Hoopa Valley Tribe Issues Curfew, Institutes Fines, Highway 96 Open for Through Traffic Only, Says Their OES

Hoopa Tribal Council passed a curfew within their boundaries that will begin at 11:59 p.m. Sunday. Everyone who doesn’t have essential business after 8 p.m. and before 4 a.m. every night could be subject to a fine. In the above video, Amos Pole from Hoopa Tribes Office of Emergency Services lays out the main points of the Stay at Home Order and the curfew.

Below is a written “Short and Sweet” version and there is a link to the whole order.

The Tribal Council passed Title 72 – Emergency Management Ordinance on April 1, 2020. Title 72, in short, allows the tribe to issue a curfew for adults and youth. The ordinance also sets penalties that can be issued if a person is to be found in violation.

The Order to STAY AT HOME has been issued and will become active on Sunday, April 5, 2020, at 11:59 PM. This order established the curfew from 8 PM to 4 AM. The order also enables Hoopa Tribal Police to enforce Title 72.

Violation of the curfew will be a fine of $500 for the first offense, $1,000 for the second offense, and $1,500 for a third offense.

Other types of violation will be $1000 for the first offense. $2000 and seizure of any property used to aid in the violation, and last, $5000, seizure of any property used to aid in the violation and exclusion from the reservation for at least one year.

Essential Employees

In order to be out past the curfew, you need to be considered essential personnel and conducting essential business.

Essential staff and employees of the tribe will need to obtain identification from Tribal HR.

Employees of other essential organizations need to obtain identification stating that they are essential.

Other Important information

Highway 96 is open for through traffic only. If you leave the main road you are subject to the tribes Stay at Home order.

All businesses in the tribe are mandated to close at 7 PM.

Why this order was deemed necessary?

There have been two successful methods to mitigating the spread of COVID-19 and they have been to test as much as possible or to lock down social interaction. We do not have the means to test everyone so we have made the decision to lock down social interaction.

This order was not taken lightly. It is not something we wanted to do as you should, under normal circumstances, be allowed to do as you wish. For the safety of the community as a whole, we have decided to move forward with this order.

Umm pretty sure they are dealing with their own problems, this curfew only applies to the rez. But if you believe you are above the law by all means, head on up there and see what happens! Lol the tribe will have no problem confiscating your vehicle and selling it, they have that authority whether you choose to believe they do or not. Good luck with your endeavors, doesnt sound like you will get very far.

When Tribal Nations protect their borders, it is not an act of reverse racism or superiority. It’s an act of sovereignty and love to protect their communities from an additional level of genocidal threat presented by covid19. Historically and currently, Indigenous communities have faced many types of levels of genocide since the onslaught of colonial contact where biological warfare has played a major role. Indigenous communities deal with astronomical levels of diseases, alcohol/drug use, and suicide compared to the national averages which makes our communities more vulnerable to the effects of covid19. Not because we are built less than human, but our communities are still dealing with the onslaught of national agendas threatening our way of life and existence, as well as struggling to heal from generation after generation of such atrocious attacks. It’s a constant struggle to juggle this healing process when new attacks/threats are always being thrown our way.

I hope our Lower Klamath Basin Tribes find it in our best interest to have a trilateral closure amongst the Hupa/Yurok/Karuk lands. Allowing essential travel within the three Homelands and our greater community in Humboldt and Del Norte supporting and standing by such an action with resources as well as public opinion.

These closures present no harm or threat to the county or state but only add an extra layers of safety and protection which is good for us all.

The US signed contracts with the people of the Hoopa Tribe. My mortgage holder and my my previous landlords (and most of the capitalists who have loaned me money that they stole from others) are dependent on my labor. I signed the contracts I had with them, so I don’t whine about paying. It’s hard but I try to be grateful.
I would rather be paying to support actual communities than funding the lifestyles of rich people.
It is astonishing to me that so many people are willing to renege on contracts with less powerful people and find ways to blame the people they want to cheat.

The point in plain English is those who work for a living should not be obligated to support those populations who are not just poor, but put in zero effort to be self sufficient. I am happy to help those who truly wish to work and are willing to do whatever it takes, but need a little help. This population for generations has done little in this area. 15 years of helping the poor and these are the hardest because they believe in entitlement over self responsibility. People are people no matter where they live or what race or religion they are. Are you so consumed by your hatred for Hoopa and it’s people that you are blind to all of the people in surrounding towns and cities that live off of the government as well? You know nothing of the people in Hoopa. There are many that would give the shirts off their backs to help those in need! Wow. Speaking as a resident & member of the Hoopa Valley Tribe, I would like to say that any and all of the ignorant comments posted above, truly show the character and heart of the individual posting, and that we neither seek nor need any comments in regards to how we choose to govern ourselves. Also, there are drugs/alcohol/addiction in each & every community in the nation/world, so labeling us as ‘meth users’ or ‘tweakers’ is laughable. As already has been said, these measures are taken not only for our own safety, but the community at large. During this time of pandemic, we should all follow the advice to stay home, whether that’s here in Hoopa or out in the mountains of Southern Humboldt. And lastly, let’s remember to all be kind to each other as we are all connected as human beings because some of us may not out live this virus. Pray for me, as I will pray for you. Amen. 🙏💯

I went to Hoopa Saturday AM to go to bank and grocery.

