[UPDATE Sunday 5:40 p.m.: GOOD NEWS!] 13-Year-Old Fort Bragg Girl Vanished in San Francisco Yesterday After Reportedly Meeting With Adult Male

Sienna Carter

At 3:30 p.m. on Friday, January 3rd, 13-year-old Sienna Carter left UCSF’s Madison Clinic for Pediatric Diabetes telling her mother and grandmother she was sick and needed to get some air. She never returned. At approximately 4:00 pm and two miles across the city, restaurant server Jaclyn Davis was starting her shift and noticed “this little tiny person” shivering in the alley. Jaclyn invited the girl inside the restaurant and grew concerned that a young girl was seemingly alone in the city. At approximately 6:30 pm, the girl abruptly left the restaurant and “following my gut” Jacklyn chose to pursue. The young woman walked quickly and met a man, they embraced and walked off on foot. Jaclyn observed the pair meticulously “to make sure that no matter what, I could identify them again”.

On Saturday, January 4th, Jaclyn’s co-worker forwarded her a screenshot of a Facebook post that described a missing girl from Fort Bragg, California. Jaclyn knew immediately upon seeing the post that the young woman she had taken care of Friday night was, in fact, Sienna Carter, the 13-year-old girl from Fort Bragg.

When Jaclyn was first starting her shift at the restaurant located on the alley of San Francisco’s Van Ness Avenue and Redwood Street, she saw a “tiny little person” and “assumed it was a heroin addict because they looked nervous and small.” A brief period of time passed and as the sunset, Jaclyn realized the “little person” outside her restaurant was a young girl, unaccompanied by an adult, and not a San Franciscan “because she was wearing a dress and t-shirt” clearly not prepared for the cold.

Jaclyn described how her “mama bear took over after watching her shiver and I decided to invite her into the restaurant to warm-up.” Initially, the young woman rebuffed Jaclyn’s invitations saying “I’m fine. I’m waiting for someone.” Jaclyn’s caretaking instincts made her feel both “guilty and suspicious” and she returned to the young girl outside telling her “it’s hard watching you shiver out here”. The young girl acquiesced and was given bread and tea for the next hour.

Sienna CarterWhile sitting in the restaurant, Jaclyn and a female co-worker became concerned about who this young girl was meeting up with. The co-worker caught several glimpses of the young girl’s phone and it was clear she was texting “a million heart emojis” to someone. When asked who she was meeting up with, the young girl said “her sister-in-law” which Jaclyn said, “threw up some red flags because you can’t have a sister-in-law if you’re 13.” Finally, Jaclyn knew that San Francisco’s Tenderloin neighborhood is “a center for human trafficking” and was concerned the young girl had gotten caught in the web of a “pimp or human trafficking ring”.

These observations and concerns led Jaclyn to follow the young girl when she abruptly left the restaurant at approximately 6:30 pm. Jaclyn stepped into the alleyway and watched the young girl walk towards a man and embrace him. As Jaclyn watched the pair, she “took note of every detail of clothing”: “he was maybe “5’5’’-5’7’’, Filipino, Southeast Asian, maybe Latino, maybe 30 lbs overweight, black-rimmed glasses. he was wearing mustard yellow full-length dickie pants. His pants were pressed, his jacket matched his pants, mustache undeveloped, he looked really young. She was wearing the exact same pair of converse that she was wearing. Black, high top converse. ”. Jaclyn watched them hug and they seemed to share a “warmth” as they walked away on foot.

It was not until this morning that Jaclyn connected the “shivering, little girl” she had helped the night before with Sienna Carter, the missing girl out of Fort Bragg. At that point, Jaclyn began to reach out to Sienna’s family as well as law enforcement about what she had experienced.A friend of Sienna became concerned after learning of her disappearance and divulged to Sienna’s aunt, Melinda Buckner, that her niece that since December 2019, Sienna had been in contact with a man from San Francisco. After hearing what Jaclyn experienced, Melinda is convinced the man Sienna met up with was the same she had been chatting with online.

