[UPDATE Monday] Millions of Dollars, Marijuana, and a Kidnapping Scheme Get Trio Arrested at Arcata Airport

Onlookers watched in amazement when on April 3 law enforcement swarmed around the incoming 5:30 p.m. flight from San Francisco at the Arcata Airport arresting two men. A third man was taken into custody just before he reached the airport to pick up the other two. Emanoel Borisov, age 28, Paul Brooks, age 34, and Evgeni Kopankov (age unlisted) all of Illinois (though Kopankov lists having property on Huckleberry Lane in Whitethorn) were arrested for attempting to commit Interference with Commerce By Threats or Violence. They face up to 20 years in prison if convicted.

The FBI alleges that the men were part of a multi million dollar kidnapping/robbery scheme involving marijuana in Humboldt County. According to an affidavit presented by a Eureka based FBI agent,

On March 20, 2019, a FBI Confidential Human Source (CHS) in Illinois told FBI agents that Borisov approached him about committing a robbery. CHS described Borisov as a large Bulgarian male with numerous tattoos, who previously worked security for strip clubs and marijuana properties in California. Borisov told CHS that there was an imminent arrival of approximately $2.3 million in cash to a home in California belonging to a Bulgarian. Borisov stated that the Bulgarian was involved in the cultivation and trafficking of marijuana and already had $400,000 cash in his home. Borisov told CHS he wanted to go to California and rob the $2.3 million cash from the Bulgarian, who he later referred to as “Ivan.”[Later, the FBI determined that the Ivan referred to was probably Ivan Iliev.]

Borisov planned to recruit others to help him with the robbery, including Borisov’s friend, “Paul.”FBI agents were able to identify “Paul,” as Paul Brooks….Brooks was a former United States Marine, who had served in Iraq. CHS told the agents that Borisov had met Brooks while Brooks worked security for the Pol Katz strip club in Bridgeville, IL.

According to the FBI, Borisov told the informant that he got his information about the target of the robbery from Evgeni Kopankov.

The FBI had recently encountered Kopankov in connection with $2 million dollars and a private jet at the Arcata airport. According to the affidavit, on December 19, 2018, after watching the private jet land in Arcata and the occupants including Kopankov and a man named Edgar Garcia as well as others go to the Holiday Inn Airport Hotel, the FBI, Drug Enforcement Administration (DEA), and Humboldt County Drug Task Force (HC-DTF) agents used a narcotics K-9 which alerted to the presence of a controlled substance. Using that alert, they obtained a search warrant for the vehicles and found over $2 million cash located in “luggage from the jet” which the DEA seized as drug proceeds. There are no records of anyone having been arrested, however.

According to a story that Borisov told the informant, $2 million had belonged to Edgar Garcia. Garcia and Ivan Iliev, the intended victim of the robbery, were in a dispute about a property so, as Kopankov later told the informant, they hoped that Iliev would blame “the Mexicans” for the robbery.

He also discussed robbing two partners of Iliev, Vladamir Pavlov and Galina Nedialkova, with the informant. The agent said the three are all part owners of V&I Construction which has property in Humboldt County.

Now, stay with us here, this gets a little tangled, the FBI agent said he was familiar with Iliev and the others because he had assisted in raiding property owned by V&I Construction in Humboldt County on November 27, 2018.

We reported on an unusually large raid that happened that day on Wilder Ridge Road. While we can’t confirm they are the same raids at this point, it seems likely as it also had an Eastern European connection, there were multiple agencies involved, and over 10,000 pounds of processed marijuana was located.

At some point, according to the agent’s affidavit, the trio determined that Iliev’s property was too well guarded. They then switched their target to a man known only as Sergey.

The plan was that Kopankov would drive from Illinois to California. Borisov and Brooks would fly from Chicago to Arcata and be picked up by Kopankov. They would go to a man named Sergey’s property. According to the affidavit, “When Sergey came down to the gate, Borisov and Brooks would kidnap Sergey and force him to tell them the location of the money [$3 million] on the property.” The informant said Kopankov had said he was prepared to hurt Sergey if needed. Then they would split the money. And possibly go on to rob some of the others they had identified as potential robbery targets.

However, the trio were met by the FBI and by members of the Humboldt County Sheriff’s Office. They were arrested, held in Humboldt County jail until the 8th, and then transported to the Bay Area where, as of yesterday, they are being held in custody.

It was OBVIOUS there was more to the story of the “raid” in November 2018 and it is SO OBVIOS that our local law enforcement is being strong armed by the BULGERIANS. One could give two fucks if these animals rob and even kill each other (good riddance trash.) however, it is HOPED that the FBI continues to inquire about the KNOWN human trafficking g that these fucks are doing, with the complicity and participation of local law enforcement. One year ago this week, the life of Dragana Solaja was swept under the rug, And the public had a LOT of questions that were never answered. It’s so obvious that Leo is AFRAID of these animals all the while the county is approving their large grows. Are these people even citizens? Why isn’t anyone looking into this. All we ever see are arrests for the low level lackeys from Sinaloa, when it is SO OBVIOS the County coffers are being filled by money from illegal Bulgerians who are abusing young women right in this community. Not a lot of houses on Riverwalk Drive. I wonder if there is a connection here. She was found at a house on Riverwalk. Druggies were recently arrested at a house on Riverwalk. Perhaps the lowlifes who were recently arrested there should be further questioned about Ms. Solaja. I doubt that she was dropped off there at random.

