[UPDATE 3:20 p.m.] Vehicle Strikes Pedestrian Then Rolls Over Just North of the Dr. Fine Bridge; One Person Trapped Inside the Vehicle
At 11:06 a.m., a white Ford Fusion struck a pedestrian* just north of the Dr. Fine Bridge over the Smith River which is on Hwy 101 north of Fort Dick in Del Norte County.
One pedestrian is down in the roadway.
The vehicle went off the road and landed upside down trapping an occupant inside, according to emergency personnel speaking over the scanner.
Traffic is nearly at a stop through the area, according to the Caltrans QuickMap. And the CHP Traffic Incident Information Page warns the southbound lane is blocked. Caltrans has been requested for traffic control.

*Note: the orignal reports referred to the person as a pedestrian, but later reports indicate the person was a cyclist.
UPDATE 11:34 a.m.: Two ambulances requested by the Incident Commander and the road is now opened.
UPDATE 3:20 p.m.: According to a press release from the CHP:
On July 23, 2020, at approximately 1102 hours, Party #1 was driving her 2019 Ford Fusion (Vehicle #1) southbound on US-101, approaching Dr. Fine bridge. Party #2 was riding his bicycle southbound on the south shoulder north of Dr. Fine bridge and south ofV-1. As Party #1 approached Party #2, Party #1 allowed Vehicle #1 to drive onto the shoulder and collide with Party #2. Vehicle #1 then drove up the embankment and overturned onto the roadway. Party #1 sustained minor injuries and Party #2 sustained moderate injuries as a result of this collision.
CHP and other emergency personnel arrived on scene and began providing medical assistance to both parties. Both parties were transported to Sutter Coast Hospital for further treatment.
Crescent City Fire Protection District, Del Norte Ambulance, California State Parks, Ford Dick Fire, and Caltrans provided assistance on scene. Alcohol and/or drugs do not appear to be a factor at this time. This incident remains under investigation by the Crescent City CI-IP office.

We’ve passed laws and begged people to get off their phones whiles driving. (And seatbelts too). I’ve watched them chatting away at 80 mph while they keep jerking the car back into their lane.
They’re just like people who wont wear a mask. They are ‘special’ you know, and will only scream “I dont have to do anything I dont want to! This is ‘Murica dammit!” Even if it endangers innocent people.

You forgot the Police I have seen doing it to, in Eureka when I was almost rear ended by a Patrol Car just before the Covid19 Shelter in place order. So it’s not just only regular people driving who are on there cell phones. I have an in dash voice activated radio that I can choose or not choose to Answer with my voice. If I am driving I don’t hold my phone. In Emergancie all you have to do is tell it who you want to dial and it does it for you. No phone in Hand for me unless I am a Passanger.
What does driver’s education being taught or not taught in high school have to do with this accident? The driver is 47 years old. Well old enough to have had driver’s training in school before it was cut out of budgets…

Please try to avoid removing the role of the driver in collisions through the use of passive voice. I have edited part of the story below, using all capital letters, to include the driver in the collision story:

The car, all on its own, did not strike the pedestrian. There was a driver behind the wheel and that driver had a role in the collision.
Note: I am not arguing whether or not the driver is at fault, that is a separate issue.

Technically speaking the driver didn’t hit the pedestrian at all–the vehicle did. And whether you want to argue fault or not, I use a passive voice for a reason here. More than once, the pedestrian has leaped onto the vehicle. In those cases implying the driver is at fault before I had knowledge of the situation led me to be more cautious.
