Media Asks Dr. Frankovich About: Alder Bay, Casinos Reopening, Precise Numbers and Contradictions

Humboldt County’s Public Health Officer Dr. Teresa Frankovich has been answering questions since the stay-at-home orders were instituted on a two question per media outlet roughly three times a week basis. The Department of Health and Human Services or office takes the questions, frequently re-words them, and reads them on camera for their response. The resulting video, called a Media Availability, is then provided to news outlets at the end of the day.

Here are some of the main points covered in the May 20th Media Availability session with a summary of answers form Dr. Teresa Frankovich, followed by questions we would have liked to ask in response if appropriate.

Media Question: The FDA has approved emergency use authorization for several dozen molecular COVID-19 tests to date, which one is Humboldt County’s public health lab using?
Answer by Dr. Frankovich:

Well what we’re actually using it’s an RTPCR test, It’s probably the most highly sensitive test, or among the most that are available. It’s the same test that was basically distributed by the CDC in this outbreak when other testing was not yet available, those other options. But it really is one of the gold standards.

Media Question: Is it possible to get a breakdown of the percentages of people with confirmed cases, who presented with the most common symptoms, for instance what percentage of people had a dry cough, fever?
Answer by Dr. Frankovich:

Well it’s a good question, and it really goes to point of the fact that we know that the symptom range is much broader than we originally thought with COVID, and you know, includes things like a headache and muscle aches and sometimes diarrhea, sometimes just some other more vague symptoms like a sore throat, and so we do collect that information. So I will talk with our epidemiologist and see if there’s a way at least on an intermittent basis we can update people on what that’s looking like.

Media Question: Of those with confirmed active positive tests so far, how many are asymptomatic, how many have symptoms, how many are currently in the hospital, and how many are currently occupying beds in the ICU?
Answer by Dr. Frankovich:

Sure, so you know basically when we look at these individuals one thing that the community can look at is the active, positive cases that are recovered, or active versus recovered is the label that we put on, that will tell you the people who have been removed from isolation, so they have met those criteria, At this point of having had no fever for three days without medicine, they have improved symptoms and it’s been at least 10 days since their onset of their symptoms. And so that’s one easy way to tell how people are doing.

Basically, when they come out of that isolation period. We don’t comment on people‘s specific- who’s in the hospital and who is not- but you can certainly look at the total number of individuals of our positives, who’ve required hospitalization just by looking at the hospitalization number.

Media Followup questions we’re unable to ask because of the format:

  • Is there a reason a number of hospitalizations can’t be specifically spoken about, for instance to specifically consider how many ICU beds are occupied, even considering that you are not being asked for any identifying information regarding individuals?
  • What do you say to the criticism that you are avoiding questions about local hospitalizations and hiding behind an exaggerated interpretation of the HIPAA regulations protecting personal information and patient confidentiality?

Media Question: Where do the Covid positive, asymptomatic people from Alder Bay or homeless for that matter go to quarantine?
Answer by Dr. Frankovich:

So, in a facility where there’s a congregate living facility such as Alder Bay or assisted-living or skilled nursing facility, those individuals are isolated in their quarters. And so, in some places that’s much more of like a little apartment or room for them. And, you know basically, the model is to use full PPE going in and out of those rooms, trying to use the same staff as much as possible so that there is just limited interactions there, minimizing people going in and out of the room. So there are ways we try and work to keep that individual rather contained in terms of exposure to others.
It’s a different matter when we were talking about homeless individuals. So, with homeless individuals, it’s important for them to have somewhere to be while they are in isolation because they are a positive, and so they would go into lodging that we have set up through the county, and they are in that. We help to support them in that environment until they come out of isolation or quarantine.

Media Question: Is the Department of Health and Human Services concerned about the coronavirus outbreak at the Alder Bay facility, and if so what measures are health officials taking to monitor the situation?
Answer by Dr. Frankovich:

So, we obviously have an outbreak at the Alder Bay facility, and again as we talked about, in particular, these assisted-living facilities are challenging for these outbreaks. We have been in contact with the California Department of Public health since the beginning of these cases in the facility, and we actually have had them on ground here for a few days now, also sort of assisting with the facility and assisting local efforts with it so that it’s been of great help. Certainly they are familiar with this process as we have been seeing this in facilities across the state.

