APD Finds Stolen Property and Arrests Suspect

This is a press release from the Arcata Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On 10/29/20 Arcata Police Department investigated a burglary from the 5200 block of Ericson Way in Arcata.  During the investigation, it was discovered that tools totaling over $3,500.00 were stolen.  Officers examined the surveillance footage and recognized the suspect committing the burglary.  Officers were familiar with where the suspect had a transient camp.

On 10/30/20 officers made contact at the transient camp off of the 4200 block of West End Rd and detained Zachariah Walker Dalton, age 22 of Arcata.  Zachariah is currently on probation out of Humboldt County for Burglary and Grand Theft.  Officers searched the area Zachariah had control over and located the stolen tools.  Officers additionally located a stolen generator from a previous Arcata PD burglary report in the camp.

The property was returned to the rightful owners.

Due to Covid-19 restrictions at the Humboldt County Correctional Facility, Zachariah was issued a citation for 487(a) PC, Grand Theft, and 459 PC, Burglary.

Great! He’s on probation from prior burglaries, stolen property is found from two additional burglaries and he’s cited and released! What a crock of COVID crap. Somehow there has to be a balance of risk. It seems to me the community is at high risk of this chronic criminal committing more crimes and even the possibility of upping to violent crimes. The idiots in charge of policymaking have no clue about keeping us safe from criminals or COVID.

Lock this lowlife up along with all the others who keep reoffending. He won’t stop unless he’s behind bars.

You can’t punish the mentally ill into health. He has all the visual and behavioral characteristics of an addict. If society can come to its senses long enough to realize that the addiction is driving the crime, and treats addiction as the mental illness that it is, then crime and homelessness will be significantly reduced. Until then, addicts will steal to support their habit.

Then you can incarcerate them long term to protect the public from them. If you can’t exist within the frameworks of society then you need to go away. The reason is almost immaterial. I don’t care if dude is poor, or homeless, or has mental health issues, or is just an asshole. Why people do what they do is of no concern to me. Keeping them from doing what they do to others is.

Misplaced Compassion….it is a problem! I’m in favor of helping out drug addicts by forced rehabilitation and a job program. Also I favor helping out the mentally ill who never asked to be so handicapped. But just allowing this shit to continue is helping nobody. This guy repeatedly breaking into peoples’ places could be spreading covid. Where is the compasssion for the regular working folks? Are we all just supposed to be cool with ripoffs? Huh?!!

Yes you’re right Farce.. I hate to side with conservatives usually, but I’m more on their side here. These people are a blight. If you don’t add to the community you are taking away. Too many people are taking, not enough giving. This includes stingy conservatives who don’t want to fund our fire dept (sorry for the digression!)
Jail doesn’t do much but keep them off the streets and make new criminal associations. I like forced rehab and work programs for these drug addled lowlifes, who 100 years ago would probably have been normal working class folks. Not enough to do, broken families, and easy access to hard drugs got us here

Blaming everything on mental illness or drug addiction is getting old. Mental health issues are FAR less common than Humboldt County Mental Health would have you believe. Most drug addiction comes from bad choices. I believe one MUST pay for their crimes first and foremost. If it is actually determined they have mental health disorders verified by multiple competent sources (definitely not just the quacks at HCMH) or drug addiction by multiple competent sources than treatment MUST be mandatory and must be verified as successful by multiple competent sources before any judge can have the right to let them out of appropriate incarceration. In no way should society be forced to give any criminal a pass regardless of the cause. If treatment cannot be successful, neither should criminals be released. It will get far worse as long as the current methodology is allowed to continue.

I went through NARCONON scientology rehab about 14 years ago. They didnt talk about drug addiction at all. Their thought was that people become antisocial or engage in self harming activities because they do not have or lost the skills to: accept their mistake, confront themselves and the party they have harmed/offended, then communicate with said party to repair damages, and rejoin the group if the damage isn’t too severe.
The negative drug or activity isn’t the primary issue, they are just the person’s chosen distraction from confronting their own actions or the consequences of. Heavy addicts need to be forced to get clean then taught these skills.
In my opinion, that is all feasible if the addict hasn’t perma-fried their brain. But unfortunately I also think Humboldt has too many perma-fried cleptos who are way beyond help and are legitimate hazards to our community. This revolving door program is BULLSHIT! The system cant even handle petty streetlevel criminals. What happens when the cartels really get secured here? I cant wait until people getting robbed roadside and beaten to critical condition by 4-5 hispanic guys in broad daylight becomes a regular thing. Probably not too far off, 3 bodies have been dumped on AP road in the last few years. I never heard if those murders were solved. At least the eastern European organizations are keeping their disputes internal for now.

