With the State Planning on Releasing 3500 Inmates From California Prisons, Mendocino County Has Serious Concerns

I’m sure by now many of you have heard that the State of California is planning to release another 3,500 inmates from various prisons in the State. I’m here today with Mendocino County Probation Chief Izen Locatelli and we wanted to discuss with you our upcoming plans to handle this new challenge.

The California State Prison System will begin releasing inmates from various prisons from across the state tomorrow, July 9, 2020. We’ve been told the inmates will be tested for COVID-19 prior to their release, however, we have concerns regarding the validity of the tests.

The Sheriff’s Office, Probation Office and Public Health are working together to create safeguards in the new processes being created to track recently released offenders, to avoid those testing positive for COVID-19 from slipping through the cracks.

This also causes us concern for public safety due to the types of crimes these subjects have been incarcerated for. Many times an individual may have an extensive criminal history, including violent crimes, however the State may have them listed as nonviolent offenders if their current offense was nonviolent.

The filter the State has in place takes into account
• individuals who have less than 180 days to serve
• can’t have a current serious or violent case(s)
• excludes sexual registrants
• excludes current domestic violence incidents, and
• must have a risk assessment under 5. (The California Static Risk Assessment (CSRA) uses an offenders past criminal history and characteristics to predict their risk to reoffend).

This comes at a time we’re suffering from personnel shortages, high crime rates, the looming Public Safety Power Shutdown (PSPS) and fire dangers which are rapidly approaching. We’re worried the workload is being completely shifted to the counties from the State.

The State has left us in a position to create plans, housing and care for these recently released offenders, but has not provided State personnel or funds to help with this sudden increase in workload.

We’re also concerned about how the recently released offenders will be transported from the prisons to their housing.
Currently many of these inmates are homeless. Chief Locatelli and I are working with the Public Health Department and the CEO’s Office to institute a testing and sheltering plan for inmates coming from prisons which are known hot spots for the COVID-19 virus.

Plans to house persons who don’t have housing, and isolate and/or quarantine them if necessary, are underway. We are working closely with the Mendocino County Public Health Department to ensure all of these needs are met.
We’ll continue to do all we can to help mitigate the public health and safety concerns this creates, while continuing to serve our communities.

The BS never seems to stop. Criminals have no business being on the streets. These state morons need to house them in their own neighborhoods, maybe in their own guestrooms. Keep them the hell away from ours. There’s plenty of room at the Governor’s house.

Yet no outrage about the criminals who stealing billions from us all right now, destroying our futures and our nation, and then go golfing.
Might want to look into who exactly STOPS new prisons from being built, before spewing the usual knee-jerk anti-Newsom crap.

It’s not knee jerk reaction. I absolutely believe Newsom is the most incompetent government official in California history. The problem, is the light sentences and liberal leadership that encourage criminal behavior by refusing to rid society of criminals. You can’t stop crime by sending in the social workers, mental health workers, drug counselors and defunding police. Most rehabilitation and other treatment centers are failing to make a difference. The only way to reduce crime is to increase sentences, completely do away with early release, increase capital punishment for violent crimes. Every criminal released early has every reason to reoffend, but if they are in prison, they don’t have the option. And, by the way, yes, I am outraged by Newsom, his aunt Nancy, and all the other liberals stealing billions of dollars of taxpayer money for their special interest causes. I’m for life sentences for both of them and many others in their camp.

California and Humboldt County. If we ever send anyone to prison they are one bad mofo. We usually just catch and release. Our system is weaving crime into our society for generations to come. Unbelievable.

Don’t worry folks the politicians have armed security surrounding them in their secure gated homes. The rest of us do not matter however as long as they are safe. Us minions lives do not matter.

So one thing this crisis has settled is the gun rights arguement. Why does someone need a 30 round mag? Because the state is releasing prisoners or because rioters might storm your property and the police won’t do anything about either one.

An now even more Fear Mongoring by the sheriff once again…. Even if they did at one time commit a “violent crime” chances are they already did that time, paid for that crime- we dont serve Double Jeopardy, California should not just allow people to be locked up indefinitely for fear… most of these people, yes they are human beings, are already close to being let out after serving their sentences in some of the worst most violent and oppressive prisons in the world. Many people are sick and tired of Sheriff Kendall’s fear mongoring. The truth is enormous amounts of prisoners are getting sick with covid in these antiquated prisons, San Quentin was built like a dungeon in the 1800’s. A drug posession charge should not mean a death sentence in a corona cell… These prisons were built to harm and psychologically punish prisoners in a very cruel and disturbing way. There is no reason 1800s prison facilities are even being used. If society cares and had any empathy the entire prison system would be rebooted with new prisons and programs that help prisoners to learn skills. Instead the system amd jail guards are many times doing more damage than anything else… we all know many of these sentences are for drug posession and cannabis related. Sheriff Kendall has never been an honorary person, he has always been a fringe officer; Allman put him in charge before Allman retired so nobody else looks into the Sheriff Office “dirty history” and file cabinets. Kendall is there to air out Allmans dirty laundry so to speak, to keep the secrets…. plain and simple. Lets not forget Allman quit a few days before Ca passed the law which opened up all those file cabinets of officers wrong deeds to the public. What is Kendall really hiding, lets not forget about the suspicious officer suicides during the officer wife swapping days…. Dig Deeper!

Also, how much have you donated to the rebuilding of these antiquated prisons?

You would think (with the way you described the horrible conditions of the prisons) that people would stop committing crimes, out of fear of being sent to these “dungeons”…but yet they are so overcrowded that prisoners are being released early.

This is not going to be good on many levels. The State is recommending no travel, yet they bus students from spring break from hot spots to no school here. That did not fare well. Now they want to distribute prisoners all over the state. Apparently there is a huge Covid 19 outbreak at San Quentin, and some of the prisoners were tested and sent to the High Desert Prison at Susanville. Unfortunately, when the results came back, they had already contaminated the population there. Now it has spread through the guards and out into the community.
In the words of the famous philosopher Forest Gump, “Stupid is as stupid does!”

Mendocino Probation cannot even do their jobs with their current caseload. Case in point: a Mendo parolee skipped the county (violation), committed violent child abuse in Humboldt (violation), is currently driving on a suspended license (violation), violated multiple restraining orders, and when Mendo was contacted and given this A-hole’s address information, they said there was “nothing they could do” because they didn’t have the resources to come to Humboldt to transport the individual! So this scumbag, who originally did time for domestic violence, is now now proudly walking the streets of Humboldt, wreaking havoc, knowing full well that he need fear nothing from Mendo Probation! Be scared– be VERY scared!!

It’s a proven fact that an armed citizenry is the best deterrent to violent crime. Be responsible for your own safety. Law enforcement is there to mop up the mess only after a crime is committed. They can’t be there for the horror show.

No police, but gangs, looters and prisoners on the loose.

So why would the police put themselves in jeopardy when
the offender will be out of jail before the cop can Finnish the paperwork?