Media Question: Could these two deaths impact Humboldt’s reopening efforts, and if so how?
Answer by Dr. Frankovich:

So, what I would say is that no single piece of data dictates us moving forward. You know, the deaths are obviously difficult for us, and sobering as we move forward. But in terms of our local situation, we need to take in a full context of what’s going on in the community. Do we have hospital capacity, do we have contact investigation capacity, what do our epidemiologic numbers look like? All of those are taken into account when we go forward. So again, as much as we regret these, it doesn’t necessarily change the trajectory of what we are doing going forward.

Media Question: I understand that you stand firm on the concept of sheltering-in-place and that Humboldt County residents are asked to remain home as much as possible, but yet discussions are continuing, to re-open more nonessential businesses, don’t you think this is a contradiction?
Answer by Dr. Frankovich:

Well, I understand the question, but what I want to say is that I think we all agreed as a community that there is no way for us to remain in shelter in place until a vaccine is available, or therapeutics, because we don’t know what that timeframe is. And, staying as we are in this very restricted environment is also a health threat, and a societal and an economic threat to people in our community. And so I think we are in general agreement that we need to move forward, the only question is pace. What I would tell you is that one of the important features about moving forward is that we try and control a number of things all at once. So, while we recognize that we need to get some businesses open, we are asking people to still, not spend the kind of time outside their home- for instance extended shopping, those kinds of things or doing so in groups etc. that they might have enjoyed before- we’ll get there. we’re just not there yet. And so, it’s not a contradiction in the sense that we need both things to happen. we need people to still be limiting their activity, and we need to start opening.

  • Has the county produced an updated model projection regarding countywide hospitalizations, considering that the previous models are not being referenced?

Media Question: If the mass population has the OK to shop or frequent nonessential businesses, why not approve people to attend self-help or support groups as a mental health tool, and what would the criteria for approval of that be?
Answer by Dr. Frankovich:

So, I understand that that is a need. It really goes to this issue of the number of people that can gather right? So I know some groups have been meeting through technology, such as Zoom and various things and that has been helpful. I agree that it’s always great to be able to meet in person, so what we are really looking at is, when is that moment. Right now, the state has not put out guidelines about the number of people gathering outside of the household unit. Again, when we speak about those number of changes, people need to understand increasing our group sizes increases exposure. And so, we plan to do it, it will happen hopefully very soon, and we will certainly make sure people are aware of that.

Media Question: On Tuesday, the sheriff was asked about Bear River Casino reopening this weekend, and he said the public health officer has said, ‘we don’t believe this is a good time for them to open up right now and we strongly recommend that they do not.’ Why do you believe that it is not in the public’s best interest for casinos to re-open right now?
Answer by Dr. Frankovich:

So it speaks to some of the things we have alluded to in this conversation… the gatherings of people is a significant risk. As we look across the country at some gatherings that have occurred in a variety of settings, these larger gatherings have a potential to allow a lot of transmission of virus.

 

So my concern in the casino setting is, again, as careful as they might try to be in structuring the work environment, the individuals operating casinos, you cannot get away from the fact that we’re pulling large numbers of people into a common space, indoors, for extended periods of time. And, as we have seen in scenarios in our county, we have had individuals who have had absolutely no symptoms initiate outbreaks. And I think that that is going to happen in our community. I just don’t think it’s the right time to introduce that type of exposure in a large setting.

Answer by Dr. Frankovich:

I think we covered that question previously.

Ah Sweden!

All the sister nations of Scandinavia did shut down. And have a lot less deaths because of it.

But the thing Sweden didn’t think through was that Denmark wouldn’t want the free ranging “we’re building herd immunity” Swedes coming to Denmark. Sweden is a bit butthurt over that. The words used were “do not discriminate” against Sweden.

