Eureka Hosting ‘Animal Ordinance Workshop’ on Tuesday

This is a press release from the Eureka Police Department:

On Tuesday, March 9th at 5:00 p.m., the City of Eureka will host a public workshop on Zoom to introduce and discuss the proposed draft of the Animal Ordinance. The agenda item with Zoom link and copy of draft ordinance can be found here. The workshop will also be streamed on the EPD Facebook page, Facebook.com/eurekapd. 

The workshop will cover the proposed changes to the Animal Ordinance and offer the public an opportunity to make comments. We encourage those interested in attending the workshop to read the draft ordinance in its entirety prior to the workshop. 

The current ordinance was written 62 years ago and has only seen minor updates which occurred about 30 years ago. Our city, our society and way of life have all seen significant changes during this time and it is important to have ordinances that focus on the present and carry us into the future rather than cemented in the past. 

Additionally, the ordinance focuses on industry standards and will help align Eureka with the County and ensure ADA compliance. 

The intention of the proposed ordinance is to be a roadmap to responsible pet ownership with a focus on public safety, encouraging neighborly conduct and establishing a minimum expectation of care. The proposed ordinance is not intended to increase revenue. Many incentives are built in for proper licensing and impound discounts.

I would like to know what is going to happen to all the animals that people are going to have to get rid of. I think this is a bad idea. Although I do realize there are some horders that don’t give the necessary care, there are plenty of people that do.

I wonder if the founding fathers envisioned us having to pay the government for the ability to own a pet? Do homeless people have to license their dogs?

Right, thanks, well stated Guest.
How can they change an ordinance on people, especially the ones that foster the animals and especially after they turned the long time no kill shelter into a suddenly kill shelter with little warning, for reasons still unknown. Hopefully the animals can be taken out of eureka to where it’s safe.

I’m very much against this new ordinance because it does not address the issues such as the aggressive pit bulls that attacked the 2 victim’s, but limmits all dogs and cats and ducks or something, which aren’t the problem. I’m also against it because it shouldn’t be changed during the lockdown when people can’t really meet and discuss it, and it almost seems a bit dubious to be changing it during this time, when it could wait and more important issues such as property crime and mail theft should be dealt with. An ordinance against property crime and mail theft would make more sense.

If they want more revenue they can hand out speeding tickets, that would bring in revenue and make driving in eureka safer.

Think, McKinleyville. The county shelter that sheriff honsol is in charge of. On march 3rd, 2020, the lost coast put out an article “County Shelter Will Start Euthanizing ‘Un-adoptable’ Animals More Quickly, Sheriff’s Office Announces.” You can google it if you want to read it. The changed policy gave the animals 14 days to be adopted; whereas before that it was more lenient. Some of the rescue groups barely had time to save the animals, and one person who thought somebody was watching his pet, barely saved his pet from there.

There was no actual change to how soon or how many animals were euthanized. The county shelter is a nice place with a remarkably low euthanasia rate.

Most likely no one will have to get rid of a pet unless a complaint is made, e.g. a rooster crowing all day that can be heard around the block, or someone with five adult dogs that they don’t clean up after

I do hope they update the vicious and dangerous dogs portion in light of the Myers Flat dog attack.

Most of the time when an ordinance changes, the existing animals are “grandfathered” in. Meaning the ones already in place can stay if their living conditions are adequate but no new animals can be added.

There’s lots of ..”within the city..” language. Does this mean we can still have more than 4 cats without a permit as long as they’re not in eureka?

The crossed put parts are what is the new proposal? I think if it’s not in the city limits the animals are safe, I think.

yes, this is only the incorporated city of Eureka ordinance, not the County ordinance.

What I got from the article was that they are changing it because it’s old. By that reasoning the Declaration of Independence is old, much older than the ordinance, but that’s not a reason to change it. “If it ain’t broke don’t fix it.”

Will this force people who are not in compliance who may have had loved pets for years to somehow get rid of them or have them taken away by animal control and possibly killed because nobody else wants them. Who are the horrible people who decided this? Please name them.

Third, your comment is on point. It’s the city council that wants this. They want more revenue, from fines, that’s what commenters say. The weeds dried up, there’s no industry here, but they’ve got to feed the wheel. The lost coast has almost 400 comments on this and I don’t think most people want this ordinance, they closed the comment section after a day. Some good advice, that might help, get a good video camera in case you need to dispute false accusations. I hope this doesn’t go through. Bless you for trying to help animals.

This seems to be made uninformed. Would you rather a neighbor with 10 roosters, or 30 hens? Any goat can be annoying, regardless of size. And these are just two examples.
Whoever wrote this does not know about farm/meat animals. And there lies a huge problem with our county. This is a perfect example. Some people completely uninformed on the topic are given the responsibility to draw up the new city ordinance. Someone with some real animal experience should be involved with drafting the proposed ordinance.
There should be a difference between “hobby/pet animals” and “farm/food animals”. Most people breeding animals have no clue what they are doing. Even more so with the “hobby/pet animals”. Most dont have a place to go after weaning. Atleast the “farm/food animals” are filling the freezer, and not causing problems for the general community.
How about talking with some 4H leaders to find out about which animals are quiet/docile and easy to care for.
Some animals have very little odor. Others not so much. Some animals such as rabbits create a manure that is safe to use without composting. Some animals create a waste by product unsuitable for composting. Most people dont compost waste from predominately protien eaters. (Dogs&cats) If piled and not covered, will become anaerobic and smell like septic. If odor is a problem.
I could ramble on about this for a couple hours. Obviously someone uninformed, tasked some other uninformed person to make rules for a topic they are not informed on. Definitely sounds like Humboldt County Politics.

North, thank you, correct. It would be nice if they would have a veterinarian help write it, a vet. has the education and skill set for this.

I personally think that this change is a poor use of tax dollars. Part if this change is due to a guinea pug hoarder and 2 vicious put bull attacks, one of which was not in eureka but in Myers flat. So limmit the number of guinea pigs, disallow vicious pit bulls and leave the rest alone. Thank you.

no, but aggressive dogs are not unique to Myers Flat. If there are similarly aggressive dogs in the city of Eureka, this will give the authorities more power to prevent such a terrible attack…hopefully.

The county needs to update its ordinances as well.
