New Charges Based on Previously Unknown Allegations of a Rape and a Forcible Oral Copulation From 2014 Land Former Ukiah Police Sergeant in Jail Again

Former Ukiah Police Department Sergeant Kevin Murray is behind bars again this afternoon after a newly filed criminal complaint accused him of two incidents in 2014 involving forcible rape and oral copulation carried out while in possession of a firearm. Murray made headlines in late January after he was accused of a November 2020 incident involving sexual battery, burglary, and drug possession.

The criminal complaint filed by the Mendocino County District Attorney’s Office on February 22, 2021 details these two new counts against Murray. The first count refers to an incident that occurred on July 31, 2014, in which Murray forcibly raped a victim referred to as “Jane Doe” doing so “by means of force, violence, duress, menace, and/or fear of immediate and unlawful bodily injury on the said person and/or another.”

A special allegation is connected to the charge of forcible rape because “the defendant was armed with a firearm” during the commission of the offense.

The second count levied against Murray describes a circumstance of forcible oral copulation, a felony, that is said to have occurred on April 10, 2014. Again, the victim is referred to as “Jane Doe” and the charge is described as “accomplish[ing] said act against said victim’s will by force, violence, duress, menace, and/or fear of immediate and unlawful bodily injury to said victim and/or to another.”

The Mendocino county booking logs indicate he was put behind bars at the Mendocino County Jail at 10:40 this morning and was given a $500,000 bail.

This is the second charging document involving Murray filed by the District Attorney in the last month. The charging documents filed in late January accused him of several crimes, including burglary, sexual battery, possession of methamphetamine, and a violation of civil rights stemming from excessive use of force. Those charges were a result of one or more incidents that took place at Ukiah’s Super 8 Motel at 693 South Orchard Avenue on November 25, 2020, and the crimes are “connected together in their commission.”

A civil case filed by Ukiah resident Christopher Rasku alleges on October 18, 2018, Murray entered Rasku’s home unlawfully, knocking him unconscious, and proceeded to punch and kick him, causing broken ribs, a punctured lung, and nerve damage. Murray allegedly wrote a falsified police report claiming Rasku started the encounter.

Ukiah Police Department Chief Justin Wyatt publicly announced on January 29, 2021 that UPD had fully cooperated with the District Attorney’s investigation into charges and decided to terminate Murray. He made clear that the “conduct in this case in no way reflects the standards of the city of Ukiah or the Ukiah Police Department.”

Here we go again. The brutal, unrelenting hostility by many Leos is a public tragedy. The very officers that are to protect and to serve more often than not brutalizing, penalizing. In Mendocino County there is no such thing as innocent until proven guilty. There may be a few officers out there that try to stand up for the good but it’s a rare occurrence. If they do exist they are bullied into submission by their more aggressive peers. He didn’t run his shit show alone. He had co-workers, family members, who knows what else that knew he was behaving this way. Either they were young officers and they couldn’t stand up to him because of his bullying or they just didn’t care. Don’t Rock the Boat Don’t Rock The Boat Baby the paychecks still coming. The ability for the officers to avoid prosecution with that protection clause really keeps all of this going on and on. That needs to be revised to where if officers act brutally they should not be protected. Them acting like this and with knowing that they’re protected from prosecution that’s exactly why this keeps going on. Time for some changes in the legislation and policy. And it’s been time for 20 years

So you think this rapist’s family was aware of and complicit in his crimes? You demolish your entirely legitimate argument when you make absurd and baseless claims like that. Damn, it must feel good to allow your righteous indignation about injustice and corruption overwhelm your reason to such an extent that you yourself engage in perpetuating further injustice by implicating people you don’t know in horrible crimes due to their familial association with a rapist. Ya ever been victimized CWB??? Ever suffer police brutality? Ever been beaten down by someone in power, where others knew and stayed silent? Ever had a false report filed on you and others knew and backed up the “claims” that were later dismissed or poo pooed away? Well I have. It is very real. HE DID NOT ACT 100% ALONE. Someone knew, saw, suspected. Mandated reporters must report suspicions. That did not happen here over the course of YEARS.

I disagree with you there is probable cause he probably has a wife or someone that he will divulge his secrets too so there is definitely someone who knew what was going on and did nothing about it because if they could they would have been at his side doing it as well also side note Ukiah PD are worthless assholes that all have their pants on to tight save a few atleast I’m in Willits where the cops care about the people in the community unlike the cops in Ukiah who are a bunch of asshats

No not in Sonoma sorry. If anyone had suspicions. If anybody laughed at off-colored jokes or calling people horrible things in morning briefings. Saying misogynistic things and everyone thinking they are funny. Those types of things are very real. They should not be tolerated. There should be more training on the front end when these offices are fresh that if these things are found it will cost your position. If you are protecting and serving you’re also protecting and serving the attics, the thieves, the rapist, the storekeeper who gets robbed. They are supposed to be protecting and serving so prosecution is fair and warranted. Have their time in court. It shouldn’t be happening on the streets.

