Another Potential Challenger Lines Up Against Second District Supervisor Estelle Fennell

Teresa Davey, a longtime member of the Honeydew Fire Department and a cannabis grower in the permit process who works with her partner on his commercial fishing vessel, filed the preliminary paperwork yesterday to run for Humboldt County Second District Supervisor against incumbent Estelle Fennell and another possible challenger, Nathan Wise. She said she didn’t have to file the full paperwork until November but she was “seriously thinking about this.”

The Second District includes a diverse community from the more conservative larger town of Fortuna in central Humboldt to the rural communities east of Alderpoint and south of Ettersburg. Davey lives near Honeydew which is in the First District but her parcel is located inside the Second District.

In an interview with us last night, Davey said that she has been frustrated for awhile by a number of issues and her desire to run for Supervisor came out her desire to make changes. “I live in Panther Gap and the road is literally gone,” she said. “Three years ago is when it started sliding.”

Davey said that in her area, “I have not seen roadwork in at least three years. The holes are so big….We have a road on Wilder Ridge that is going to collapse. The fire department will be cut off…You can’t keep taxing us and not giving back.”

Davey, who is the fourth generation of her family to live in Humboldt County says she knows the Second District and its concerns. “My family originated in Petrolia in 1864,” she told us. “I’ve seen a lot of changes from the logging industry to the fishing industry… .” With kids of her own being raised in the same area, she says she is aware of what families face.

Davey says her “personal experience in what the small farmer is going through and what the small commercial fisherman is going through” have given her an understanding of what is needed for the community.

“I still want to go fishing,” she said. “But I want to take care of my community. My community is suffering. Literally people are picking up cans to support themselves….There are a lot of people who know me and I hope they will support me.”

Davey said, “I just want to be a voice for the small commercial farmer and the small commercial fisherman, and the people of our community.”

Yes, I am ready for a new option.
Listening to the HC Incumbent Supes put down the newest supe S Madrone at the last meeting regarding postponing discussion etc of the Trinidad Motel was extremely disheartening. It all sounded too much like “business as usual, we don’t have time for this”. And I felt they really talked down to his expressions of concern and reasons to hold off a little bit.

I agree with you but want to clarify (to my understanding of it). It’s not a motel; it’s a five story Hotel, and will dominate the view of the coast in that area if built. Madrone wanted to postpone the meeting so it would be done in Eureka, not San Diego, for obvious reasons. It’s also sad that two of the dissenting supervisors apparently have ties to the project, which suggests corruption.

I endorse the candidacy of ANY PERSON who has the energy to run against REX BOHN or ESTELLE FENNELL!

Please, please, please work to expel the “good old boys and girls” from the Supervisor’s Office, and support the candidacy of persons wishing to run!

Changing the leaders is the fastest way to reduce corruption and self-interest from local government, and, there is no excuse for poor quality leadership by the “same old faces”.

Vote for a new Humboldt! Vote for ANYONE BUT REX AND ESTELLE!

Thank you for considering, Teresa! Many of us are very frustrated with Estelle’s cannabis program. She has shown zero compassion towards the small people. We don’t really like the BIG players but she embraces them. When you win please stand up for everybody’s right to grow their 6 plants? Estelle can’t even do that much. Although the rumor is she and Rex are directing a slowdown on abatements as they have re-election concerns…ha ha! I don’t think they ever deserve any small grower’s trust after how they have behaved! They gave all they could to the wolves and mega-farms while stomping on the little folk.

They might have stomped on the little folk, but the mega farms have been lied to and ripped off also. The Panther Gap road bypass job the county did will be a death trap next winter. There were options to do it correctly, but the county decided to do it as cheaply as possible. I know there are grows back in there that have collectively paid millions in taxes to the county, and the job done on that road is a slap in the face to the taxpayers in the area.
Need to get rid of Rex and Estelle. Corruption will always be a part of Humboldt County and always has been. At least elect someone who will return the favors they receive by doing a good job for everyone.

Yes I agree it is 4 wheel drive only and not accessible in the winter months. I have filed a government complaint and the county has came back to say they are not to blame for the slide, even though it started over 3 years ago. I believe it is from a leaking covert. We have seen the same thing happen a year ago on Wilder Ridge.

The county is forced to repair the road on the cheap because the Board of supervisors don’t have the fortitude to over-ride the recommendations of the Measure Z committee which is the largest gathering of special interests I have seen locally. Instead of funding roads, the Measure z funds are now funding City police departments (all have their own public safety tax) and Native American tribes.

Be a step in the right direction if whomever replaces Estelle, at the beginning of each meeting, has the brains to not stand and salute a 4-colored commercial flag – and compel the living people to do the same.

