Earl Orr Arrested in Phillipsville Homicide, Victim Identified

This is a press release from the Humboldt County Sheriff’s Office. The information has not been proven in a court of law and the individuals described should be presumed innocent until proven guiltyEarl C. Orr:

On 04-25-2015, at about 8:30 P.M., the Sheriff’s Office received a call from a citizen reporting there was a gunshot victim at a residence on the 400 block of Phillipsville (Loop) Rd., in Phillipsville, Ca.

Deputies responded to the scene, along with Officers from the California Highway Patrol. Deputies located the Victim, who was pronounced deceased at the scene.

After speaking with witnesses, Deputies learned the suspect, Earl C. Orr, 59, of Phillipsville, Ca., had been in possession of a firearm , and was present with the Victim just prior to the shooting. After the shooting, Orr abruptly left the scene.

On 04-26-2015, at about 7:30 A.M., Deputies served a search warrant at Orr’s residence in Phillipsville. Deputies located Orr at his residence and he was taken into custody. Deputies also seized several firearms from Orr’s residence. Orr was later taken to the Humboldt County Correctional Facility and booked for the charge of Homicide. Orr’s bail was set at $1,000,000.00.

The name of the Victim is not being released at this time.

UPDATE 10:28 A.M.: Press release from the Humboldt County Sheriff’s Office:

The victim in the homicide has been identified as 47 year old, Jessica Jane Hare from Phillipsville. The victim and suspect knew each other prior to the shooting. An autopsy has been scheduled for Saturday, May 02, 2015.

According to sources, the “victim” was at a known meth/heroine house. They are neighbors. So he didn’t flee the scene, he went home to await being arrested. If drug dealers and addicts are tormenting your neighborhood and labeled “victims” then what are the residents considered? I cannot condone violence, but when confronted with violent criminals and known drug dealers, how does a neighborhood defend itself? Just saying.

Well trollinreport….glad to see u have a point of view how things went down when jess was shot!!! Glad to know all the evidence will show she was a VICTIM!!!!! Not a addict or a drug dealer.

Please Wait for the autopsy before Diminishing both the Victim and the Extent of this Tragedy. Ms. Hare was not only Opposed to Drugs, she was involved with recovering addicts in Southern California.

Jess was a beautiful woman! How dare you set your ignorant opinion upon others!!!! She was a wonderful friend to me and we didn’t do drugs together!! It’s amazing how you failed to mention how many broken windows you have in your glass house!!!

The Victim, Jess Hare was Absolutely Not an Illicit Drug user Or seller. She was Anti-Drugs and voiced this opinion Outwardly and Often… Especially Drugs of the sort listed at being at a house she was in. While she Had grown up in the area, she had just returned very recently. The perpetrator was Not a “Friend” who was Invited in; she was seen laughing and speaking with a female neighbor just minutes before the Unprovoked shooting.