Context is that have not left my home or yard since March 3 with one exception, several weeks ago went to IHS Karuk Clinic in Orleans parking lot for a hand off of Rx meds couriered from Yreka. March 3 had a Rx check at that same clinic. March 2 had doctor appointment in Eureka and that was last time shopped, where went to WinCo, Walgreens, Safeway, and Costco. Note usually do the vast majority of shopping on coast usually in concert with medical appointments. Have allowed no one in my house during that time; some regulars perfectly understanding, several got irritated. Three visits from a great person form the IHS, to check on me, deliver more meds, and provided me with three facemasks. Two folks offered to shop for me. Problem is no where local to get cash. There is a young man who cuts my firewood and does heavy stuff in my yard (that is my entertainment part of the year and fresh food plus what I freeze).

So I had been putting off re-supply as had 3 more doctor appointments scheduled between March 3 and now. The last was for Friday but was delayed with no set future date. Read the Hoopa closure notice Friday and decided needed to act. Already felt somewhat irresponsible as one could assume the viral load in the population and environment is expanding and a re-supply was better sooner than as long as I waited.

I have isopropyl alcohol, hand sanitizer, face masks, Lysol spray, 401 cleaner, medical gloves, handiwipes. So my hazard suit was jeans long sleeve shirt boots waterproof ball cap glasses face mask glasses and gloves. I carried a container of the wet handiwipes.

Stop 1 was at Coast Central which normally is opened Saturday AM but was closed. I took the max allowed in cash from ATM. Stop 2 was new Tribal grocery (so good to have a market in Hoopa after +/- 5 years without). There was a hand cleaner station at entry and employees wore face masks. Some items were exhausted empty shelves. The store was not busy but few customers had face masks nor gloves. I was by far the most protective as anyone I observed in Hoopa. Was surprised that fresh foods were being sold in deli. Stop 3 was the former Pearson’s Grocery now operated by Yurok Tribe at Weitchpec. Primary reason for stop was to buy booze. Selection was slim. Wanted to but Jose Gold and did buy 2 5ths. Also bought 1500 ml of 100 proof Stoli. Plus two pints ice cream, butter (not available in Hoopa), dried apricots, and chips. Also surprised to see deli open, clerks had face masks.

Most of the groceries bought are in quarantine in an apartment separate from main house and perishables are still in cooler on ice. Everything bought had some sort of cover except two small melons. When bring in house swab with paper to a isopropyl alcohol then rinse under faucet. I Lysol sprayed / handiwipe swabbed boots, rain suit, glasses and ball cap and left out of house. Took off clothes and put immediately in washer and took a shower.

The Hupa Tribe was setting up a sign and personnel at the Yurok-Hupa boundary on SR 96. There was Tribal LE present in Hoopa downtown as well but no one paid me any attention.

Coast Central in Hoopa is the financial institution and I graduated from Hoopa High School 49 years ago.

This is my report.

So in the last several weeks had been building a shopping list and protective materials and my own protocol for venturing forth.

I’ve heard that Winco and Costco are only letting 15 – 20 people in the store at one time. That should help. I did hear there’s a long line at them most times of the day. Cash&Carry isn’t doing that but people seem very aware of distancing and there were not many people there when I went in last week. Only 2 of us in that large meat room. The natural food stores are also only allowing 15 – 20. I got gas cards so I don’t have to go in the stations.

Oh, the bathroom at cash and carry is the cleanest. I carry 99% alcohol in a small spray bottle…

I didn’t know that Hoopa was only in danger from 8:00PM TO 4:00AM WTF is wrong with our leaders. These hours are no different than the daytime hours and doesn’t change or make anyone more safe. This should be a 24 hour stay at home curfew.

I am 100% swedish, if that really matters. No matter our race or skin color. we are all human beings and we all bleed red. I was fortunate to get to live in Hoopa for 4 1/2 yrs. Hoopa is a beautiful place, full of amazing, kind and caring people that have become life long friends, actually more like family to me (and i tuly love you all). I am not saying that it’s disneyland, Hoopa has it’s problems…just like EVERY community has problems!! No offense to anyone, but Eureka has become the armpit of hell. I feel safer walking from one end of hoopa to the other at night than I ever would in eureka. I am sure that 90% of the trolls who say negative things about Hoopa, have never been there, and that may be a good thing!! It was an honor to live in your community, I learned so many things. ThankYou!
