City of Eureka Closes Royal Inn, Alleges Numerous Violations

Press release from the City of Eureka:

On September 14, 2021, at about 8 a.m., Detectives with the Eureka Police Department’s Problem Oriented Policing team (POP), served a search warrant a motel on the 1100 block of 5th Street in response to drugs and weapons. Detectives seized a large amount of ammunition in different calibers and two suppressors. The male subject of the warrant was not on scene but a warrant for his arrest is anticipated.

Also written into the search warrant was the City of Eureka Code Enforcement and Building Inspector, who observed structurally compromised stairways and other dangerous building code violations.

Based on this information, the City of Eureka Code Enforcement team obtained an inspection and abatement warrant, which was served on the morning of Wednesday, September 15th. During the course of the inspection, code enforcement personnel catalogued numerous violations of the Eureka Municipal Code, California Building Code and Health and Safety Code including hazardous electrical work, leaking plumbing, rotten stairs and structural members, rooms contaminated with blood, urine and feces, severe mold issues, infestations of rats, cockroaches and bedbugs, fire hazards and other violations. These issues posed a significant hazard to the occupants and surrounding community and the decision was made to vacate the motel and secure it against entry.

During the course of the day, the City worked with other organizations and local housing providers to immediately relocate the most at-risk individuals and to provide relocation assistance to residents of the motel. The costs of all relocation expenses, staff time, contractors and materials will be tied to the property and collected by all legal means available including liens and tax assessments. In the past, the City has been very successful in recouping taxpayer dollars spent cleaning up problem properties.

If anyone knows where one could find proof of the following statement, please point us all in that direction. “The costs of all relocation expenses, staff time, contractors and materials will be tied to the property and collected by all legal means available including liens and tax assessments. I am very curious about how “tax liens and tax assessments” are actually being paid by these “hazardous” property owners. How is the city compensated, if the property is not sold in the near future OR if the property already has liens attached to it and the potential selling price is nowhere near the cost of abatement?I am also curious if this property AND all the “illegal” marijuana farms (some of which have racked up millions in daily fines) actually ever pay any of the fines until the property is sold. Is this just a work around to asset forfeiture and government theft of dilapidated property that will be bulldozed to make way for another Taco Bell, KFC, or Starbucks?

Same process as was done with the Budget Motel on the same block. The owner became a “motivated seller” with accumulating taxes and no revenue and sold the property, the City took a big bite out of the proceeds, and the new owner rehabilitated it. So a tear-down is not a foregone conclusion.

It seems that the City has an opportunity to mitigate the parking impact concerns associated with the proposed development at 6th and M.

If this place were bulldozed to make way for a fast food place, that would be for the best as it would cut way down on crime and blight. It would be Well Worth it!!!!

Not many units suitable for humans would fit there.

The solution to our housing crisis cant be making people live in dog houses. Not while some people own 20 rental properties.

We should limit home ownership to permanent residents of Humboldt county and ban all air bnb’s.

We don’t all have our own properties, because some people own dozens of rental properties, vacation homes or air bnb’s.

Let it keep getting worse and instead of having to sell your extra properties they may be taken from you on your way to a the guillotine.

I don’t know about that place but I’ve heard good things about the Sinaloensis place across Fifth (which used to be Rita’s before they moved). Kind of weird not having a Rita’s any more.

Great job. Issue being affordable housing is not affordable it has a price of your soul. Mendo could take some lessons. There are at least 10 like this on Ukiah’s main drag. A million complaints come in mold, bedbugs, structural issues etc. Code says that is not our dept. Environmental health says hotels and housing are not our dept. Building and planning says did you call environmental?… its not our dept. CDC agency not our issue..call the county. Property management you are lucky to have a place, if you complain we will evict you. Hotel management happy to be full turns a BLIND eye happy to have full rooms and NEVER having to clean them, repair them, Make an ordnance no rental more than 7 days at multi unit hotels. Guests must rotate or leave.That will slow down the clutter gathering, filth building, allow for maintenance etc.

Hotels with long-term rentals don’t have to be dumps. It’s a question of management. The management of the Royal, like the Budget, were negligent lowballers.

Think these people would be better off living under a bridge or in a homeless encampment somewhere?
The police ought to start charging these places with maintaining a residence. I would imagine the crimes would reduce drastically if the owners of the property were held accountable for the actions of the people living on their property, like every other piece of private property in California..

Property owners can be held liable for public nuisance when there are too many incidents requiring police response. I suspect that the Royal was on the nuisance radar for that reason.

When will they look at the Serenity Inn again. I haven’t been inside fo a while, but last time I was there the filth and stench was almost unbearable. And if they want to clear up drugs and illegal firearms, they should check closely into the Pine. I know for a fact that both are there.

Please, please please keep this facility closed and do not reopen it as any sort of motel as it has been one of the leading sources of drug dealing and other crimes in Humboldt County for quite some time. Tear it down and put in some sort of a store or something.