Law enforcement has yet to provide specific information regarding the investigation into Sienna’s disappearance. Elizabeth Fernandez, the media relations spokesperson for the University of California, San Francisco, said the UCSF police department had conducted “a very extensive investigation since this case arose and are working cooperatively with other agencies in the area.” She also added the “the case is actually being turned over to Fort Bragg Police Department”. FBPD has yet to provide comment on the investigation.

Sienna is still missing and could be in San Francisco’s Tenderloin neighborhood. Sienna is 5’ 3’’ and weighs approximately 100 pounds. She was last seen wearing a blue and pink dress, tank top, and black/white Converse. Her last known location is on the intersection of Van Ness Avenue and Redwood St. If anyone knows of Sienna’s whereabouts, please contact UCSF Police Department at (415)476-6911 or Fort Bragg Police Department (707)961-2800. Other reporting options include contacting Cold Case Mendocino at [email protected], message via Facebook, or call in a tip at (707) 560-1543.

Cold Case Mendocino works hard to tell the story of the missing and murdered. If you appreciate our efforts, please consider donating.Sienna Carter

She might of thought the girl was a runaway or maybe that it was a family friend she was meeting. The way they hugged I would have thought it was even a relative or close family friend. You just never know when to call the cops now. If you never been in her spot don’t jump and say what you would do or say why didn’t she do it .

Because they’re in SF. There are people everywhere, and police don’t respond to cold kids in the street at 6pm who say they are fine. Or heroin use. Or people pooping on the sidewalk. Or a number of other things.

She couldn’t have known if/what was truly wrong. She was concerned & did everything possible to take note of all details, even following her when she bolted. It’s easy to play armchair quarterback from the comfort of own’s home & judging someone else’s decision without actually having to take any action or risk in the real world. Thank goodness this woman recognized a potentially worrisome situation and was extremely observant or the police may have had nothing to go on.

Kind of a mistake to question why someone didn’t do something. Judg-ey and blaming. She’s did way more than the average person and i don’t think we need to comment as if she didn’t do enough.

It’s actually chattel, not chattle. Couldn’t resist. If we’re going to correct, let’s correct correctly.
It’s possible the original commenter meant to say “cattle,” too. Put a nose ring through those cows and drag them around, and so on.

You hit the nail right on the head… Well said lots of people these days just turn there head the other way. My girl friend saved to litle girls probly around 20 years ago in houston texas. Think they was 13 and 11 and got caught up in some kind of trafficing. The oldest one came up to her at her work place and asked her to get her litle sister out of here and help her. The oldest one was afraid to leave but my girlfriend took both of them said she wasn’t leaving without them both. The 2 girls told her where they was from. She snuck them in her car took them back to her house feed them. And gassed her car up and got them out of the city With in minutes and back to there home town in aboult 6 hours. Come to find out the place she kelpted books for and other stuff. Was taking kids for prostiutes and no telling what else . Those girls was scared to death. And my girlfriend went back and got the ring shut down and the people went to prison. So there are people out there that will risk there own life to help kids.. We just need to teach our kids to speak out and ask for help no mater where they are. And to pray.. Now we live 45 minutes from the girls. One of them is married and they are doing good. And she would do it again in a minute for any kid or anyone.

I can’t believe you people are attacking and blaming someone who helped. We all have a stall button so we don’t overreact or be alarmist, hopefully. I think most people tend to question their perceptions before acting on a hunch. At least she noticed and acted. Why do we as a culture have to shift blame? That’s why people stay silent!

Wouldn’t You Know It

I have two sons. One is 33 years old, the other 16 years old. Oldest has three biological children – which made my youngest son an Uncle when the first was born during his 6th grade year in school. Now, mind you, the oldest didn’t officially marry the mother of his children until this past year, but my youngest essentially had a “sister-in-law” by the time he was 9.5 years old.

Now, my BFF from the early ‘90s has a brother who is 25 years younger than she is. There are 4 other siblings to boot – all ranging between 18-30 years older than the youngest. He was an Uncle AND had several brothers-in-law and sisters-in-law before he was even born.

And one other prime example would be my grandmother compared to her youngest sibling. My great-aunt Barb, had in-laws and nieces/nephews securely in place before she was born.

