Measure Z Applications Due on Tuesday, Feb. 18

Due to a county holiday occurring on Monday, Measure Z applications for FY 20-21 will be due by Tuesday at 5 p.m. You can download the application on the county’s website, Once complete, please submit them to the County Administrative OfficeOpens in New Window.

The Citizens’ Advisory Committee on Measure Z Expenditures, a group that advises the Board of Supervisors on Measure Z funds, is looking for projects that make Humboldt a better, safer place to live.

If you have a project idea that provides a public safety or essential service to our community, consider applying for Measure Z funds. Applications for funding are open now, and you will have until Feb.17 18 to apply.

Measure Z is a half-cent sales tax applied to most local purchases and was first passed by voters in November 2014, and renewed in 2018. Since then, the committee has received more than 200 applications for funding. Some of the projects that have been funded by the Board of Supervisors include:

  • Hiring more than 40 Sheriff’s Office personnel, including resident deputies and school resource officers
  • Maintaining ambulance service on Highway 299
  • Innovative project with Eureka Police and the Department of Health & Human Services regarding homeless services
  • Drug Task Force and School Resource Officer for Fortuna Police
  • Waterfront Ranger to patrol Eureka open spaces, additional staff to facilitate the “Uplift Eureka” program, which is a homeless resource and support program
  • Hiring student resource and juvenile probation diversion officers for local schools
  • Allocating more than $6 million of equipment for volunteer fire departments
  • Providing more than $7 million for road improvement and safety projects, and more.

The advisory committee will meet each Thursday in March to review applications and recommend projects for funding. The application asks you to describe your proposal, as well as your plan for sustainability in order for your proposal to carry on without relying on Measure Z funding. In addition, the application requires an explanation as to how the request is an essential service or for public safety.

If you cannot download the application you can pick up a copy at the County Administrative Office at 825 5th Street, Room 112 in Eureka. Please submit your application to the same address.

The next meeting for the Citizens’ Advisory Committee on Measure Z Expenditures is scheduled for January 23, 2019. You can sign up on the county’s website to receive notifications when new agendas are posted and when meetings are scheduled.

Appointments

Members of the Citizens’ Advisory Committee on Measure Z Expenditures are made by the Board. The committee is comprised of one appointment from each supervisorial district, a representative for the Sheriff’s Office, a representative for the Fire Chiefs’ Association, two at-large appointments (from any district), and two non-voting alternates. The current committee members are as follows:

Fifth District Representative: Vivienna Orcutt

Measure Z

HUMBOLDT COUNTY PUBLIC SAFETY/ESSENTIAL SERVICES MEASURE. To maintain/improve essential services, such as 24-hour sheriff’s patrols; 9-1-1 emergency response; crime investigation/prosecution; drug/illegal marijuana growhouse enforcement/prevention; services for abused children/mentally ill; rural fire protection; road repairs; and other County services, shall County of Humboldt pursuant to County Ordinance No. 2517 enact a 1/2% sales tax, for five years, all revenue for the County, none for the State of California, with annual audits and public review?

Honsal, Ziemer and Robertson should not be on the reviewing and approving Committee. They have vested, conflicted and biased interests. The Committee should be made up of independent, objective citizen members.

By the way, the Sheriff’s budget 2012/2013 27.2 million, 279 employees. The 2019/2020 Budget 41.2 million and 290 employees. 11 additional employees at a cost of 14 million. How can the Press Release say “Hiring more than 40 Sheriff’s Office personnel, including resident deputies and school resource officers.” Something doesn’t add up.

Measure Z funding should be based on an objective needs compliance assessment (survey), involving only the citizenry of the County. I would think roads and the homeless issues would be at the top of most lists. We had family recently visiting from the Bay Area and east coast, they could not believe the amount of homeless folks and the general blighted conditions of Eureka. We also went out to HRSP, Shelter Cove and the back way to Ferndale. The roads were embarrassing!

from what i remember there is no sunset on measure z

there will be when Billy breaks it. in five years it will be broken and Billy or his replacement will have to fire all of those hired under measure Z. this was all spelled out prior but apparently ignored. part of the language in measure Z is that it will never be allowed to tap the general fund, which includes the rising cost of servicing the employees hired under it.
