Woman Arrested in Stolen Vehicle After High Speed Pursuit That Ended When Spikes Were Deployed, Says HCSO

An Arcata woman is in custody following a multi-agency vehicle pursuit early Sunday morning.
On August 9, 2020, at about 12:07 a.m., officers with the Eureka Police Department (EPD) attempted a traffic stop on a vehicle near 14th and J Streets in Eureka due to the driver reportedly failing to stop for a red light. The driver, later identified as 22-year-old Alexis Nizhoni Lowe, failed to yield for the traffic stop and officers initiated a pursuit. Lowe reportedly ran multiple red lights and stop signs as she fled from officers. The pursuit continued onto northbound Highway 101, where the Arcata Police Department (APD) was dispatched to assist in the pursuit.
As the pursuit continued into the McKinleyville area, Humboldt County Sheriff’s deputies were dispatched and took over the pursuit from the two agencies. The vehicle continued to flee from deputies at speeds in excess of 90 miles per hour. As the vehicle neared Del Norte County, deputies requested the assistance of the California Highway Patrol (CHP) Del Norte Division and the Del Norte County Sheriff’s Office.
Near Klamath, CHP-Del Norte officers successfully deployed a spike strip, disabling Lowe’s vehicle. Lowe stopped the vehicle and she was taken into custody by CHP Del Norte officers without further incident. No one was injured during the pursuit.
Upon further investigation, deputies learned that the vehicle Lowe was driving was stolen earlier in the evening out of the Loleta area but had not yet been reported to law enforcement.
Lowe was booked into the Del Norte County Jail on charges of vehicle theft (VC 10851(a)), evading a peace officer (VC 2800.2), theft involving a motor vehicle (PC 496(d)), under the influence of a controlled substance (HS 11550(a)), driving with a suspended license (VC 14601.1(a)) and DUI (VC 23152(f)).

I was wondering who it was in that white Chevy with a mile long trail of cop cars behind them. The whole caravan passed me as I was driving home to Orick from work in Arcata just after midnight. I gotta say it was the most subdued high speed chase I have ever seen or heard of, the freeway was pretty empty so I saw them coming up behind me for quite some time before they caught up. When they did she put her signal on and passed me safely in the fast lane only going about 75-80, then for some reason the cops felt they needed both lanes and damn near ran me off the road. I was slowed down to about 50 and was half off the road onto the shoulder and they still just about took my mirror off passing two wide. It honestly brought to mind the OJ Simpson chase because it was plain to see that she could have been going a lot faster and I got the distinct impression that the driver of the vehicle being chased was trying to keep the safety of uninvolved civilians in mind. The real bummer was knowing that half the cops in California were up ahead of me so I had to drive the speed limit (sort of) all the way home. What usually takes me a half hour became 50 minutes. Hope they don’t go too hard on her because she obviously wasn’t trying that hard to get away.

Sounds like you were more of a danger to the pursuing officers than this woman they were chasing. Please study a driver handbook from DMV and learn what you are required by law to do in that situation because you obviously don’t know.
She had better get jail time for this. There is a bad trend of courts going too easy on women who commit such reckless crimes. Please update us on this case when they make a charging decision, Kym.