Let’s say a small town has eight officers and four of them are corrupt, be it having to do with moonshine, women money or drugs, whatever. Four is only a few bad apples on a big tree, but on a small tree that can be half the damned apples, making them as normal as the good ones. The decay from the bad apples on a small tree can make the whole crop smell and look bad.
It all boils down to the particular demographic. The number of drug addicts and their suppliers in Humboldt for instance guarantee a cop copious black market opportunities. Once in, a cop finds out real quick who is running the show, and it aint him. Good luck getting out, there’s a rogues gallery of heavies around here.
Wouldn’t be surprised to find out Murray was supplying his “Jane Does” with meth or buying it from them.
Either way he’s just another shit for brains that’s in way over his head and may very well be doomed to a violent death in prison because of what he knows.
The “Good Cops” in my experience around here are the ones who don’t participate in the game, do their job and keep their mouths shut about what they know. They and their loved ones stay healthier that way and it gives the appearance of cohesiveness, right down to the calls for backup.

Yes Kevin Christie. He victimized so many people in that area. He now runs the Elks Lodge and has access to a lot of young people. I’m sure he hasn’t changed his ways. He was in the news recently and an article talked about his past with victimizing people in Hoopa and Willow Creek. He should be in prison.

Give me a break forgot to mention Tom Allman who said nothing to stop his deputies from beating a man to death while hand-cuffed. That case was finally settled several years later. Part of the settlement t was Allman submitting his resignation. I heard he is now a law enforcement officer up north.

What about the Blue Lake police officer that stole guns and drugged and raped his wife?? Then thee is the Chicago PD officer that killed a couple of wives. I am not saying all are bad, but there should be more mental fitness assessments done when hiring. If you stand and watch while another police officer kneels on someone’s neck and they tell you they aree having difficulty breathing then you are a bad cop, too. The reason there are typically more “bad apples” in policing is because of protection by other police officers. Even if a police officer may personally not commit a crime, they are complicit when they turn their backs while others commit crimes. They do this because it is an inherently dangerous job and they need to be able to count on their fellow officers. I guarantee someone on the force knew this guy was not a good cop, but as a SGT he held a lot of power. We know we can do better, but police unions have become politically powerful.

Its interesting how in court an officers word is placed in much higher regard than a civilian when it comes down to the word of an individual. Wich In my eyes makes the whole legal system a total injustice system. The whole era of a person becoming a officer of law to help people is over. Its a miserable life that no normal person would enjoy.

The lawsuits been going on since 2018 and rapes going back to 2014 and they still promoted him giving him more power. They just now fired him over the meth possession not the three rapes. Apparently you can beat a man in his own home to near death. Commit multiple rapes and still get promoted but the UPD Chief of Police drew the line at the discovery of his METH addiction. That’s just not acceptable. Wow! The Attorney General needs to investigate how and by who this man was empowered and paid to commit crimes against its citizens. This isn’t a one off. These were coverups by the “Blue Curtain”.

They last time I saw Kevin Murray, accused rapist, was in around 2017, in court, answering a traffic ticket.
Murray had illegally entered a marked one-way service road behind Kohl’s from the wrong direction, in order to set up a traffic trap.
He stopped me for supposedly “blowing a stop sign at 5-7 mph”. In court, he couldn’t tell distances, and didn’t know times of travel, making any determination of speed to be utter bullshite. He refused to provide the court with the legal justification for his own personal code violations, since it was not covered by exigent circumstances as defined by law. But, he showed up, and in CA courts, that is all that is required.
The faux Night Court, Harry Anderson judge that thought he was so funny… yeah, he didn’t much care that the cop broke the same motor vehicle codes that he sought to enforce against others, or that he couldn’t know a speed if he didn’t know a distance and time. He was more concerned with the punchlines he was delivering, than in delivering justice.
I]The judge let me off by suspending the fine, but wanted my buy-in about conviction. I refused to give it to him, telling him he could convict me if he wanted, but zi won’t admit to something that zi did not do, and for which there was no evidence of whatsoever.
I then told the judge… that THE COURT WOULD SEE THIS GUY AGAIN.
And here we are… and the Court is seeing this guy again.

What wasn’t shared with Harry, during the case, was what had been recorded on Murray’s cameras during the stop. Murray held out his ticket book to get my signature. I attempted to take the book to sign the ticket. He refused to release the book, and there was a tugging match over the book, until an let it go and asked him what he was doing…. and did he not want my signature.
Murray responded by accusing me of trying to steal his ticket book; an item priceless on the black market.
I promptly gave Murray the international symbol for “you are a wanker”, complete with fake orgasm face, until he I guess realized that I crap bigger than him… and cowardice ruled the day. He decided to not escalate matters further than he already attempted to.
Look. The UPD has known about this guy. Yeah… the Department will comment on Facebook, but won’t comment because they are personnel matters. Right. Convenient. Luckily, the subsequent lawsuits will bring out the information about who knew what, when , in that corrupted department.