I agree, Gallegos was a tool and if he wasn’t being paid off then he must have been incredibly stupid. But the real tool was “Sheriff” Downey. Either the cartels had some serious dirt on him and were blackmailing him, or they were paying him some big bucks (probably both), because the cartels were operating with impunity under his tenure. APD, EPD, and FPD all had cases where they busted drug mules with multiple pounds of meth and/or heroin and Downey’s office would immediately release the criminals on their recognizance so they disappear back over the border. What a fucking joke!

The new Sheriff Honsal is definitely going after the cartels and he seems to be helping with the Bulgarians as well. I was worried at first that he was just doing it for show in order to get re-elected, but he seems to be the real deal. Thank God!

Until our law enforcement and legal system significantly destroy the cartel/mob influence here, there’s no hope of our community getting any better.

No it was 99 plants in a 100 sq feet space. NOT 99 carte blanche. Please dont distort it in your race to win the blame game. Prop 215 started it without meaning to.
At that time in so hum growing 20 plants was a lot. We all kept our numbers low in hopes of not drawing camp into our neighborhoods. Everyone i knew wanted to make enough to pay prop taxes, land payments, have more time with their families & donate/tythe to all local schools, fire depts, non-profits, etc. Most of us had small cabins, grew food too, and had outhouses. Simple.
There were big indoor grows for sure but that was happening before 215 too. Its not like it wasnt happening before gallegos it was all indoor or underground (literally) for big grows.

The really big outdoor grows started east of arcata, places where growers didnt live they just grew there. Big difference.
At least gallegos tried to follow 215, it is the law and has no regs in it, just 3 sentences.

Its amazing to see you all blame gallegos when the legal farms right now are absolutely huge and crazy. I know 10 people who were told they had to make their garden bigger to get a permit. Ridiculous.

Gallegos at least tried to work with the community. At least he wasnt married to a county supe like Tery Farmer before him.
Gallegos challenged MAXXAMS PL and they took him down.
They got rid of him by making his work life hell. They learned thru headwaters how easy it is to manipulate peoples opinions thru rumor spreading, all the infighting let them destroy our natural resources and run.

South county growers donated heavy money to back Gallegos. Then grew 99 5 pound plants. Then bulldozed huge flats. Yes- Redwood Valley and Three Creeks etc were also massive mega- grow areas. I was there. I watched people call up their friends in Chicago and elsewhere to get over here. Because Gallegos was not touching 99 plants whatever size if you had a fake medical from a doctor you never even saw. Gallegos had a chance to uphold that 100 sq ft thing you are claiming but he let all charges drop out. That’s why we knew it was the time to…Go BIG or Go Home. I got a story with the sups and building dept that shows where they are at, My new neighbor re graded their property so the surface water instead of running down their driveway into and under street into culvert as it has for the last 40 years now runs out to the road and down side of the road. This water on its way picks up pig shit , has contaminated my two wells as well as two ponds put 1.5 acres of land under water. So I was told to tell the county . The county comes out treats me like a criminal says they did no grading because there are no tire marks Yet I saw over 20,000cubic yards clay moved ( I lived here 40 years). So they say no permits are needed yet pictures from day of sale proves that wrong. Also encourage them to bury the surface water . This contaminates the ground water and is a violation of state law near as I can read. The funny thing one of the supes has 3 building sites he has created just downstream from hear . Not sure what he has plans for water for them. brown I guess. Seems building has dope on the mind screw the locals. Think this is called a clusterfuc. I could deal with the water if it remained on the surface Going to plant corn

I have to correct two numbers the clay that was moved would be around 7’500 cubic feet . So not as bad but permits are still needed which I was hoping would produce a civil engineer. The inspector acts like they are best friends, anything I say is ignored Also I have only been here 30 years not 40. This whole deal turning people in pains me to no end. I have always tried to work things out. It make me physically ill. What folks are doing to precious water is crazy. The one well was ice cold clear as a window. My problems are small compared to dealing with the Bulgarians.

My family owns property on “murder mtn” that they are afraid to visit. Their bulgarian neighbors grew on it and it was subsequently tagged and my family got an abatement letter. They have no recourse but to hire an attorney & pay fines, or just give up and lose the property on which they have paid taxes for 40 years. Law enforcement & code enforcement are paid for with tax money, but they offer no protection to the taxpayer

Really? I remember the growers chiming in with how reasonable and a good thing Gallegos was for Humboldt Co. When you put out food for rats, you can’t blame anyone but yourselves if you get overrun with rats. And it still goes on. Arrest criminals and the complaints about police ineffectiveness goes on and on. Somehow there’s a stupid idea that local criminals who avoid getting permits should not get arrested while big out of area growers who follow the regulations should be. And when they actually were, out come the “mom and pop” outrage.