So, not impossible and not as rare as you might like to think. >shrug<

Ok first off all you people who are second guessing the witness are goofy. She said that when the girl said that she was meeting her sister in law that was a red flag and if it wasn’t for her they probably wouldn’t have found her. Most people today ignore things like a man beating his wife on the street because they don’t want to get involved or somebody walking up to a kid in the park and you don’t want to be wrong if the guy is the kid dad! So I think that she is pretty much a hero. Quit judging!

Police can access the cell phone conversations, facebook… etc.
They should know who she was talking with… unless (I guess) he had a ‘disposable’ phone.
If he did have a disposable phone… that’s not good.
He may be a commercial trafficker.

Why would it be turned over to Fort Brag police? Seem San Francisco would have more resources and are closer to where this happened. People get run over in Fort Brag and die and they know the vehicle that was used and it takes them months to arrest anyone. Of course that was CHP dealing with that, but still.

Oh— that’s true. I didn’t think about that. Maybe she didn’t have a phone?

Also- for people criticizing the lady who helped- its really quite judgeful. I mean, what would you have done in the situation? She gave key details that are helping the police solve this and she took her in. If she called the police, THEY WOULD NOT COME. There were no crimes being done except for suspicion in a bad neighborhood, and we all second guess ourselves even in times of panic and true worry for another. Lucky there even was a witness.
Regardless, I feel for the family and I hope that this girl is found… what a terrible thing to happen.

It bugged me that she thought the girl was too young to have a sister in law … BUT come on, how many of you would have gone to the extent to help her, get imperative information and a detailed description of the man, and keep a schedule of everything that went down. Not to mention that she literally tried to get her in off the street. She may not be a rocket scientist, but at least she has a HEART. Get a clue haters and focus on what really matters – her safety.

If I were as suspicious as she said she was, I would have taken a pic of them both!

The waitress did an amazing job trusting her instincts and getting the best description she could. Everyone working with the public should always be alert and aware. At least the police have some sort of a description thanks to this waitress. Prayers for a safe return.

Kudos to the woman in the city who kept her eye out. Any information is better than none, and she observed a lot. No, I wouldn’t have called the police either. Runaways, addicts, street people are an all day, everyday occurrence. Background noise to her job. The fact that her boss allows her the freedom to lookup From her work, frankly amazes me. There is hope for the world.

All of you slamming the waitress make me realize how cruel our world is. If we could all be as sharp as you you guys I’m sure we would never be in this situation. A 13 year old girl is missing. Stress is high. You have no idea who this woman is but many of her instincts were spot on and give investigators information that they can leverage to find her. My key issue – What value is there calling it out? Helping the cops? They got this. I promise. I’m raising 2 teenage girls and I’m stressed a lot because they don’t see risk when I see it flashing bright lights. I sleep less and worry more. I want this waitress and all people like her watching out for my girls as I would for others. My ask? Self awareness. No one is perfect. Show empathy and compassion for the friends and family scouring blogs for any piece of information about this girl. If you know something relevant to the case share it.

13 yo, many teens at that age have enough knowledge to get themselves into a serious situation, but not enough knowledge on how to get themselves out of it, or to even avoid the situation all together.

Craig is so right. I was a young teen in the 70’s. We snuck out and told little white lies to avoid parental judgement and to feel grown up .. like we were independent of our parents. But I was entirely unschooled in the dangers of the world .. it wasnt part of the curriculum, and my folks didnt educate me (would I have even listened?) Seriously, I dont even think I fully understood there are BAD people out there, or that I needed strategies for safety. I had some close calls but was lucky. I really hope this young lady gets herself out of the situation before she’s in too deep. Kudos to the waitress for caring, and collecting as much data as she could while working.

It’s really irritating how many people are attacking a key witness. I’m glad she was there to at least get a description of the guy and glad the little girls friend gave a tip in regards to the relationship she’s had with the guy since December. Hopefully, they find them soon.

Does the girl have an iPhone that could have the find my phone feature for when you lose your phone?

Its so sad this stuff happens everyday everywhere in our country. Id contact the federal agency (s) who deal inhuman trafficking and child abduction. There are different federal agency offices all over downtown San Fran. Call the fbi.
Local cops don’t have the training nor ability to really solve a case like this (no offense). Resources are so limited in our small town regions.

