rich get richer and richer

I do hear what you are saying. However, in the end they gotta pay the man. 261 million dollars in California is tough to digest when you only bringing in 21 to 25 million a quarter total for an international multiple State operator. Not gonna pay off those 9.5% interest loans. Then the squeeze comes in cause the product 8 dollar pre-rolls, 240 to 300 tiny bud ounces cannot compete with the street in California.

https://www.google.com/amp/s/www.marketwatch.com/amp/story/cresco-labs-swings-to-a-loss-on-261-million-non-cash-charge-2021-11-11

Now, the one factor you do not have in your equation and we don’t talk much about is “M” Corp, lol. They believe if they take this California (other states as well) strategy and apply it accross the nation then it’s just a matter of time the big boys will implode. Having to use US tender instead of security notes to pay debt to the man is killing the overlords. Throw in 9.5% interest on secured debt and they are easy targets for “M” Corp. I will have you know “M” Corps forward looking statement is very bright and the more we hear of this paying less than $1000 a pound for a growers hard work. The more powerful “M” Corp becomes! We got big plans for our nation. The reality is trying to squeeze a grower to get product as cheap as possible was a huge strategic mistake on corporates part. Should of maintained outdoor prices above $1000 guess they forgot we were all outlaws at some point who moved product accross this great nation before 1 penny was ever invested in an NTF, lol.

Also, as far as the international market “M” Corp does have a small presence. Federal removal of the plant as a schedule 1 narcotic allows “M” Corp to expand that footprint. Trust me it ain’t gonna be hard to provide a better product than the “Top Growers” as pointed out in the article. We are not just growers we are business people as well. We market, transport, distribute, package, process as well as produce. In an industry we dominated for decades. I think the overlords call it vertical something, lol, fancy.

This behavior has been going on forever. Remember the CHP thief in Redway back in the 90’s. He was ripping people off left and right and even breaking into people’s homes. What was his name? Anderson? Or something like that. Also Remember the Blue Lake cray cray weirdo cop, Gunderson I believe, who was driving around BL with machine guns and assault rifles and was buying all those fire arms and got caught with drugs. I think he broke into the evidence room and stole drugs or something. It was super Blue Velvet kind of story. He said his wife would let him have sex with her as long as she was passed out. Read about it. This story was in the news. I also remember when I first moved here there were rumors the Humboldt sheriff was involved with stealing weed instead of destroying it. I have no idea if that was true, but the first 2 are definitely real. Corruption is everywhere in the triangle and it doesn’t stop with law enforcement, politicians or government officials.

Anyone who’s lived here for awhile remembers Operation Green Sweep. When they basically shutdown the “Gauntlet” and we’re profiling and pulling over almost everyone that they thought looked suspicious. The Gauntlet is the 101 basically between Southern Humboldt(Fortuna start)and Santa Rosa(end). This Operation actually had legal ramifications and changed the way officers are allowed to pull people over.

You are correct. Operation Greensweep was a violation of the Posse Comitatus Act with many soldiers and National Guardmen in helicopters. That was fun! The Gauntlet was a drag- I got swept up in the early stages of that, before we realized what was happening. Many CHP trained in “drug interdiction” were placed here and they went illegally nuts pretending any violation to pull over anybody and then pretending they “could smell marijuana please step out of the car”. Yes they got a bunch of transporters but they also hassled many completely innocent travelers. We thought we were on the front lines of a war against basic American rights because…we were! And the cops were the lying enemy. And the prosecutors and judges too. Lessons in corruption I will never forget…

Damn right you do! Those were the days my friend, we thought they’d never end. I mean, please, when?!? Maybe with the infrastructure money we could have a drug-war-veterans memorial bridge. How about drug war re-enactments? Go out to Denny, dress up in commando gear and march around chanting “War On Drugs” or GreenSweep days in Redway. You could advise on festival highlights to re-enact. Like foot races with foreign-sounding troops urging you on through the brush and brambles.

