Governor Newsom and Google Partner to Bring Earthquake Early Warning to Millions of Smart Phones

Building upon the success of California’s first-in-the-nation earthquake alert system, Governor Gavin Newsom… announced, in partnership with Google, that the forthcoming update to the company’s Android operating system will incorporate California’s earthquake early warning technology into all Android phones.

The system will use the same data feed to receive and distribute alerts as the state’s Earthquake Early Warning System, which was announced by the Governor and Office of Emergency Services last fall.

“It’s not every day that Silicon Valley looks to state government for state-of-the-art innovation, but that’s exactly what is happening today,” said Governor Newsom. “This announcement means that California’s world-class Earthquake Early Warning System will be a standard function on every Android phone – giving millions precious seconds to drop, cover and hold on when the big one hits.”

Last October, on the 30th anniversary of the deadly Loma Prieta earthquake, Governor Newsom announced the launch of the nation’s first statewide Earthquake Early Warning System, which marries a new smartphone application dubbed “MyShake” with traditional alert and warning delivery methods such as Wireless Emergency Alerts (WEA).

While the state’s application has been downloaded more than a million times since being launched, the new Google technology will automatically be included in millions of Android phones used in California, without the need to download a separate app.

The new Google technology builds upon the backbone created by the state to provide critical seconds of advance warning before the ground starts to shake from a nearby quake – enough time to drop, cover and hold on to help prevent injury.

Warnings delivered through the system are based on a computerized program called ShakeAlert, operated by the Governor’s Office of Emergency Services and the U.S. Geological Survey (USGS) that analyzes data from seismic networks in California, calculates preliminary magnitudes, and then estimates which areas will feel shaking.

Earthquake-prone countries like Mexico and Japan have long had earthquake early warning systems, with alerts typically delivered through cellphones or public address systems. However, California is the first state in the nation to offer earthquake early warning.

Governor Newsom and the Legislature made significant investments to fund disaster planning and preparedness – including earthquake early warning – in the 2019 Budget Act.

Last year’s enacted budget included $16.3 million one-time General Fund to finish the build-out of the system, including finishing seismic stations installation, adding GPS stations to the network, improving telemetry and launching an education campaign. The Governor’s budget this year includes an additional allocation of $17.3 million, supported by a one-time loan of the same amount from the School Land Bank Fund, for full operation and maintenance of the system.

Do we not have a EBS already in place?

I just don’t see how some monitoring station is going to get a advance and it goes thru their system to your phone in time to make a difference in a way that is going to help…

But it sure is a way to give Google $$$$$$$$

Those seconds allow surgeons to lift their scalpels. In Japan, fire dept doors automatically open so trucks are not trapped by a tweaked door frame. Those are just a few life-saving uses of the system. It’s not really about telling you to hold onto your butt.

So to summarize…

California takes a fat slice of your pie through state taxes and fees. Newsome gives a big chunk of your money to Google. Google kicks part of your money back to Newsome in the form of campaign contributions. Voila! You get to support Newsome whether you want to or not!

So now you better not turn off your smart phones! Governor Newsome should be spending his time and our money on the virus, schools and other vital projects. The earthquake will be over before you can answer the phone anyway.

So now you have another price of spyware on your phone as a standard feature. Else how would it know if you were in the shake zone or not? And I am assuming here , but I am betting that unlike other forms of spyware that we are not allowed to opt out of this system has less privacy built into it with less safeguards. But hey seconds count right ? I would rather see a warning system every time anyone attempts to locate ones location with a little pop up that says so and so of such and such wants to know your general location or exact location would you like to allow them to access this personal data yes or no?

On March 8. 2020 there was a 5.2 quake eight miles west of Petrolia. I got an alert sent to my android phone. This is what it said:

Severe Alert
Earthquake! Expect Shaking. Drop, Cover, Hold on. Protect yourself now.

I didn’t download an app to receive notice. Problem was the Earthquake was over right around the time I got the alert. Nice try but totally worthless due to the timing.

Exactly how does this work?

Collect – when your phone is stationary, the app is ready to collect data from its motion sensors.

Detect – the app uses machine learning to decide which motion is produced by earthquakes and which isn’t

Record – when the app detects an earthquake, its network of phones records (and securely stores) the shaking to collect valuable data.

Just a reminder… The app uses you phones general location to determine which phones receive alerts, so it is important to enable location services

The phone also allows people to crowd source valuable information about how much shaking people felt and damage they see around them following an earthquake.

Sounds like it’s more data collection than early warning.