There is “intense” dialogue as some Danish lawmakers want to reopen, when they do, with Norway and Germany, but not Sweden.

A lot less deaths up front but maybe a lot more when people get weary of forced severe restraint, the government runs out of tax money to subside the people no longer earning their livelihoods, the government slips up in it’s constant need to monitor go control outbreaks or the extent of the economic down turn forces them back into the open to everyone (both residents and visitors) with the vast majority still vulnerable to the disease. Just like Alder Bay. One mistake and back to starting the whole quarantine all over again.

Sweden has 384 dead per million people according to Worldmeters. Italy has 537 per million. New York has 1484 dead per million. That’s for New York state so I imagine New York city is way higher if done by itself.

Well if Sweden is welcoming New Yorkers and Italians with open arms, you may have a point.

But in their own neighborhood, their death toll is much higher than the countries around it.

Even taking that it’s population is twice as large as the other Scandinavian countries it’s rate of deaths is much higher. Norway is at 234 right now (that would be about 470 in Sweden). Finland is at about the same, a bit higher than Norway in pop. If the same idea is applied to them, the death toll in Sweden would be around 600, as Finland’s is 306. Denmark has a higher death rate, with a population of 5.79 million as opposed to Sweden’s 10.8 million, and they have the next highest in Scandinavia death rate at 561. So let’s double that and say if Sweden had that death rate, they would be at around 1100.

Sweden as of today…3871.

So, all the whatabouts don’t mean jack to Sweden’s own neighbors, who would be directly affected by free-range Swedes running around in their countries.

Hello JC: I hope I can expand on some of what you have said. PHARMA Dr. Frankovich is a Pediatrician ( baby, small child Dr.) When it looks like the main deaths are from long term care facilities and ventilators which usually means older folks at risk. Sounds like Dr. Frankovich might be in the wrong job! I looked up her authority and it’s kinda long so I’ll let “WE THE PEOPLE” check it out themselves. Some of that authority should ring bells; short note, YES they can take you out of your home and put you where they want!!! The Federal authority comes from US Code 42 Sub Section 264-266. The State code comes from Calif Health and Safety Code 120175-120250—That’s is the authority and police power codes. The penalties code is 120275-120305

Hello Swine: I have asked PHARMA Dr. Frankovich 2-3 times through the RHBB does she see any benefits with upping Vit D3, Zinc, Vit C with no answer. Maybe that’s because she is a PHARMA Dr. and probably only took 4 hours of class out of 8 years of schooling learning about HEALTH if that. Again I think she might be in the wrong place and the wrong job. I have read more things about HEALTH from Kim’s commentors than I have from our so called HEALTH Director; which is ZERO. Step up Dr. Frankovich, you’re making good money to give us good HEALTH advice. PLEASE!

Garlic is one of the best natural anti-virals around though. Start with 3 cloves, pop them in your mouth, chew them up good, and chase with a big glass of water. I’m up to 7 cloves a day. Its great, doubles as a bug repellant, and also learned during this quarantine that it works well as wife/child/neighbor repellant too.

Poor Farmer, that’s an excellent question. And it is upsetting, to say the least, that “official” answers are not forthcoming. We deserve better!

In the meantime, (just fyi, in case it helps, even though I am no doctor and have no training), I’ve been keeping these items on hand, and taking them intermittently, for example, when I have to go to town, or if I’m feeling low or otherwise depleted. My understanding is that nothing beats whole foods and proper nutrition, but that these supplements can help if you feel you aren’t getting enough through regular meals. I read articles a couple of months ago that talked about how vitamin C was being administered in hospitals for COV-19 patients, and was effective therapeutically. And with zinc, I understand that most people are able to get as much as they need from good eating habits, but there is something special about zinc gluconate, (lozenges), that coats the back of your throat to protect it. So, I think this goes a bit above what a good diet provides, and maybe it’s useful as a second line of defense, for example, if you have to go out to shop or whatnot. And again, I’m no expert, but I thought that vitamin D was as simple as getting some sun… even though I do keep a bottle of that, as well, but I don’t take it often. For me personally, I kind of like to just take them occasionally, instead of daily, and try to focus on eating better.