You really gotta watch who your kids connect with online. Read the tech news. Peds are tapping into kids bedrooms through the Ring system. DONT use ring!! And through video game sites.
Look online for ways other parents have limited internet in their homes, best resource around is other parents dealing with the same issues.

Awhile back there was a story about a young humboldt girl who was trafficked out of humboldt to Sacramento by her “boyfriend” who then pimped her out. Do you remember that kym?
Maybe send info to sac cops just in case.

So hoping shes found safe soon.

The picture on this post looks like it has a significant filter and face shaping on it so I’m not really sure if that’s going to be what she actually looks like. The other picture in the article looks way different. I hope she’s found. Social media is actually more dangerous than real life at this point if you’re young, learning, seeking? unaware. I really support the fact that kids that are not actually out driving yet should not have cell phones and should meet their parents at specific places actually call on a regular phone to ask about things. To meet people in public, not an alleyway. The sick, shady side of the internet that everything DARK can be hidden and twisted to an AWESOME alter reality in the blink of an eye, or click of the mouse.
I hope Sienna gets safely home. ❤

This is what happens when you allow a CHILD to have a phone/ internet access. Giving them the ability to meet strangers online.

Seems like a run-a-way, very planned.

Also, no character leaving your parents in a hospital waiting for you. Even at 13. Wow.

Also, I can’t imagine allowing my teen to go outside a hospital alone in S.F., because she wasn’t feeling well. Makes little sense all around. Remarkably negligent.

I know parents who give their nine-year-olds cell phones. And then the kids sit staring glazed over in the backseat rolling through their phone on family car trips when they should be talking and experiencing the travel. I’ve seen little boys hiding behind the backstop as I drove by the grade school in Laytonville. They were clearly doing something inappropriate because there’s about six little boys gathered behind the back stop hiding looking at a phone. No adult to be found. Ultimately, phones should not be allowed at school, even during recess or lunch. 💡💡💡💡

So many of you want to bash the lady for trying to help and see what was happening with her. She didn’t know she was missing or the person she was meeting was a threat, especially if she was embracing him. She got a good description just Incase. Although how many of you would’ve just ignored the girl standing outside, thinking she’s some run away or whatever and not have gave a crap, but now you know the story, you want to point fingers. Shame on you! Let’s all focus on praying for a safe return and not blaming someone for at least trying.

This whole thread makes me sick. It’s supposed to be a network to find her. Not to talk crap about everyone. Barf. Clearly something went wrong. But that’s not the mystery here. The point is to find the girl. Not sit around crying over spilt milk. So instead of correcting people’s grammar and spelling and intelligence why not just repost and share the news.

Help find a solution and not more problems silly. Geeeeeez.

The older we get the wiser one becomes. I was once a waitress @16! I’m not sure how I would’ve handled it. I’m much older, wiser, and retired law enforcement. So I say quit pointing fingers! The waitress, no matter what her age, is already blaming herself & always will most likely! I Commend her on what she did! The previous gentleman said it right. The cops know what they’re doing. Quit blaming. It’s wasted energy …keep the positive thoughts and prayers for her safety and return. Thank you Jesus. 🙏🙏

Lord Jesus please help this girl, and her family and friends. I am asking is the fbi involved? Please call the national human trafficking hotline for help and what positive steps to take moving forward. All the signs of coercion to be trafficked.

The family should check in with all local Hotels in the area with a posting of her picture. Also all the local emergency rooms in case she shows up there. Sex trafficking is a real concern. I pray she is found safely and returned to her family.

Are you kidding! Call the police and tell them a girl was waiting for her sister n Law and embraced to be someone she knew? Do not judge, the waitress did what she thought was right. Can you imagine all calls the cops get when they should be out getting really bad guys. How the he’ll do you know she didn’t know him. She embraced him warmly and she was found. If he was to harm her, she would have not been found. Idiot!!!

It’s a wrap they have cameras all over that neighborhood in the city. Mr. Yellow pants is going to jail as a kiddie f#@cker good times are waiting for him. Even with a burner phone people sign into some account or text their friends messages if you have a phone you use it. There are so many at risk/crazy people in sf you would be busy 24/7 trying to police/help everyone people there have problems it’s often easier to mind your own business.
