Mendocino County Health Officer Issues Facial Covering Order and Revised Shelter-In-Place Order due to COVID-19 Pandemic

County Health Officer Dr. Doohan issued a fourth revised Shelter-In-Pace (SIP) order that goes into effect today, April 24th at 12:00 p.m. and will be in place until May 10, 2020. The major changes to the Order include a lessening of some restrictions:
  • Outdoor Recreation may now be initiated from within a 20 mile drive of one’s residence taking into account the new provisions in the  Facial Covering Order
  • Live-streaming of events allows for singing and similar activities provided that venues take protective measures to mitigate COVID-19 transmission

The order is enforceable by imprisonment and/or fine thus we urge all residents to closely read the orders and follow them. The Order is available for review on the County website.

On April 3, 2020, Dr. Doohan released guidance on wearing facial coverings in public. Today, Dr. Doohan converted the guidance to a Facial Covering Order requiring everyone (except for children under 2 and those for whom it is not advised for health-related reasons) wear facial coverings when in public as an additional measure to stop the spread COVID-19 in Mendocino County. The Facial Covering Order will go into effect May 1, 2020 at 12:00pm, to allow time for the general public and employers to procure appropriate facial coverings and comply with the order. Facial coverings are recommended but optional for Children ages 2-12.

“Facial Covering Orders are being widely adopted across California to help protect against asymptomatic spread of COVID-19.  Wearing facial coverings in public combined with social distancing practices and sheltering in place are powerful weapons against Covid-19 and are helping  prepare our community for limited reopening of activities in May,” Stated County Public Health Officer Dr. Doohan.

The Order states people must wear a facial covering before they enter:

  • An indoor facility (except their home)
  • Any enclosed space
  • An outdoor space where they cannot keep a distance of six feet away from others at all times

When engaging in recreational activities in public, it is recommended that everyone bring a facial covering with them in a safe and accessible location and wear that where it is difficult to comply with social distancing requirements. However, the Order clarifies that for some public recreational activities which cause people to more forcefully expel airborne particles, the six feet social distance requirement may not be enough and may call for additional measures.

This Order applies to employers who continue to operate, under the April 24, 2020 Shelter-In-Place Order. Employers who require their employees to leave their residence to work or provide a service must make sure that their employees comply with this Order while on duty by either:

  • Supplying employees with facial coverings, or
  • Making sure that employees have access to facial coverings, or
  • That their employees are using their own facial coverings.

Facial coverings are not required for those who work within a small stable group of the same individuals provided that they meet certain criteria, including that they (1) do not interact with the public, (2) do not perform the handling, preparing or packaging of food, (3) work in a location that is closed to the public, among additional criteria identified in the order.

The Order allows business owners and operators (to the extent not otherwise prohibited) to refuse admission or service to any customer or visitor who refuses to wear a facial covering.

As noted in the original April 3rd guidance, facial coverings means any fabric or cloth that covers the mouth and nose. The facial covering can be made using common everyday household items, can be sewn by hand, or factory-made; no one needs to purchase a mask in order to comply with this Order. The Health Officer continues to discourage the public from purchasing medical grade surgical or N95 masks, which should be reserved for healthcare workers. Facial coverings should be frequently washed, sanitized, or changed, and everyone should wash their hands as soon as possible after touching their facial coverings.

Facial coverings should not be placed on children under the age of 2 or on anyone who has trouble breathing or is unconscious, incapacitated, or otherwise unable to remove the mask without assistance. Facial coverings are recommended (but not required) for children ages 2-12 if possible and under the supervision of their parents or caregivers.

The Centers for Disease Control and Prevention (CDC) offers these guidelines for face coverings:

  • Fits snugly but comfortably against the side of the face
  • Is secured with ties or ear loops
  • Includes multiple layers of fabric
  • Allows for breathing without restriction
  • Is able to be laundered and machine dried without damage or change to shape

Look at the fucking health expert here. I expect you’ll be getting a phone call from the county any time now to get more of your wisdom. The cases in the area are low. We’re overreacting. Sick and tired of this bullshit.

Have you been wearing a mask at all times? Have you self isolated with absolutely no exceptions since last November when people are now reporting they already had this? Why not? You should have known that just by your very existence, you might have done something to cause another person harm. Shame on you!!! You put your own life above others. You have no right to speak. Speaking emits air. Can you 100% guarantee to everyone that none of that breath made it around your mask??? No. Then you might have killed someone. I’m reporting you to the police.

Indeed. The “pandemic” is easily proved as fake (by anyone doing some basic math and science) and is being carried out by criminals in the CDC, the WHO, and the many other organizations involved. These “facial coverings” orders are to muzzle Americans and very directly represent the destruction of free speech. There are millions of Americans waking up to the lies that are being used to justify the destruction of our societies and our livelihoods. Mendocino County residents need to unite and demand these falsely sold “orders” be immediately rescinded!