So, I hope that helps, but you probably already knew all that stuff, and wanted to hear an official answer from a trained professional! And for that, I will wait here with you!

It would be helpful to know the age groups who are testing positive. By decades, at least…if it turns out that there are a lot of younger ppl, maybe it wld help the younger ones be more aware& careful. And why can’t they state how many are actually in the hospital on any given day?

But I’m never going to stop cutting wood because of the chance I might cut my wrist, because then I would surely freeze. Right now, I would surely work, regardless of this virus, because without work my family will surely starve. Why do you think that anti vaxxers are all far right? The only reason that is apparent is that “leftists” think that anyone who opposes government control must be right wing- ie not themselves- because the only tool leftists use to get what they want is the government forcing people to behave in ways against their nature for their own good. Opposing government, in such thinkers’ minds, defines a right winger.

So by that thinking are all leftists responsible for any government that suppresses it’s people by murder, brutality and intimidation must therefore be leftist? It would be logical and has plenty of evidence to support the idea in that it was the inevitable course of government in communists(ie leftist) countries.

There is a big difference between tried and true vaccines that have been repeatedly tested for decades, like TDap, compared to whatever the hell they are going to come out with in the coming months for covid. Like I said before, I will let a few hundred million Americans try it out first, and if its an RNA or DNA vaccine, I’m out.

Actually there were some hints about what they use in public health to make decisions. One was her statement when talking about casinos asymptomatic people having been recorded creating outbreaks in large groups. I’ll bet that Public Health is given frequent bulletins about what tracers have discovered world wide. Sort of warnings that this was the result of that behavior. For example the large church meetings in South Korea creating the start of their epidemic. But what is not going to be exposed is the details that might raise public questioning of Public Health’s interpretations and orders. Like stats on the number of asymptotic people. Just not going to be details even when she has them because it creates scope for personal rather than governmental decisions. Especially if the details would encourage rather than discourage people disregarding orders.

DaPisan-the curve is no longer flattened, it’s spiking. No business wants UN-masked customers inside. The protests to open up will be more credible if mask wearing is included…otherwise you are looked upon as ignorant &foolish & downright dangerous. Going out is fine, opening up has to happen, but the statistics came in a day or two ago, that front line workers wearing ppe fared very well overall.
I don’t think businesses will support you if you don’t support mask wearing.

So says one of the least representative. No. What most people want is to be protected from a frightening disease. They have been told by the government and media that self quarantining will achieve that. But what the authorities have skated by is talking about the inevitable affects of such quarantining long term. That having too many not laboring and paying taxes with their labor means a shortfall of salaries for the very people creating and enforcing the orders, for the elderly relying on social security, for the hospitals taking care of them when they get sick anyway, for schools for the young, etc etc, etc.

What this kerfuffle should have done is point out both the extreme value of those who work and the risk they take on themselves by doing the world’s work. And that these worker’s deserve more respect than being constantly drained for the sake of politicians, media , lawyers and advocates for the non productive and the increasing hordes choosing to be parasitic off of them.

And what will be the consequences of that? Falling taxes, large government expenditures, hospital lay off, more crime, mass unemployment, shortages of this, that or the other have already happened. The longer it goes on, the more things are effected permanently.

I think the most likely to die should continue in quarantine but the rest should just get on with their lives. There is going to be personal tragedy either way but less if people cope rather than hide en mass.

The Intercept is not representative of “the Left”. Glenn Greenwald and Co. are not that well thought of by most people on “the left”. In fact, the Intercept isn’t welcome as a source on many political blogs. Now if you had said that Gateway Pundit and Caucus99% are comparable, you would absolutely have a point.

They may identify as left, but Glenn Greenwald was/is a libertarian who gained currency with “the left” when he stopped supporting the Iraq War.

