Arcata Police Negotiaters Talk Man From Rooftop

This is a press release from the Arcata Police Department. The information has not been proven in a court of law and any individuals described should be presumed innocent until proven guilty:

On Friday September 18, 2015 at approximately 11:30am, officers from the Arcata Police Department attempted to contact a felony warrant suspect in the 600 block of F Street.  38 year old Arcata resident Brian Ray Mello was wanted on several local felony and misdemeanor warrants for the following violations:

  • Felon in Possession of a Firearm
  • Felon in Possession of Ammunition
  • Possession of Methamphetamine
  • Possession of Methamphetamine for Sale
  • Felony Vandalism
  • Driving Under the Influence of Drugs
  • Driving on a Suspended License

 

Mello assaulted one of the officers and fled into an occupied residence in the 500 block of G Street where he exited through an upstairs window and jumped from that roof top to an adjacent building.  Officers formed a perimeter and contained Mello on the roof where he refused to come down and was exhibiting signs and symptoms of methamphetamine intoxication including delusional behavior.  APD negotiators were able to peacefully conclude the incident at approximately 1:30pm when they convinced Mello to come down from the roof top and he was taken into custody without further incident.  The officer who was assaulted did not sustain any injuries.

 

Mello was booked at the Humboldt County Jail for the warrants and the following fresh charges:

 

  • Penal Code: 243(b)-Assault on a Peace Officer
  • Penal Code: 148(a)(1)-Resisting Arrest
  • Penal Code: 602.5(b)-Aggravated Trespass
  • Penal Code: 1203.2-Violation of Probation

Another repeat offender. WTF? I vote for a tent city that we hold these repeat offenders in. Make them clean the streets and pick up trash. Why is the system set up in such a way, that these career criminals keep getting out and committing more crime? What’s wrong with a tent city? We could use one of the old mill sites. No more catch and release. If I was a criminal and new I would be right back out, what would deter me from committing more crime? Crazy, because Im pretty open minded. I generally do not like cops or the whole system, but things are getting out of control. I’m not harshing on this particular incident or person, but the combined effect is staggering. Maybe it’s me getting older. I’m becoming less tolerant of these parasites.

Your right, we need sheriff Joe from Arizona to put up a tent city, come on H C S get some balls and start puttin up a fence with tents.

A visit to “TENT TOWN” might enable people to get mental health help they need. Could be a place where community service ” work crews” could be formed. People could work off court fines, get drug and alcohol counciling as well employment options. It might inspire some to take their lifestyles elsewhere. At the very least it would be a place where Tweakers, Rip offs and folks with GENERAL ALL AROUND POOR JUDGMENT could be BABY SAT. The place doesn’t have to be high security, just a chain link fence and maybe a small chance to make life go in a different direction. Some people will change if they get a chance.

@Hick- that’s a really great idea! It’s not like they can pay fines with no job why not make them clean up the city whilst someone keeps an eye on them. Someone needs to pitch this idea because so far it’s the best idea, win win for everybody.