A month or six weeks ago they told us facial coverings wouldnt help and might hurt. It’s a moving target kinda like at first the virus wasnt airbourne then 6′ social distance cause it is, then they say that it can pass through air up to 13′. What i think is ridiculous is that criminals have been released to reduce the risk of covid spread and now are threatening to jail law abiding citizens for not following the rules of un-elected officials.

A COVID-19 positive person was released from a state prison, dropped off with others at a Greyhound bus station, they were given two paper masks and a piece of paper about COVID-19. They threw the masks away, hitched a ride with a family, then picked up in Sac by another family, came to our county ( not paroled here) and for 7 days was in the community, shopping, looking for old contacts, trying to score money & drugs, before our county was notified they were even here. They’ve been spreading the virus throughout our county for weeks. They were put into a hotel to be quarantined and left. LEO can’t find him. A similar situation occurred in my neighboring county with a prison inmate released who tested positive.

yes i get that but if you dont want to get it then you wear a mask. if someone else coughs its still going to get out of a mask. also i have been seeing people wear the construction/painting masks with the badass filters… those masks have no filter on the way out, it is literally a rubber flap that opens up and lets out the air.

the only thing that would help someone that is scared would be for them to wear a mask and wash their hands and clothes and yadda yada yada

Covid-19 is technically not an airborne disease. It is transmitted by fomites. Fomites are particles of saliva that have been aerosolized. They can only travel so far before gravity brings them to the ground. Whatever they land on also becomes a fomite. Masks were discouraged because they are uncomfortable and they usually cause people to touch their face more and once they are touched, they can become a fomite. If you are wearing fomites on your face, your gonna get the disease. In order to meet the definition of airborne disease, the virus particles must be so small that they can float around on air molecules for hours. This is not the case with Covid-19, and if it were, there would be no social distancing measures or masks that could save anyone.

Taxpayer – in response to your first post questioning the use of masks – it has been known for several weeks now that masks actually help the other person, by keeping your “droplets” and exhalations from spreading the virus. There was a slogan that came out in the Czech Republic back in March – “Your mask protects me, my mask protects you”. To a great extent it is, in fact, about the other person.

The couple times I’ve gone to the store about 1/2 are wearing masks and smiling at everyone with their eyes being friendly and keeping a distance. Those without masks still kept their distance.

You can travel 20 miles it says? It’s 22 miles from Branscomb to Laytonville with zero stores in between. A Safeway in Willits 50 miles.

Can you prove you’re going to the store? And how do you know where I left from & where I’m going? Track & trace maybe? I’m not a pot plant!

Do masks work for people with asthma? I don’t know I have allergies but not asthma.

“We’ve spent almost an hour-and-a-half on the subject, and we’re basically at the same point as we were in the beginning, which is where Dr. Doohan says she’s going to move on (as of) June 1, and we’ll have to deal with a transitional public health officer,” said board Chairman and 3rd District Supervisor John Haschak shortly before the board voted unanimously to extend Doohan’s contract from its initial end date of June 2020, and to increase its initial amount from $125,000 to $225,000.

At least outdoors, we should all calm down. The entire article linked below is published in a news site that is decidedly favorable to enforced industrial medicine.

Immunity is often produced by low concentration exposure to disease organisms: a vaccine is in many ways a controlled method of delivering that exposure and immunity. Every method of developing immunity or avoiding transmission has its harms and risks. Shut everything out for two years and lots of social networks and economic networks break down to different degrees. Expose too many people too quickly and intensely (for their relative health) and the industrial medicine system breaks down. Everyone’s immune system reacts somewhat differently and I favor individual choice in how we treat our own immune systems.
Airplanes, and elevators are seemingly perfect transmission promoting environments for this particular respiratory virus (and many others). Crowded bars, cruise ships, dorms and apartments with shared ventillation systems are likewise good for high exposure to multiple sources of virus particles. Indoor group singing may be a particularly potent transmission environment. Indoor classrooms may be particularly difficult environments to avoid respiratory infections of any kind.

One interesting section of this article talks about studies showing that outdoor transmission is likely rare. I didn’t quote that part of the article but you can read it in the link.

Anyone with the smallest understanding of how microbes/viri enter our bodies should be well aware of the reality that our eyes and the mucous membranes around them are a perfect environment . And I went to one nameless service/sales store today and none of the workers were using masks and they didn’t ask a single customers to use theirs, and I’m like “Good job guys.” Not ,”oooh call the po-po.”

IMO it’s too little, too late, and for no damn reason. The few infections we have encountered have happened at a rate that is turtle-slow.

Can you intelligent people please explain to me how masking now is going to impact that already flattened rate?

We obtained that rate by not masking, so what is the point?

And —-if you’re so obsessed about asymptomatic people coughing all over us, think about the logic in leaving all the bratty little kids unmasked. Let’s be real. They’re probably the biggest asymptomatic vectors of all! 👶

It’s the shelter in place –and the premise of your first point in that you went from hundreds of interactions to nil (with no mandatory masking orders in place , infact we were advised against masking unless ill –that flattened the (hypothetical ) curve.

