DHHS Holding Meeting to Discuss Newly Adopted Local Agency Management Plan Changes on January 10

The Humboldt County Department of Health & Human Services, Division of Environmental Health (DEH) is holding a meeting Jan. 10, about the newly adopted Local Agency Management Plan (LAMP) and changes to Humboldt County Code related to Onsite Waste Treatment Systems (OWTS).
The meeting will focus on providing information to the local development community and other agencies.
The LAMP, which must demonstrate that the county maintains an onsite wastewater treatment system program that protects public health and water quality, was approved by the Humboldt County Board of Supervisors in November with input from local stakeholders. It has been submitted to the North Coast Regional Water Quality Control Board for final approval.
The Humboldt County Onsite Wastewater Treatment Systems Regulation and Technical Manual has replaced the Humboldt County Sewage Disposal Regulations and appears as Appendix 1 of the LAMP.
The meeting is scheduled to take place Wednesday, Jan. 10, from 2 to 3:30 p.m. at the Agricultural Commissioner’s Office, 5630 South Broadway in Eureka.

So will this new agency be the responsible agency under CEQA; with discretionary authority over the Mateel “Reggae on the River” conditional use permit requirements for wastewater discharge and leach fields at French’s Camp (11,000 gallons per day)?
It’s not a “new agency” it’s the same old Health Department with an updated plan, Ed.
Sorry “Dave L”, but the news release states; “newly adopted Local Agency Management Plan (LAMP)” which was only adopted and approved in November 2017 by the Board of Supervisors, which would make it a new agency for Humboldt County. What was your point Dave?
The BOS approved the Management Plan (MP) from the Local Agency.
The County Division of Environmental Health (the “Local Agency”) prepared the new MP to satisfy requirements of the North Coast Regional Water Quality Control Board, who will now also review and approve.
So the point is our local agency (Health Dept) has prepared a new Management Plan to manage Onsite Wastewater Treatment Systems (OWTS), or what regular folk call a septic system. No new agency just new and improved regulations. I have read it and I participated in the public meetings some time back.

According to the NCRWQCB, they will no longer be issuing the WDR waver for Reggae on the River’s leach fields for shower and vendor kitchen sink wastewater, it’s now the responsibility of Humboldt DEH and their new “LAMP” regulations and I would like to make public comments with their WDR for Reggae…
