Child Suffering From Heat Exhaustion Rescued From Car, Man Also in Vehicle Charged with DUI and Child Endangerment
We requested information on an incident that occurred late last month and the Humboldt County Sheriff’s Office spokesperson, Samantha Karges provided the following statement:
On July 29, 2021, at about 3:04 p.m., Humboldt County Sheriff’s deputies were dispatched to the North Jetty for the report of an adult male seemingly passed out in the driver seat of a vehicle with a child also inside. The male, 32-year-old Ryan Christopher Panger, was found to be under the influence alcohol.
The child, a three year old, was found to be experiencing heat exhaustion due to being in the vehicle in direct sunlight with the windows rolled up. The child was provided emergency medical treatment and was placed in safe custody.
Panger was arrested on charges of driving under the influence (VC 23152(a)) and child endangerment (PC 273a(a)).

This child has a safe home. The father had visitation ordered by the court and this is what he chose to do.

Where is the mama? Why is a three-year-old sitting in a car seat with a passed out caregiver in a parking lot in the middle of the day? That mom fall through the cracks not eligible for child care? Or her using behavior and her partners made her at risk for a CPS report? Lots of questions as to the foundation of this situation. How much dysfunction has wee one seen at this point? Hope the foster home is a better situation for the tot.

A foster home is no place for any child. I have seen horror shows that are better on the eyes than some of the foster situations I have seen first hand in the legal field.
There are 2 “foster homes” that no longer exist in whitethorn. I worked on both the cases. I see the children occasionally in passing, makes my hair rise Everytime. One can only hope kids are in and out of the system fast enough and at a young enough age as to where it is a blur. In most cases this is not realistic.
Without someone stepping up and reporting the abuses, God only knows the hypotheticals.