BECAUSE let’s all remember we honestly don’t know how many infections there would have been had the shelter in place never happened, because there’s still the school of thought that a great percentage of us were already exposed last winter!!

The mandatory masking at this point, (IMHO) is nothing but damage control, and deflecting from who’s really to blame in this mess.

People seem to forget we don’t get infected with every single infectious agent we become in contact with.

..it was a rhetorical question, not specific to you. I get that you support this nonsense.

But, one person, or a paranoid handful (50%? ) making the time/effort to obtain the appropriate hepa lined mask is a drop in the bucket . Or is it one droplet of sputum in the feared deluge of virus laden aerosols ? lol . I have not observed that 50% of folks are using a triple lined HEPA mask .. I don’t think even 50% had some weirdo piece of fabric on their face. But I can’t go back now . I do distinctly remember orders/recommendations in the latter part of March / beginning of April telling people NOT to mask unless actually sick or in contact with someone who was, you rebel ! Lol

And the WHO still stands by that recommendation:

“there is no specific evidence to suggest that the wearing of masks by the mass population has any particular benefit,” Dr. Mike Ryan, the WHO’s epidemics chief, told reporters Monday.

“In fact, there’s some evidence to suggest the opposite,” he added, noting risks from an improperly fitted mask or touching the face while taking it off or putting it on.”

That sound recommendation is based on the lack of availability of the n95 masks.

Folks can believe their coffee filter , or HEPA filter, or gymsock mask or scarf is an effective barrior , but the science actually doesn’t support that.
It gives folks a false sense of security, and a false sense of accomplishment. And gives the authorities one more thing to ticket /fine people for.

“Ask yourself what is the science behind wearing a cloth covering over your own face even if you are “asymptomatic” ie: NOT SICK. What size is the Covid-19 virus and how many microns does your cloth mask filter? Ask yourself how to properly remove the now-contaminated cloth covering – leave your magic gloves on while removing the covering and touching your face or simply wash your hands and then remove the covering with clean hands? What do you do with the cloth after you have removed it?”

No one can be that attentive there’s so much cross-contamination going on it’s ridiculous. And the use of the mask for us each individually is based on a false premise that we’re infected but asymptomatic.

I’m not buying it.

Recommendations are great. “They” recommend women don’t have more than one drink a day, they also recommend that people minimize their intake of red meats and processed sugars, and exercise regularly and give up tobacco.
That doesn’t mean you’re suddenly fined $1,000 if you don’t go by the recommendations.

The WHO straight-up says there isn’t enough evidence for or against. Are they lying because the CDC recommends it?

If these scary asymptomatic transmissions of the infection didn’t literally only take place in hot spots IE: where there’s already a lot of community transmission (not Humboldt) OR in enclosed living situations like a family unit where one person is infected already, or old folks homes, I might be on board to make everyone wear a freaking mask as a standard protocol. The masking requirements with very few community transmissions to begin with, seems to me to be at a disconnect with science and the nature of viral infections and is just an overreaction. The virus is not that stable people!!
Just wash your hands; avoid people if you must; and if you have a family member that’s infected, then you wear the mask. Everyone’s just bumbling around like pin-the-tail-on-the-donkey 🐴🎰🎱🎲

What difference does it make how far someone drives to exercise? You might want to drive 50 miles to the beach. The more stupid rules they make, the more people will just say eff it. And may I suggest, when the good doctor gets back from San Diego, she quarantine herself for 14 days, since she has been traveling in and out of Covid hotspots and is thus a health risk to the north coast.

That was the reasoning she gave for not coming back but staying where she is and just making phone calls. So that’s how it is, she’s there were here.

Are you saying that she is not even here?! That she is in San Diego making phone calls up here telling us what to do and even threatening us with jail?!! Look- Dos Rios and Westport are not San Diego. They really are not even close. Maybe she can make rules for Ukiah and downtown Willits based on what she is experiencing in San Diego. If what you say is true then I have just lost the little respect I still had for her. I remember a few weeks ago when we, myself included were social distancing and she was in photos having her picture taken with people right next to her. That was bizarre. Now- this order and threat of arrest is bizarre. And if she is issuing it from San Diego then I gotta say- she should be fired. I wear a mask and I social distance but wtf does she do besides order us around? From San Diego?!!!

I don’t believe anyone here wants anyone else to die.
We do disagree on whether to live as a free people in liberty, or as socialists in a police state.
Every step we take leads us in one direction or the other.
At the moment the virus is the road we are walking on.

And Kym is the one who lets us discuss it even if it’s a bit heated.

There is more going on in the discussions than just the virus, like power grabs, money grabs, how official are our officials? And more.

There isn’t a local political page to post at so people apply what they want to say to the current event whether it is a MMJ post, or this virus.