Be nice if they knew the California state constitution inside out, upside down and backwards.

I find this very encouraging. As a backyard gardener, with a small greenhouse with vegetables, melons and a few (medical) cannabis plants, I live in fear of the abatement police and a permit fee of $600 for my legal plants. I am a senior and live on an income of less than $1000 a month. I really feel let down by our current representation.

That’s a horse of a different color. Depends on where you get you water, I suppose. But if you have legal water, you can use it for noncommercial cannabis. I can not confirm the $ 600, but I can confirm that the State water people are out to stop unpermitted diversion from so-called “waters of the state.” (like creeks, etc. Rainwater is still your own.

Your own water that you get from your own spring that you have been able to use for everything else is now subject to State Water Board permits if you use it for your 6 legal plants. You must file forms, you must have an engineer come out and determine that it is not connected hydrologically to a nearby creek (is it even possible to prove that?) and there are fees involved of course. Then there is an annual fee each year after…to use your own water, because of your legal plants. I don’t know the total cost of filing papers, hiring engineer and associated fees because I wouldn’t consider that. So instead I am open to abatement over my 6 legal plants. I do not think I should file papers that surrenders my rights to my own water to a state agency. I’m very surprised I don’t hear more about this conundrum. People brush it off like it’s a little thing but it is 1) expensive and 2) YOUR WATER RIGHTS we are talking about! Of course if you file these forms it also gives them inspection powers to enter your land so add…3) Your Privacy.

I consider him a reliable source, too. But unless his memory is really bad, he doesn’t remember any $600 tax on legal recreational marijuana plants. Or any tax or fee on them at all. Keep ”em on your parcel, inside a locked area, not visible from any public area, and you should be good to go. Remember, kids, you can not sell that marijuana, in fact you can hardly give it away (oz at a time). See Health and Saafety Code 11361.1 (or nearby)

there was no genocide in Humboldt county. White folks moved here and got along fine with the natives for the first 50 years, it was when outside interests came in that they went after the indians. Plus lets remember, the indians society was incompatible with the white mans, the natives were cannibals and would kidnap and rape white women. Run Teresa Run! Estelle has done a terrible injustice to this county, and has failed the 2nd district.. During the 64 campaign it was said the people under 2500 square feet would have a fairly simple permit process. This was a big fat lie. The county has squashed the smaller farmers in favor of very large growers.. And has not done nearly enough to support the local fisherman. Good god almighty, weottlove! If you’re going to make those kinds of statements, cite some references that we can all check. I know several (white) people who have intensively studied and written about the early days of “Humboldt County,” (Jerry Rohde, Ray Raphael, and Mary Anderson, are three who come to mind immediately) and there is ample evidence of genocide against ALL native groups in this area and NO evidence of “cannibalism.” Right across the river from the town of Redway, on the properties now occupied by the YMCA camp and Redway CSD’s sewage treatment plant, a massacre of about 150 Sinkyone people, who used this terrace as their winter village, took place in the 1860’s. Indian children were captured and sold into what was essentially slavery as farm laborers in the Central Valley. I hope your statement was made as a snarky attempt to draw out us politically-correct types — and not something you really believe.. But if you do, tell us where your info comes from.

I’ve never seen so many comments all over the place I thought we were talking about the supervisor’s race she looks like a very nice woman that wants to run but what has she ever done has she ever said on the board or a commission in the school board I do not believe in putting people on the Board of Supervisors without any prior knowledge I’m at all meetings are run how you have to get along with all these people and what’s coming through right now at the Board of Supervisors is they voted out one of the best they had and that was Ryan and they replaced him with the new one who that doesn’t seem to understand out things are. He’s so far and out field that I don’t think you’re ever going to bring him back in with the normal people that’s why I never wanted him in the office he will not be effective at all there are some errors in this as you can tell but if people remember I’m partially blind so they don’t always turn out like they’re supposed to

Just to Clarify your statement, I am born and raised in Eureka California. I have lived in Panther Gap for over 20 years. I have raised 4 beautiful children on my property. I would volunteer one day a week in there school and went to site council meetings every month. I have been on the HVFC for over 13 years, attending General meetings once a month and 40 plus hours of volunteer training to make my community safe.

Teresa what is your position on the planning department abating people who have unpermitted structures on their property and six plants? According to California state Law and state water board regulations it should be legal but we know the county is sending out letters to people who arnt even growing cannabis anymore.
Also what is your position on people building 1000 square foot greenhouses for their six plants or whatever fruits or vegetables they want to grow? Will they receive abatement letters? It seems like a waste of county resources to go after small time homesteaders just trying to survive doesn’t it?