If you didn’t notice, this a robbery and kidnap plot, not an illegal grow. Those are the meat and potato crimes the FBI deals with since Obama made his announcement about not going after pot growers in States that have medical marijuana laws. As if people so used to ignoring the law didn’t take that as a signal to do what they wanted. That is when the major expansion of pot growers happened.

i was at the starbucks in fortuna last year and had a new pitbull puppy with me when i ran in to a group of these assholes. they asked me to sell them my puppy and i said no i wasn’t interested in selling my pup. so one of them popped off and said “let’s just steal it” while a few of them chortled and laughed. i got the fuck out of there cuz these are not decent people but simply criminals with no respect for the law or anyone else

Dawnl- I’m going to assume you are referring to the thread I started when i blamed Gallegos and ex-Sheriff Downey? I landed in northern Mendocino county in ’77. Yeah- there’s lots more to blame than those two I named. We had big Mexican grows up on Cahto and I saw Mexicans blowing up their entire 40 acres- multiple 40s- on Island Mt. back in the heat of CAMP days. Were they cartel? Very possible. The Cahto scene was massive. Also yeah Willits and Covelo had that action. Sure we can also blame stupid hippies who harbored anybody coming along to grow under the idiot idea that we were all “on the same team”. We could point out greedy children of the original hippies who grew up entitled and w/o any real sense of community consequences. BUT….it really exploded with the green rush-post ’98. And it really exploded with massive mega-grows that were visible to many of us, lit-up greenhouses seen from county roads and non-stop generators, dewatering of entire creeks. That all blew up under the years of Gallegos and Downey. Sheriff Downey did basically nothing, DA Gallegos dropped charges if anything came his way…and the scenes consequentially got bigger and BIGGER. That is what happened. I saw people in disbelief call their crews back east to “c’mon out here you won’t believe it!”… I stand by my sketch of a disaster. The bulgies , like the mexican cartels are opportunistic. With pushback they would not have gotten so big and dug in here. But…they met little to zero resistance in Humboldt. Now we have a narco-state situation in many neighborhoods. For real. Yes, many factors made this but some much more so.

I agree with your reading of the progression of greed based growing Farce and would like to add that ten or so years ago I was told by a local LEO that the SF criminal courts were so backlogged that the sheriffs were told that they couldn’t make a bust unless there were associated felonies occurring so that the case would be plea bargained and never make it to court. I had this talk with him because many neighborhoods were reporting on big scenes and nothing was being done. Personally, I don’t believe that this was the whole reason for LEO inactivity, but it is another piece of the puzzle of how we got to the gloves off period of the carpetbagging greedrush.
A few years back I was on a wine tour with family and they had rented a limo. The driver was a Bulgarian who I found more interesting than the wine scene. When I complained that his countries’ mafia was all over the northcoast blowing up big grow scenes, his response was…. “Oh no, those are just good businessmen!”.

The shipment of zeolite arrived 2 months before the raid.

The pictures from the raid show no evidence of Hash production, nor does the LEO press release mention a hash facility.

There also is no mention of 100,000 lbs of white stuff, the zeolite.

So what’s with the Zeolite?

The LLC at Wilder Ridge has an import history of 4 shipments. The last one was the one that arrived 2 months before the raid – that found 30 Eastern Europeans trimming.

Zeolite is considered superior to sand as a soil amendment because while sand also improves drainage, it can decrease water and fertiliser retention. Zeolite’s crystalline structure “grabs” nutrients and water while still providing adequate aeration.

Yes perlite is used commonly in cannabis grows.

But who gets their perlite shipped straight from China, through Bulgarian export companies, in 2 shipping containers delivered to their grow?

Perlite and Zeolite are cheap.

They could have bought Zeolite from and in the US.

Application rates also should be noted. They had 100,000 lbs delivered. Here is an Australian Zeolite miner talking application rates:

It is used between 1,000 kg to 10,000 kg per hectare which is about 2lb to 20lb per square yard.

Assuming that wasn’t the first run – 10 thousand lbs sold at $500.00 per is $5 million.

Looks like the same person who owns that LLC. Seems to have owned or been listed as CEO in several LLCs along with others mentioned here, many of the LLCs are no longer active. Her names goes through at least 2 variations, but addresses and associates add up. Might be in Florida too, not clear.

Story just got a little more in depth I would say. The import export LLC company has a address to wilder ridge road same address of the big bust that happened. I would say leo has a few leads to check into.

did they get a Report of Waste Discharge from the NCRWQCB to do that? this gets worse and worse as it goes. the site has permitted water wells. i see a massive amount of inter-office memos being issued.
