marijuana 1 featureOn May 12th, from 2pm to 5pm, the Humboldt County Planning and Building Department will be holding a Scoping Meeting pursuant to California Public Resources Code Section 21083.9.  The scoping meeting will provide participants the opportunity to comment on the appropriate scope and content of the Environmental Impact Report (EIR) which is being prepared for proposed amendments to the Humboldt County Code (project) regulating cannabis activities authorized under state law.  On April 4th, a Notice of Preparation (NOP) for the EIR was released, which includes a description of the project and project setting, background information, and a summary of the key environmental issues to be addressed.

A sampling of the principal changes to County code being considered in the EIR include:

  • Repeal of the current permit application deadline (12/31/16) to allow for submittal of applications for commercial cannabis activities, including cultivation
  • Broadening the scope of the current regulations to encompass commercial cannabis activities for recreational users authorized under the recent passage of the Adult Use of Marijuana Act (AUMA)
  • Providing for a greater diversity of areas where cannabis cultivation will be allowed to expand or occur
  • Developing performance standards for controlling odor impacts from cultivation
  • Special requirements/limitations for projects located within spheres of influence or community areas

Local cities and counties, interested agencies, and the public are all invited to attend the scoping meeting and are encouraged to provide meaningful responses as to the scope and content of the EIR; as well as comments and suggestions regarding the preparation of the EIR, environmental issues and alternatives to be addressed in the EIR, and any other related issues.

Better yet, teach soil cultivation! Cover crops, mulching, creating one’s own soil. Amending the soil one has. Stop cutting trees etc.

I’m afraid you’ve missed the point or are just being insultive to people for fun.
Plants are not a delegated duty of the King. Plants are an individual’s right.
If the plant was not held in special esteem by the King, the plant would not be a coveted money maker for the people or for the King and the King’s men.
Most importantly, we are not a royalty country, we are a self governing country.
The people are tired of being labeled the same as the rogues for the King’s greedy pleasures.

The 600 foot setback is completely unfair. Most people who live on parcels close to Churches, schools, bus stops and even camp grounds live there because they could not afford to buy the huge sprawling places out of town. Once again, those with less capital are getting punished.

However, these permits seem like they will ultimately be useless by the time they become available, considering how flooded the market is becoming and how low the price for units will drop. I cannot imagine most people in HumCo continuing to grow once all of the greenhouses in Salinas are up and running https://www.nytimes.com/2017/04/15/us/california-marijuana-industry-agriculture.html?_r=0 . If the county really wanted to help its’ citizens they would have made this process much easier that so that anyone who wanted to grow could while the market is still favorable. They are treating permits like some sort of golden ticket. However, this is going to backfire. As people realize how useless these tickets are, I believe less people will care about having one and thus not complete their applications an/or submit new ones in the future.

Just think about it, these permits enable people to sell to dispensaries but it seems to me like most dispensaries are simply going to grow their own, just like Harborside is doing. Let’s be real, the dispensaries in the Bay Area and LA could care less about the people of the Emerald Triangle. In fact I think it is more accurate that they despise us. Not only is working with us inconvenient, we are culturally foreign. Hippies, rednecks, and hardworking mountain folks are totally outside of the scope of these crisp-clean business men. My guess is that they would gladly drive us out of the market.

This is such a depressing state. I hope that those mental health services that the county is funding with permit fees reach the growers and folks affected by this impending economic collapse.

Oh dear. You are out of touch. Yeah let anyone grow. (Bad idea.) Go to the hills; it’s as though anyone and everyone is growing. The water’s being used at an alarming pace, trees and orchards are being chopped down; it’s total madness. Here’s my advice, local: Get a job in the industry; get paid better than minimum wage. Plant a veggi garden at home. Grow a few units on the side. Be resourceful in all seasons. Be Humboldt. No easy street, no fast living.

If the impacts weren’t so serious – on par with rampant small-time clear cuts – there wouldn’t be permits up the yin yang. Now, I’m not saying permits are the end all, be all, but since the county announced the permits, it’s ev erygrow for itself.

Is this still intact for personal medical use?