Seriously, Happy Veterans Day to all my fellow veterans and families. Let’s hope that the sacrifices of millions, the river of blood that has been shed for The American Experiment, has not been in vain, and the rot and filth exemplified and personified by Donald John Trump becomes an ugly footnote to American history and not our death knell, after only two centuries. For this I pray; and I’m agnostic on a good day.

Excellent job Kym, riding herd on this continuing police story for all this time. Jefferson was right about a free press.

PLEASE READ

Do you think it’s a coincidence that the entire country has their eyes glued to the Kyle Rittenhouse trial, while the final decision for the most important trial in the history of the world is currently being deliberated by the UK high court and is due to go public any day now?

Did you forget about Julian Assange?

Did you know your rights and liberties are quite literally hanging in the balance in this trial?

Do you understand that if Julian loses his appeal and is extradited to the US to stand in front of a rigged court, it will be the end for him and will set legal precedent for the government to imprison ANYBODY who exposes their crimes?

I hope you understand the gravity of that statement.

Julian is a journalist who was given information and did his job by using that information to expose criminal activity within our government. He did so LEGALLY.

You might think to yourself “but other people have exposed crimes by the government, why aren’t they treated like Julian?”

Simple…

1. Julian pulled Hillary Clinton’s pants down in front of the entire world. Possibly the reason Trump won.
2. Julian exposed massive war crimes and the underbelly of the Military Industrial Complex’s massive Afghan money laundering operation.

Seth Rich was killed because of it.

The CIA plotted to kill Julian and his family because of it.

However the good news is that as of today, it isn’t looking good for [THEM]. Their charges against Julian are baseless, their FBI informant (a convicted pedophile) is now in prison for providing false information (that the FBI paid him for) in order to create their superceding indictment against Assange AND the CIA’s plot to murder Julian has been exposed.

If Julian wins his appeal, he will immediately be sent to Australia. If Julian becomes a free man…it’s game on.

The Rothschilds and Soros have a lot on the line in this trial.

Rothchilds and Soros = ANTIFA

When Kyle is acquitted, there WILL be more riots.

DON’T LET THEM DISTRACT YOU.

EYES ON ASSANGE.

Whatever his fate may be, be sure to spread it like wildfire.

Most importantly…please pray for Julian and his family.

The Ecuadorian government released the visitor logs for those who went to see him, between 2017 and 2021, mainly Russian! Snowdon lives where again please remind me, never mind, it Russia. Also, another interesting fact is Trump’s bus ride tic tac pussy grabbing usually political ending contravercy was subdued by the release of Hillary Clinton’s email scandal (no substance, just fluff) within 1 hour. I am beginning to think you lie when you say root4america, comrade!

I think people should really commend Ms Kemp here for helping to expose a lot of this stuff. Not a word on anything like this in the press Democrat or Ukiah journal.

Julie Johnson and others at the Press Democrat went on to work at the San Francisco Chronicle after allegations from many that the Press Democrat covered up the Dominic Foppoli sexual abuse scandal (involving the mayor of Windsor). https://en.wikipedia.org/wiki/Dominic_Foppoli

The Press Democrat has really gone downhill, with many people stopping their subscriptions to the PD because of the reporting in the last year. Social media in Rohnert Park/Sonoma County now refers to your reporting on the Rohnert Park officers story.

Have you also seen this guy on Youtube? He’s an ex-deputy who is exposing the old boys and girls club in Mendocino County.

I worry about your and his safety often.

I agree, not much criminal. More on the the atmosphere of the Mendocino Sheriff’s office, which is useful.

But she doesn’t work there anymore so press Democrat is really a mouth piece for the SoCo board of supervisors these days. Pro homeless industry and pro big government every chance they get.

I SAW that and I thought of you Kym! You cracked this story first! Kind of off topic but not completely, the family of the missing hunter, Johnny Davis, is STILL out on Covelo road pleading for help searching for him. The sheriffs dept has given minimal help . The search and rescue showed up at 2 PM!! WHAT TIME DOES IT GET DARK? Thats how helpful they were, If anyone reading this is able to help search they are desperate for help. Milepost 8 Covelo Road at 9 am.