But that being said, I’ve seen a lot of apoplectic coverage of hydroxychloroquine. You had Jimmy Kimmel saying the President is, quote, “trying to kill himself by taking it.” You had Joe Scarborough saying, quote, “This will kill you.” Neil Cavuto saying, “What have you got to lose? One thing you have to lose are lives.” And you had Chris Cuomo saying, “The President knows that hydroxychloroquine is not supported by science. He knows it has been flagged by his own people and he’s using it.”

Well, Cuomo mocked the President for this. And interestingly, I found this out just before coming here: Hydroxychloroquine, of course, is an FDA-approved medication with a long-proven track record for safety. And it turns out that Chris Cuomo took a less safe version of it called quinine, which the FDA removed from the market in 2006 because of its serious side effects, including death. So, really interesting to have that criticism of the President.

And on that note to Chris Cuomo, I’d like to redirect him to his brother, the Governor of New York, Governor Cuomo, who has several on-the-record statements about hydroxychloroquine, saying, “I’m an optimist. I’m hopeful about the drug, and that’s why we’ll try it here in New York as soon as we get it. There has been anecdotal evidence that it’s promising. That’s why we’re going ahead.” And I have about eight other quotes from Governor Cuomo should any of you have interest in that.

Geez… why not just wipe down with a 1/2 cup of lemon juice when she gets out of the bath instead? Maybe add some honey to the lemon they are anti viral and smell better too.

The honey only stays sticky for a few minutes until it soaks into the skin.

A Philadelphia elections judge and Democratic Party official pleaded guilty Thursday to stuffing ballot boxes in favor of Democratic candidates in elections in 2014, 2015 and 2016, while collecting thousands of dollars in cash to make the changes.

Prosecutors hinted at an even broader conspiracy by an unnamed “political consultant” who charged his clients “consulting fees” then used some of the money to pay off multiple Election Board officials.

The U.S. Attorney’s Office in Philadelphia won Thursday’s guilty plea from Domenick J. DeMuro, who served as a judge of elections, responsible for overseeing a polling place during voting. DeMuro was also a Democratic Party ward chairman.

He charged up to $5,000 an election to ring up votes for the political consultant’s clients.

Prosecutors said DeMuro stuffed the ballot box in elections for judicial candidates as well as federal, state and local offices.

I love the “ain’t no body gonna make me vax” crowd. When and if there is a successful vaccine there will be a huge demand and small supply world-wide for a long time. Nobody will worry about vaccinating you, you don’t matter enough. It will be the rich, politicians, healthcare, essentials, on and on before it even trickles down to you. You’ll have plenty of time to weigh your options and see results. Then and only then, you’ll only be required to have it if you want to use public institutions like schools and such. I love the self importance. Seems like we are one of the only countries ignorant enough to believe this is a political issue. The sooner people get onboard with medical protocols the sooner things go back to normal. Everyone wants that. The places in the world things are the most normal are places with the least cases. They have achieved this by following protocols, testing and tracing. The thought that states or our federal government has some secret scheme to keep the people down by putting people on underemployment and foodstamps is laughable. Yeah, the federal government wants to lose trillions in tax revenue so they can keep joe blow on the dole.
Get over yourself.

If you’re Generation X and older, you didn’t receive a third of the vax injections Millennials and younger have. For some strange reason we’re doing fine. For some strange reason, our generations aren’t anywhere near as populated with autism and all kinds of cognitive disorders. Go pump some more chemicals into yourself, smart guy. In a time of crisis with a possible pandemic ( who knows the numbers are all over the place), while the people are divided politically, everyone is a victim and no one is responsible for them-self, and have even stopped speaking to friends and family members, worrying about other family members and friends, it seems there’s enough to deal with and maybe not a good time to make casual decisions without opening your mind and really looking at a bigger picture and not being distracted by our own little circles.

Protecting your natural rights, civil rights, now is important because once given up won’t be returned to you or to your children or their children.

Politicians are running for office and they have admitted many times it’s a dirty business.

As for snitching on people ” do unto your neighbor as you would have them do unto you.” Sometimes it’s the right thing to do, but most times it’s wrong.

Follow the money, look outside the box, who gains power,, Control, what would they do or say to get it? What will they do with it after they get it?
Look for truth.