PATIENT EXEMPTION
Qualified patients are exempt from the state permit program if cultivating less than 100 square feet for personal medical use. Primary caregivers with five or fewer patients are allowed up to 500 square feet (AB 243, 11362.777(g) and SB 643, 19319). Exemption under this section does not prevent a local government from further restricting or banning the cultivation, provision, etc. of medical cannabis by individual patients or caregivers in its jurisdiction (AB 243).

My email said that 12 plants is plenty for the entire state and marijuana should not be allowed to grow within 1000 miles of children or a school.

I encourage everyone to email them requesting this not be grown anywhere.

All I think anybody wants that has any stake in weed from medical users to growers is some protection, 20+ years of medical weed in CA, with little to no regulation, and there is still mass confusion because reefer madness types keep it that way and come up with silly rules that in the case of a grower could be forced out of business or for a medical user to buy their weed from a dispensary which costs ten times more than growing it

Everyone is talking about pot cultivation. What about the hash oil labs that are popping up everywhere? One is proposed on the approach to the airport, backed up against a residential neighborhood, and within a few hundred feet of a bus stop. There is NO tax benefit to oil labs. Yes they buy cannabis, which is taxed, but they could buy it from anywhere in CA. No tax on labs since they are considered resale. No tax if they are considered food. Call the state board of equalization, if you have tax questions. These labs are dangerous. Most use butane and other flammables in their process. Check them out in Oregon where they are legal. They have had explosions on legal hash labs. Environmentally, they are checked every THREE years. Fire Marshall checks ONCE a year. Is this enough? They need to be put in industrial areas, not near neighborhoods.

Good people are investing a lot of time and money into making legalization work, and those who still want to play dukes of hazard weed baddass are dragging everyone down.

Instead of asking what to do with the “new” money, how about having the county be run efficiently. The property tax revenue is based on the last sale price, so all the old ranch and timber land that they were getting pennies for are now cash cows but they cry for more, a percentage of everything you buy has been a recent favorite, ie, sales tax increase. So I say where are all the extra monies been going so far, roads are worse, schools keep getting cut, libraries and social programs too, even the fire and police personal have taken cuts. . .so where should this new tax money go? Just send a big check to the Supervisors and be done with it, thats a joke folks.

Thank You! I have been saying the same thing on these forums for years. Mostly I have mentioned this complete unaccountability and disconnect when discussing Sheriff claims of having no money to bother cutting down huge grows while he drives right past them. It’s been a shitshow and a scam in many ways but I am especially astonished that nobody has questioned where all this increased tax revenue has gone. It seems very shady!!

They are spending the tax money before they even get it. Why not save some money for other projects. Yes we finally got rid of the do nothing sheriff and maybe Honsal will do something about enforcement of the pot laws. Downing only stayed in long enough to retire at a higher pay rate that he got after taking over the coroner’s office. You have to work a certain length of time to retire at the higher rate.

Greedy growers have reigned for too long. As a parent who works full time I am sick of working hard earning an honest living while greedy growers like my neighbors make a fortune, barely work and have the audacity to claim welfare benefits even though they make over 200k a year , go on endless vacations ,shop at fancy supermarkets , spend all day surfing or at yoga, they even qualify for free child care because they lie about their income . I’ve nothing against people making money or even growing a little weed , nor do I have any problem with people who truly need assistance but greedy asshole growers who are welfare fraudsters are the worst kind and I look forward to their fall from grace.

Agreed, wish I could have 3 full shopping carts full of food only to pay in cash, a wad of bills. I’m lucky to get maybe $150 a month for food..I work very hard for my pennies. I need a partner in the green business so I can eat and play, I’m tired of working so hard when so many just throw money around..ATTN: Growers. P!ease help out your community by giving back, adopt a poverty stricken family. .Guess I am a bit green but it’s so frustrating.

Bottom line is the county of humboldt enforcing any half permitted grows* for example those who underestimate there water supply needs ?As a resident of this community there’s a fact no ones talking about ,that it’s impossible to ” regulate” water diversions ..simply put no ones going to let crop die when there half ass ” regulated” supply runs out.

* the state will not be issuing permits till 2018.