Teresa. First, I appreciate that you look like one of us, not a slick ‘politician’ (even as relevant to Hum co). It is great to hear you considering taking on an important struggle (for good representation). We really need it!!
Am curious about a couple policy issues:
– Can you explain the fundamental and economic differences between ‘small commercial fishermen’ and other fishermen? And do you believe that there are conditions that necessitate closing fishing for some periods of time?
– As a small cannabis farmer, would you need to recuse yourself from any votes on cannabis? If not, or if only under some circumstances, please explain.
(Yeah. I know. This is not necessarily a forum for Teresa. Yet, I believe she will read comments, to help her gauge her support, and it would be helpful to know her position on those 2 matters).

I can say that a small commercial fisherman is a none processor own or factory owned boat. More of a family owned boat fishing out of certain port. Likes the boats out of Shelter Cove. We have a certain amount of time of day we can fish. Because we are being launched by a tractor. We were given a 10 day notice this April to pull our gear out because supposedly we were killing whales with our gear. In truth not 1 whale in Humboldt County has ever died in commercial crab gear. Although 9 whales have died in San Francisco in the last two months being hit by Ships. The commercial fisherman lost there jobs and the cargo ships were told to slow down. The small commercial fisherman are allot like small cannabis farmers highly regulated with allot of over head, with extremely low profit margins.

Teresa, This is my litmus test: The board of supervisors increased the penalties for a single code violation from $10,000 maximum to $10,000/day and a $900,000 maximum which actually starts again after 3 months and then goes to $1,800,000 maximum… per violation. While I oppose with vigor illegal road grading, clearcutting, multiple large greenhouse construction and massive water diversions to me these fine are designed not to fix the problem but rather apply as much to small farmers and just homesteaders who aren’t farming. A smaller fine would encourage repair and also facilitate a sale rather than having the owner just walk away leaving it to the previous owner or an auction to deal with it. What’s your position on this single matter?

I definitely am not in favor of this. When this all started the county said it was not their intentions on taking people’s property from them. But then came out with these insane fines. Fines that are triple of what the property is actually worth. I don’t know where they think the people are going to come up with that kind of money. The truth is they aren’t. On my road within a half mile there are 3 parcels up for sale. Unheard of 2 years ago. I personally feel that because of what the county has done has brought property values down, and are ruining our small community’s. I have lost really good friends who had to move away because they knew that they would never have the money it takes to come in to compliance.I feel this was all a scam and money grabber for the county, the lawyers, and the consultants. They are fining the people who didn’t come into compliance and taxing the people who did. This is my personal feelings on this.

Like the lumber industry after they cut all of the huge trees and stated trees are a renewable resource, but forgot to say it would take 200 years plus to grow a 200 foot Redwood tree and their answer was to clear cut and sometimes plant Douglas fir. The commercial fishing industry fished out many species to the point that severe limits have been put on big money fish species and now commercial fisheries can barely make a decent living. Small farmers are in a similar position because they cannot compete in prices with large farms in other areas or from other countries. Local farmers can barely make a decent living. They can only sell at farmers markets and at much higher prices than Safeway, Costco and WINCO. While tomatoes sell for nearly $5 a pound at farmers market Costco and WINCO sell for $.98 cents a pound. Customers at farmers market can afford the prices, but an entire population of local folks cannot afford the high prices. Nothing political will change commercial farming or commercial fishing and only more years than most of us have in our lives will return the Redwoods. Supervisors deal with rules and regulations not industry or jobs. It is ludicrous to think any elected official can make Humboldt prosperous. I believe the biggest problem is few of us adhere to Gov’t BY the People. Few of us write letters, send emails or attend city or county meetings. We only get involved when problems are knocking at our front doors. If you want effective elected politicians we have to become involved and make them effective. We bitch and complain here and not at the offices of the elected officials. Our biggest excuse. ” I don’t have time”. But we have time to bitch and complain. We need to reverse our time use. Put it where it will do the most good. And the excuse I don’t vote because my vote doesn’t make any difference is a cop-out. It is because we don’t vote that politics is a huge mess. It’s because we don’t believe Gov’t BY the people should be OUR responsibility that nothing changes. Too many of us have excuses, but few have reasons for not taking action. Before you go off on critical tangent think about this.

I would say that fishing is based on ocean conditions. And have you ever heard of MLPA or a RCA?

Funny, people complain about the cost and hoops one must navigate for a legal grow yet they cannot figure out why we have shortage of housing/ homelesss. Imagine trying to build a housing tract in California where every agency wants a piece of the action $ and that includes environmental organizations. The clowns in Sacramento, local government, an assortment of agencies, and environmentalists have made it so hard and costly to build or do anything in this state without kissing their rings and paying them off.