The question of when a “mentally ill” person is just an asshole is an important one. (Kym, please forgive me using that word, which has come into widespread usage as it is so often called for nowadays.)
For centuries, if someone would not cooperate with others, observe the social rules, and otherwise behave as a welcome member of society, s/he would either be banished, ostracized, or punished– sometimes with death. Unless such a person was clearly mentally challenged — in which case s/he might have been nurtured, protected, and gently corrected well into adulthood, as an overgrown child– bad behavior would mean being considered immoral– wrong– bad– evil– that is, an asshole. Other than faddish episodes of the popularity of possessions by evil spirits causing someone to act anti-socially, in general, for most of history, each person was responsible for his/her own moral decisions, and if he was an asshole, it was understood that he would be punished and should suffer– he asked for it.
Right up through the 1960s, when i grew up, this concept that there was a right way to behave, and if you did it, you would be rewarded with a good life, and if you rebelled, you’d have trouble– this concept ruled Western society. If a family was religious, you learned to walk with God; if not, you merely walked with Good– that is, if you were from a good family that raised you right. Which i believe at one time was most families.
But then came the concept of mental illness. Of course, such illness itself has always manifested in many ways; but the popularity of blaming bad behavior on brain or chemical imbalances grew until basically, some people can’t even admit there are assholes anymore. To them, NOBODY wants to behave anti-socially or to be unpopular or unacceptable in society; the sociopaths just can’t help it. There’s something wrong with them and we can’t expect THEM to change themselves. It may be how they were raised, the opportunities they missed, the drugs they’ve consumed, or just the way they were born; but we cannot punish them for being assholes, because it’s not their fault. We can give them drugs to try to straighten out their brains, of course (in the modern world the most-recommended solution is usually the commercial one); but we cannot seem to say either “That person is just an asshole and i’d steer clear of him,” or even, “That person did an assholish thing and should make amends to society as well as a real effort never to do such a thing again.”
Please forgive the rant. I have recently been negatively impacted by a reallllll asshole. He happens to have disabilities, so everyone is supposed to be sympathetic. Well, the disabilities have nothing to do with the asshole behavior (unless we suppose that any disadvantage at all in life excuses bad choices in unrelated areas)– and at the moment my thinking comes down firmly on the side of, “The guy is responsible for who he is; he chose to behave selfishly and hatefully; he is an asshole, pure and simple.”

Well, we know what he looks like. I sure hope he avoids the private property of any other members of our community. He could end up having someone promptly calling the police to arrive, and issue a citation again. Hopefully he does not trip and fall trying to escape a legal citizens arrest, and somehow fall onto a curb before they arrive. Then the medical personnel would have to be burdened and they got enough to do.

Locking him up will not solve the problem. There are more standing right behind him. There is something wrong with society and the way we raise children. They learn criminal behavior during their growing years. They are exposed to drugs and that culture at ever younger years. And last, who is going to pay for incarceration at the cost of around $65,000 a year? The U.S. incarcerates more people than Europe and North and South Americas including Australia together. There is something definitely wrong with how we manage and socialize our off spring. Education, parents, the diversity of racial people, and the inequity of the country’s wealth is a failure. When less than 1% own 99.9% of the wealth is it any wonder why there is so much crime? And that 1% pay less in tax money than the rest of us. Who will pay for the proposed five new prisons currently on the drawing boards in California? Not the rich!! We will thru higher costs and new taxes. Look at the number of tax bond issues in the elections. That has increased by over 200% in the last ten years. Once the bond issues are passed they are never removed. And it will increase in the next five years. A penny here and a penny there and fairly soon pennies is all we are left with.

It will take effort (with a capital EFFORT) of the coming generations to find a way to govern/be governed with empathy.

In history, all over the world, thieves used to be given capital punishment. The Romans crucified them, some cultures used to stone them, some “cain” them with a low survival rate. The United States used to hang them. I’m not necessarily in favor of capital punishment for minor first offenders, but the secular progressive idea to leave them alone because they are just expressing themselves is well beyond stupid. Unfortunately, that is how kids are raised, especially in places like California. It’s a problem all across the society of states run by the extreme left. It’s not going to get better without a zero tolerance policy that is actually enforced. That’s not likely under the leadership of people like our Governor. He screws up everything he touches. Same with the current local Sheriff, DA, BOS, judges and on and on. They are all incompetent. Look at how they all bowed down and basically worshipped the bad behavior of the protesters who were anything but peaceful. It’s time to get rid of all leadership and start over with people who actually have a conscience, people who actually work for the people instead of for selfish power.

Vote yes on prop 20…. that will be a start to the answer. I agree with others in the comment, the risk from criminals is bigger than Covid at this time in Humboldt, and cite and release because of COVID is the county dodging its responsibility to protect the community from the biggest threats…the human pest that is starting to really infest the area needs to be brought under control. If there isn’t any help for the addicts or mentally ill does that automatically mean the rest of us has to live with the consequences…?
