Simple. If you lock up for significant years the ones you catch, you improve your odds of catching the next batch. Mere concept of elimination.

Screw Gov Brown, and for sure, screw Drumpt. It IS NOT cruel and unusual punishment to keep criminals locked up. four things I liked that Arpaio did .. (1) he always made room for criminals ~ never overcrowded, just add a few more tents; (2) he complied with the fed rule that no TV was a violation of prisoners rights, and bought 19″ tvs for each tent ~(he played CSPAN and religious channels 24/7); (3) He dyed all the skivvies, male and female pink ~ stopped black-market commisary swapping for the new panties, and (4) kept the local roads clean. The only chain-gang folks were the ones that took write-ups for badbehavior. The ‘normal’ crews just walked along and picked up the shit along the edge of the roads.

Or we could shoot higher and copy Swedish jails for their very low return rate. But then we’d have to treat people like humans and not scum. You treat someone like a dog they might just act like one!

At least you knew what you were getting with Sheriff Arpaio, He was out front with who he was. that takes character and internal strength. I will have that any day over these [edit] lib sheriffs.

You want to incarcerate everyone found guilty then you better find another job and donate all your earnings to the California Prison budget. Currently it costs taxpayers around $72,000 dollars to keep one person in prison for one year. In California we spend more for the police, judicial and prison systems than we spend on Health and Education. And those legal costs are going up. Prisons are overcrowded so add billions of taxpayer dollars for an estimated five new prisons. It is too easy to say throw them in prison and toss the keys. Unless we raise taxes on everything from TANF to food stamps to personal income plus a flat 15% sales tax there has got to be another way!
